AFFECTED POPULATION (Tab B) Total number of population affected in 983 barangays/103 municipalities/12 cities in the 21 provinces of Regions I, II, III, IV-A, V, X, NCR and CAR is: 201,771 families / 1,018,171 persons Total number of population currently served inside and outside evacuation centers is 7,718 families / 40,130 Persons INSIDE 36 ECs OUTSIDE ECs (relatives/friends) 2,874 families/14,814 persons 4,844 families/25,316 persons DAMAGES TO INFRASTRUCTURE and AGRICULTURE (Tab C) After thorough validation of damages on infrastructure by the Provincial Government of Albay, the overall damage to properties decreased from PhP2,765,102,305.45 to PhP2,694,131,855.79 INFRASTRUCTURE (roads & bridges, flood control and health facilities) PhP1,486,585,400.00 AGRICULTURE (crops, livestocks, irrigation, HVCC and livestock ) 627,256,967.79 SCHOOL BUILDINGS (860 sch) 580,289,488.00 Total DAMAGED HOUSES (Tab D) PhP2,694,131,855.79 A total of 16,974 houses were damaged in Regions II,III,IV-A, V, VII, X and CAR TOTALLY DAMAGED 7,069 PARTIALLY DAMAGED 9,905 DAMAGED HEALTH FACILITIES Government Hospitals and Health Centers Albay - Health Centers in Camalig, Daraga, Guinobatan, Oas and Polangui are partially damaged Catanduanes - Bato Maternity and Children s Hospital (broken windows and glass door at the ER) and Gigmoto District Hospital; RHUs in Pandan; and Barangay Health Stations (BHS) in Brgys Bagawang, Baldoc, Tabugoc, Cobo, Catamban and Lourdes noticed roof leaks Water Supply Main water pipeline at Ponso, Polangui, water reservoir at Balogo, Oas, main water pipeline in Malinao, Libon and Masarawag, Guinobatan were destroyed DAMAGED LIFELINES NGCP facility/transmission lines that tripped on July 25 and 26, 2011 in areas affected by Tropical Storm Juaning were the following: 230 KV Gumaca Labo Line 2, 69 KV Sorsogon-Irosin, and 69 KV Daraga-Sorsogon (SORECO 1 and 2 servicing entire province of Sorsogon); 69 KV Daraga-Ligao, 69 KV Daraga- Ligaspi and 69 KV Tiwi-Malinao-Tabaco (ALECO servicing some areas in Albay); 69 KV Naga-Libmanan (CASURECO 1 servicing 3 mun in Camarines Sur); and 230 KV Kadampat-Masinloc Line 2 and 69KV Labrador-Bani 3

(CENPELCO and PANELCO is servicing four (4) municipalities in Pangasinan). EMERGENCY MANAGEMENT NDRRMC Disseminated series of NDRRMC Advisories on Severe Weather Bulletins, Flood Bulletins for River Basin and Allied Rivers, General Flood Advisories, and Gale Warnings, to all Chairpersons RDRRMC, PDRRMC, and OCD Regional Centers through SMS and facsimile Uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels Conducted an emergency meeting on 27 July 2011 attended by the member agencies to assess the extent of agencies preparedness and responses relative to TS Juaning wherein DOST-PAGASA presented the situationer on TS Juaning (chronology, forecast position and track) and the member agencies presented their preparedness and responses Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants Provided PhP510,000.00 worth of financial assistance to the bereaved families of the dead victims in Bicol Region at Php10,000.00 each dead victim 6

