DESCRIPTION OF THE PUBLIC PARTICIPATION PROCESS Proposed Romanze Estate residential development on Erf 660, De Doorns Ref: E12/2/3/1/B1/11-0584/08 The public participation process commenced upon the receipt of the Department of Environmental Affairs and Development Planning s approval of the Notice of Intention to submit an application in terms of the National Environmental Management Act (Act 107 of 1998) and the Impact Assessment Regulations of 2006 (GN R385 and 386). See Table 1 below. Comment period begins 17 July 2008 Site notices in English and Afrikaans are erected on the proposed development site. 17 July 2008 Registered letters are posted to neighbouring landowners and persons living with 100m of the proposed development site 17 July 2008 Background Information Document (BID) made available online at www.bolandenviro.co.za 6 August 2008 Open House public meeting held at De Doorns public library 17 July 2008 18 Comment period (school and public holidays excluded) August 2008 August 2008 Write up Basic Assessment Report (there was a lengthy delay in getting May 2009 confirmation of bulk service capacity from the Breede Valley Municipality) 27 October 25 Draft Basic Assessment Report made available for comment by November 2009 registered I&APs and stakeholders. Late November Registered I&AP and stakeholder comments incorporated into the Final 2009 Early December 2009 basic Assessment Report Application and submission of Basic Assessment Report to DEA&DP for consideration

DESCRIPTION OF THE PUBLIC PARTICIPATION PROCESS The addresses of all neighbours of Erf 660, De Doorns were obtained from the Breede Valley Municipality s Records Office and entered into the Interested and Affected Parties database. Letters describing the proposed development, expected listed activities to be triggered, details of the public participation process and an invitation to comment were sent to the owners of all properties within 100 metres of Erf 660, De Doorns, as well as other interested and affected parties. Copies of the Background Information Document were made available at De Doorns and Worcester Public Libraries, and notices were placed at the libraries and in the local newspaper advertising the public participation process. An A0-sized notice was also placed at the entrance to Erf 660, De Doorns. The background Information Document and details of the public participation process were available on the BolandEnviro website (www.bolandenviro.co.za) for the duration of the comment period. All notices also advertised the Open House Public Meeting, which was held at De Doorns Public Library from 15:30 to 18:30 on 6 August 2008. No objections were received during the public participation process, and the only comments were those from various Government departments. Additional information added - Additional specialists were appointed to investigate flood lines and dam safety. Draft final Basic Assessment Report was released for comment from the 27 October 2009 to the 25 November 2009. Copies of the BAR were printed (hardcopies and CD s) and distributed to the De Doorns and Worcester Public Libraries, and Stakeholders. All registered Interested and Affected Parties were notified of the publication of the draft final BAR by registered letter.
