Resolution 680 Summary Statement: Background: The City of Woodland is proposing to apply for a Community Economic Revitalization Board (CERB) grant for an industrial area infrastructure feasibility study. The application deadline we are working towards is March 27, 2017. The CEDC is providing a letter of support for this grant application. CERB issues Planning grants for up to $50,000 for eligible projects. It is estimated this project will cost $100,000. The Port of Woodland proposes to provide $50,000 towards this project. This project entails a feasibility study for the industrial area where there are currently no utility services. Several property owners have requested the City extend water and sewer to the industrial area. These property owners say they are having trouble selling their land at a profit due to lack of infrastructure. The City has been discussing how to provide services to that area for some time, and have determined that a feasibility study is a good first step. The study will review where infrastructure is needed, what existing infrastructure (lift stations, lines, etc.) will need to be updated to serve these additional properties and the costs associated. We will use this information to determine how to pay for this and have discussed the possibility of a LID.
RESOLUTION NO. 680 A RESOLUTION OF THE CITY OF WOODLAND, WASHINGTON, AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR A COMMUNITY ECONOMIC REVITALIZATION BOARD GRANT IN THE AMOUNT OF $50,000 FOR AN INFRASTRUCTURE FEASIBILITY STUDY IN THE INDUSTRIAL AREA WHEREAS, Community Economic Development Board (CERB) funds are available to support feasibility and planning work in furtherance of economic development; and WHEREAS, the City of Woodland desires to pursue an objective feasibility study analysis for infrastructure in the industrial area with the purposes of CERB; and WHEREAS, in the event the application for CERB funding is approved, and the grant is accepted by the City of Woodland, the City of Woodland will comply with all applicable federal and State requirements in regard to environmental impact of the project; and WHEREAS, the project will not result in the transfer/relocation of jobs from one part of the state of Washington to another; and WHEREAS, the estimated cost of the project is $100,000. CERB requires a 25% cash match of the total project cost. The Port of Woodland is providing $50,000 towards this project. CERB provides up to $50,000 for a project. The City of Woodland will investigate and evaluate other options for joint participation for future funding of the project; and WHEREAS, the City of Woodland finds that an application should be submitted for consideration by CERB, and that such submission will promote economic development within the City of Woodland. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Woodland, Washington, as follows: 1. That the Mayor, or his/her designee, is hereby authorized to submit an application to the Community Economic Revitalization Board, for and on behalf of the City of Woodland for CERB funding in the approximate amount of $50,000 for the CERB Project; and 2. That the Mayor is hereby further authorized to provide such additional information as necessary to secure approval of such application and 3. That, in the event such application is approved, the Mayor is authorized to enter into an agreement for such funding; and 4. That this Resolution shall be effective upon passage and signatures hereon in accordance with law. PASSED this 21 st day of February, 2017.