RELIEF AND RECOVERY OPERATIONS FOOD AND NON-FOOD ITEMS Department of Social Welfare and Development (DSWD- DROMIC) Closely coordinated with DSWD-Field Offices (FOs) concerned for updates on ongoing intervention/response DSWD-CO provided additional food and non-food items worth PhP15.47 Million as additional standby relief resources of DSWD V, to wit: PhP13.5 M worth of 10,000 sacks of rice was allocated to the provinces and Congressmen of Region V 7,200 sacks of rice worth PhP10,125,000 were already distributed as follows: 2,000 in Camarines Sur; 3,000 in Albay; 500 in Catanduanes; 300 for Congressman Lagman, 300 for Congressman Gonzales, 300 for Congressman Panotes, 300 for Congressman Sarmiento, 300 for Congressman Fortuno, 300 for Congressman Unico, 100 in Bula and 100 in Balatan, Camarines Sur July 28-29, 2011 - transported one (1) truckload of relief supplies worth PhP1,314,893.37 consisting of 3,500 family food packs, 2,000 pieces. blankets and 2,000 pieces plastic mats from the DSWD-NROC (for distribution to the LGUs) August 1, 2011 - transported PhP600,147.52 worth of food and nonfood items consisting of 5,000 family food packs, 500 bottles of mineral water (550 ml), 500 pieces Kaldero family size, 1,158 pieces plastic plates, 2,000 pieces plastic drinking glass, 500 pieces small plastic bowl and 400 pieces plastic saucer from the DSWD-NROC Pre-positioned PhP40.60M in all DSWD-FOs along the typhoon path PhP1.72M standby funds and PhP38.87M worth of relief supplies, to wit: Field Office Standby Funds Relief Supplies Total NCR 420,255.14 1,192,383.25 1,612,638.39 II 386,517.05 5,935,986.85 6,322,503.90 IV-A 306,605.50 13,434,292.54 13,740,898.04 V 308,732.81 17,631,235.84 17,939,968.65 X 306,123.45 681,178.00 987,301.45 TOTAL 1,728,233.96 38,875,076.48 40,603,310.43 DSWD-FOs are still closely coordinating with local DRRMCs concerned from the regional down to the local level to continuously update the number of affected/evacuated population and the extent of assistance provided to the victims of the typhoon Cumulative number of population served from the combined resources of DSWD, LGUs, GOS and other GOs - 58,077 families DSWD I pre-positioned 1,000 family packs to the provinces of Ilocos Norte, Ilocos Sur and Pangasinan, activated QUART to monitor adverse effects brought about by TS Juaning and implemented cash-for-work program in flood-prone 7

areas (canal/river de-clogging) as flood mitigation activity; 227 families / 1,135 persons from La Union and Pangasinan returned home after a brief stay at the three (3) evacuation centers; PhP 26,290 worth of relief assistance was provided by the local government of Umingan, Pangasinan and Bangar, La Union to their constituents DSWD II pre-positioned food and non-food items at the 65 evacuation centers in the region and stockpiled sufficient amount of food packs and used clothing for augmentation to the affected LGUs. SWAD teams of Nueva Vizcaya and Quirino started their duty since 26 July to monitor possible effects of TS Juaning; provided relief assistance to 418 families/2,027 persons; opened three (3) new ECs for 41 families/264 persons; and provided assistance worth PhP 411,408 to victims and strandees in coordination with concerned LGUs DSWD IV-A continuously monitors the five (5) provinces in the region for the number of municipalities/cities affected; stockpile of supplies are lodged at the SWAD Offices of 5 provinces for immediate provision of relief assistance to the affected families; SWAD Team and concerned LGUs are closely validating the number of affected and served after only 750 from the 1,500 food packs requested by Cong. Erin Tañada were made available at GMA, Cavite warehouse remaining balance will be picked up at a later date DSWD V distributed relief assistance to the affected population in the region through the PDRRMCs/PSWDO. As of 6:00 PM, August 3, 2011, a total of PhP13,680,178.78 worth of assistance were provided to the five (5) affected provinces with a total of 50,959 families/238,191 persons served PDRRMCs Albay, Catanduanes and Camarines Sur have been distributing relief assistance to the affected population in said provinces and providing financial assistance to the dead victims Immediate Needs of flood victims in Bicol area (food and non-food items) Areas Immediate Needs Albay drinking water, hygiene kit, housing materials, school supplies and uniform of school children; clothing to include underwears, kitchen utensils and cooking tools, tents Camarines Sur potable water; medicines; mats; blankets; hygiene kits; food assistance; shelter repair kits and housing materials Naga City health and sanitation Kit for 5,000 families; 500 bags rice, 200 boxes noodles, 200 boxes sardines, potable water supply (purification tabs), medicines for (ARI, Anti-Rabbies vaccine, Anti Tetanus vaccine, blood plasma, infant formula); food supplement for 5,000 families; clothing for 5,000 families; shelter materials; GI sheets for roofing; lumber and nails Catanduanes relief goods, potable water, mats, blankets, hygiene kits, food assistance, water, medicines, shelter repair kits and housing materials Sorsogon relief goods OCD-V distributed financial assistance at PhP10,000 each to the dead victims of the following provinces: 8

