Minutes Harrison County Board of Education September 5, 2006 The Harrison County Board of Education held its regular meeting Tuesday, September 5, 2006, in the auditorium of the board offices, 408 E. B. Saunders Way, Clarksburg, W. Va. Members of the board present were: Wilson W. Currey, President Sally J. Cann, Vice President James L. Reaser Doug Gray Michael L. Queen Executive secretary: Carl H. Friebel, Jr., Ed.D., Superintendent Staff members present were Theresa Blake, Susan L. Collins, Victor L. Gabriel, Heidi Griffith, Sharon F. Haddix, Jeffrey H. Moss, and Neil A. Quinn. President Currey called the meeting to order at 6:00 p.m. Dr. Friebel requested the following agenda adjustments and Mrs. Cann and Mr. Queen simultaneously moved to approve them as presented. Mr. Reaser seconded the motion and all members voted 'aye'. The motion carried. 1. Tab 2, Minutes of August 18, 2006, meeting, page 2, third paragraph Change votes to read, all members voted aye except Mr. Currey who voted no. 2. Tab 22, Bids on South Harrison Bus Lot paving no actual correction. Dr. Friebel gave an explanation to clarify the memo. 3. On the abbreviated agenda, page 6, Item H Change Payment #1 to Payment #3. 4. On the abbreviated agenda, page 6, Item I. Change Payment #3 to Payment #1 Dr. Friebel distributed to the board, for their information only, a proposed agreement with the ACLU. This item was not on the agenda. The following delegations appeared before the board regarding the portrait of Jesus at Bridgeport High School: Mark Jones, Kathy E. Currey, Paul J. Boyles, Richard Layfield, Anne E. Harvey, Leah Hartley, Dennis Swindle, Jeremy Jackson, Dr. James Bryant, Rebecca Gould, Rick Cox, Thomas Richards, and Boyd K. Vanhorn. Also appearing as a delegation was Letitia R. Yeater regarding Harrison County Schools attendance/exam policy. Mr. Reaser moved to approve as presented the items under New Business Consent except for Item J., Right-of-Way Agreement. Mrs. Cann seconded the motion, and all members voted 'aye'. The motion carried.

Waiver Request for Reading Material from Nutter Fort Intermediate School Nutter Fort Intermediate School requests to waive Harcourt reading workbooks that Harrison County purchases each year. They would like to purchase a vocabulary program, fluency & comprehension materials, interactive read-aloud books, and magazines and newspapers for independent reading for their students to enhance the delivery of their instructional program. This project is being funded with local funds. This request has been approved by our staff. J. Request for Payment (Invoice #200303-0000032) from ZMM, Inc., for Request for Payment (Invoice #200303-0000032) in the amount of $8,107.62 from ZMM, Inc., is for architectural services regarding the Mountaineer Middle School design. These services are being paid with local and SBA funds. This request has been approved by our staff. K. Approval of Bids for Kelly Miller Restoration Phase I Phase 1, Exterior Restoration Kelly Miller Building will repair the deteriorated parapet and belt course, re-point the brick where needed, and clean, caulk, and seal the exterior of the building. The low bid was from Allegheny Restoration, Inc. in the amount of $78,900. It is our staff s and WYK Associates recommendation to accept the bid from Allegheny Restoration, Inc., and Additive Alternate #1 which total $80,900. This project would be paid for with local funds. L. Approval of Bids for South Harrison Bus Lot Paving The staff at South Harrison High School would like to build a basketball court in the upper corner of the student parking lot. The low bid was from Rob Yost, Inc. in the amount of $42,000. A voluntary deduct of $1,500 was offered if Harrison County Schools purchases the asphalt directly from the producer. With the voluntary deduct of $1,500, the project would total $40,500. This project would be paid for with local and athletic levy funds. M. Approval of Simpson Elementary School Playground Project Several parents from Simpson Elementary school have proposed a project to redo the playground area at the school. Their planned project, the basic design for which was developed by an architectural firm from Vienna, WV will reuse and relocate some of the current equipment, add new play structures, and will add a pathway for access to every area of the site. Several trees will be planted, and two structures will be erected. The existing basketball court will remain with seating to be added. A retaining wall at the north end of the playground will allow the property to be level. This proposed project is at no cost to the Harrison County Board of Education. The parents have requested approval before they begin
their fundraising efforts and apply for grants. This project has been reviewed by our staff. The board received the In-State Travel and Transportation Requests report with no action needed. Mr. Queen moved to approve as presented the personnel agenda, the sale of the Wyatt School property for an amount of $3,000 to Mr. Louis Ferrari who was the only bidder, and to reduce the minimum bids on the remaining properties. Mr. Gray seconded the motion, and all members voted 'aye'. The motion carried.