Total Population: Bulan - 1,177 (> 5 years old) and 5,995 (> 5 years old) Casiguran 303 (< 5 years old) and 1,790 (> 5 years old) Common consultations reported were 124 (cough, colds, or sore throat with or without fever); 17 wounds and bruises; 10 loose stools with or without dehydration; 8 fever; and 7 high blood pressure Of the 181 consultations monitored, 44% (81) were children among 5 years of age and below WATER SANITATION AND HYGIENE (WASH) Polangui, Oas, Malinao and Libon have no water supply due to damaged main water pipeline at Ponso, Polangui and destroyed reservoir at Balogo, Oas. Fifteen (15) dead bodies that were brought to Roxas City were already identified by their respective families while the two (2) cadavers are yet to be identified by their families. SAR operations for the remaining two (2) missing fishermen is still ongoing On August 3, 2011, OCDRD VI together with the City Mayor of Roxas City and Governor of Capiz, distributed the financial assistance to the beneficiaries of the ten (10) dead victims in the amount of PhP100,000.00, at PhP10,000 each victim RD, OCD V and PN personnel on board PN islander 310 conducted aerial search in Sibuyan Island, Masbate on August 5, 2011 for the possible recovery of two (2) missing fishermen of FB Hope Christie 11

Nasisi, Ligao City PNP 5 Police Stations manned the flooded areas to ensure safe passage of commuters and No Travel to areas declared unsafe by PDRRMC Albay PNP CAR was placed on alert status and assisted OCD CAR in the dissemination of weather advisories at the local level through their radio communications system Department of Interior and Local Government (DILG) DILG I directed the local LGUs to implement pre-emptive evacuation of residents in high risk areas if situation warrants Bureau of Fire Protection (BFP) BFP Region V deployed assets (trucks and personnel) to assist in the disaster operations in different areas affected by TS Juaning; deployed three (3) fire trucks (1 each from Pilar, Nabua and Iriga FSs) to augment the flushing/ declogging/road clearing operation in Polangui; Tobaco BFP assisted Manila Waters in the delivery of potable water CLEARING OPERATIONS Region X PDRRMC Lanao de Norte and MDRRMC Kapatagan assisted the clearing operations being undertaken by various AFP responders in Region X: 547 Eng g Combat Team, 55 EBDE with payloader, dump trucks, 6x6 truck and prime mover; elements of 104 INF BDE, 35th IB-PA, 9 FA PA, 55 th Engineering Brigade and 104 th Infantry Brigade OCD V turned over tools for clearing operations to the BFP: 50 Bolos; 50 shovels; 50 garret; 50 hard brooms; 50 digging bars; 50 grub hoe; and one roll nylon rope BFP conducted clearing / flushing of road operations in Malinao, Albay and distributed the clearing tools donated by OCD V to the following provinces: Albay (20 pcs each item plus rope); Camarines Norte, Camarines Sur, Catanduanes, Masbate and Sorsogon (4 pieces of each item). A set of 10 of each item are on standby for use of the Special Rescue Units (BFP- SRU) during SAR operations EDUCATION Department of Education (DepEd) DepEd ordered the suspension of classes on 26 July 2011 (primary and high school), on 27 July 2011 (at all levels including tertiary) and on 28 July 2011 in 13

some flooded areas in Regions NCR Region I, II, III, IV-A, IV-B, V, and CAR based on the recommendation of PAGASA and warning signals A total of 860 schools/2,857 classrooms to include textbooks, furniture, computers and others were damaged in Sorsogon, Camarines Sur Camarines Norte and Catanduanes amounting to PhP80, 289,488 with 209 teachers and 7,768 students affected STRANDED PASSENGERS (HEIGHT OF TROPICAL STORM JUANING) At the height of the typhoon, there were 1,600 persons, 10 trucks, 180 rolling cargoes, 14 vessels and 15 motorbancas stranded in various ports of Regions II, IV-A, IV-B and V PCG Unit Commanders in various ports closely monitored and rendered assistance in coordination with local port authorities and shipping companies and ensured the security and safety of stranded passengers and vessels. Likewise, implemented Memorandum Circular No 01-09 re Guidelines on the Movements of Vessels during Inclement Weather are as follows: PSWS No.1: Vessels of 1,000 gross tons or below shall not sail, except to take shelter, when the PSWS No.1 is hoisted within its point of origin or route or point of destination PSWS No. 2: Vessels of any tonnage shall not sail except to take shelter when PSWS No. 2 or higher is hoisted within its point of origin, route or point of destination Movement of vessels above 1,000 gross tons was left to the discretion and responsibility of the ship owner and master when PSWS No. 1 is hoisted within its point of origin or route or point of destination AGRICULTURE Department of Agriculture (DA) DA Central Office directed its local Regional Command Centers to continuously monitor any possible effects on the agricultural sector in the affected areas INFRASTRUCTURE Department of Public Works and Highways (DPWH) DPWH Central Office, thru the Bureau of Maintenance, activated Regional Offices in the affected areas and mobilized their Disaster Response Team (DRT) to monitor the status of national road network within their jurisdiction DPWH FOs mobilized their respective DRT to monitor the status of local road network within their localities DPWH I activated its DRTs and Operations Centers; monitored status of road conditions, placed its maintenance crew on standby, and pre-positioned heavy equipment in major roads DPWH V deployed two (2) trucks with personnel; conducted clearing operations on affected roads; provided one (1) state truck to assist in the transportation of relief items to PDRRMC Camarines Sur and monitored the status of roads DPWH CAR pre-positioned its heavy equipment and manpower in major roads 14

POWER RESTORATION National Grid Corporation of the Philippines (NGCP) NGCP fast-tracked the restoration of the remaining transmission lines affected by Tropical Storm Juaning and deployed linemen to the areas to ensure fast restoration of service in the remaining unenergized portion DAMAGE AND NEEDS ASSESSMENT (Aerial Survey) Two (2) aircrafts (helicopters) from the Philippine Air Force arrived at Legaspi City Airport at 3:38 PM, 29 July 2011. Said aircrafts conducted aerial survey in Malinao, Albay Another aircraft from the Philippine Coast Guard conducted aerial survey in Masbate RD OCD 5 in coordination with 901Bde TOG5 Commanders conducted aerial survey and on-site needs assessment in Catanduanes REGIONAL INITIATIVES As early as July 25, 2011, OCR RCs I, II, III, IV-A, IV-B, V, VI, VII, VIII, NCR and CAR activated their respective OPCENs 24/7 to ensure timely dissemination of weather/flood advisories to the members of local DRRMCs, PDRRMC Member- Agencies, tri-media and Association of Fishermen through facsimile and SMS Region I RDRRMC-OCD I coordinated with DILG 1 on the issuance of memorandum to the LGUs to implement pre-emptive evacuation and orchestrated the prepositioning of assets in four provinces to augment the emergency resources of the LCEs; attended the PDRRMC emergency meeting in La Union; alerted all rescue groups from the AFP, PNP, and PRC; pre-positioned assets in Pangasinan Province to augment possible emergency response operations; prevented fisher folks from venturing out to sea given the storm threat PDRRMCs Pangasinan, La Union, Ilocos Norte and Ilocos Sur activated their respective CDRRMCs, MDRRMCs and BDRRMCs; disseminated warning advisories to communities and local radio stations; and placed their respective emergency response equipment and rescue teams on standby for response mobilization Region II RDRRMC-OCD2 disseminated series of weather bulletins to all local agencies, informed RDRRMC2 Vice-Chairperson for preparedness and response; alerted all LGUs, local media, radio stations and individuals; coordinated with the Local DRRMCs of Batanes, Cagayan, Quirino, Isabela and Nueva Vizcaya to monitor the situation and preparedness activities in their respective AOR including preemptive evacuation; alerted rescue groups from PNP, BFP, PA, PN and PCG for possible search, rescue and evacuation operations; briefed BOMBO Radyo Tuguegarao on the preparedness activities in the region; alerted PDRRMCs for possible occurrence of any emergencies specifically in the provinces of Quirino and Nueva Vizcaya and rescue groups for possible SAR and evacuation operations in their respective AORs LGU Quirino evacuated 80 transient families (carnival operators) to the Aglipay Municipal Hall and declared the Province under a State of Calamity by virtue of Resolution No. 40 series of 2011 LGUs Cauayan City and Santiago City monitored the water of the upper main Cagayan River and its tributaries; P/RDRRMs in coordination with the Disaster 15

Joey Salceda for the availability of M35 trucks with personnel and equipment on standby at PDRRMO Albay; referred various LGU requests for assistance to concerned agencies for immediate action; conducted emergency meeting at OCD-RDRRMC Conference Room with member agencies PDRRMC-Albay issued Advisory 2 for disaster avoidance stating that all DRRMCs are advised to closely monitor river systems and prevent residents from crossing swollen rivers and artificial pools of water and amended advisories to maintain suspension of all classes from kinder, elementary, secondary, post-secondary classes in all areas both public and private, conducted PDRRMC-Catanduanes issued a no sailing policy and disseminated the same to all coastal barangays and municipalities in their AOR; conducted local search and rescue operation for the three (3) missing fishermen Albay Emergency Response Unit (ERU) responded to Brgy.
