Request for Proposals: Comparative Study on Asset Recovery Design, Publishing & Printing Dear Madam/Sir: We kindly request you to submit your Proposal for design, publishing and printing of a study currently being developed under the project Combating corruption in the Western Balkans: strengthening regional cooperation in the field of asset recovery, implemented by the AIRE Centre, the Regional Anti-Corruption Initiative (RAI) Secretariat and Office of the Co-ordinator of OSCE Economic and Environmental Activities (OSCE Secretariat). Please be guided by the Request for Proposal attached hereto as, in preparing your Proposal. RFP 1/2018, Design, Publishing & Printing Regional Anti-corruption Initiative (RAI) is a permanent regional intergovernmental organization comprised of nine member countries from South East Europe: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Moldova, Montenegro, Romania and Serbia. RAI s mission is to lead regional cooperation to support anti-corruption efforts by providing a common platform for discussions through sharing knowledge and best practices. RAI Secretariat, in cooperation with AIRE Centre and OSCE is currently implementing project Combating corruption in the Western Balkans: strengthening regional cooperation in the field of asset recovery. One of the deliverables of the project is a regional study on search, seizure and confiscation of illegally obtained assets in the Western Balkans. The study covers following jurisdictions: Albania, Bosnia and Herzegovina, Macedonia, Montenegro, Serbia and in Kosovo * (collectively, WB-6 jurisdictions). WB-6 jurisdictions will be subject to a comprehensive overview and analysis of their respective systems. In addition, best practices in asset seizure in UK and Italy (collectively EU-2 jurisdictions) will be presented. The document is currently being drafted and is expected to be finalized by February 18, 2018. The original language is English. 1. Scope of RfP RAI is seeking a company or organization to manage the design, publishing and printing of the aforementioned regional study, encompassing the following tasks: 1. Design Provide three design options for the cover and back of the study (institutional requirements e.g. logos, colors to be agreed in advance); Provide three design options for the layout of the study; Design elements such as icons, boxes, bullet points, flow charts, or other info graphs to enhance visual presentation and reduce complexity as communicated by the project; 2. Publishing and production Proofreading, copyediting & typesetting: final review of the text in its laid-out environment to address editing typos, repeated words, spelling, punctuation, grammar and page-formatting issues; ensure no omissions or inconsistencies. Layout of the text: formatting of the final, copy-edited text into the approved design elements Indexing: conduct the page indexing for final copy with the content editor (contracted separately) 3. Printing Undertake the printing of 300 copies of the study after receiving official approval from the project team; Develop the digital/online version: export the Study in.pdf format. * This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence. 2

Intellectual Property RAI Secretariat and AIRE Centre maintain ownership of the intellectual property of the Study, and will contract the successful supplier to undertake the work required. RAI requires that all content is fully available online. This understanding will be a fundamental component of any agreement. 6. Sub-contracting It is understood that certain activities (e.g. proofreading and copyediting) may be completed under sub-contracts. The selected company takes responsibility for managing these resources and ensuring their work is completed at the highest quality and within the set deadlines. 7. Finances Applicants shall send a financial proposal based on a Lump Sum Amount, VAT excluded (applicable for BiH companies only). The total amount quoted shall be all-inclusive and include all costs required to perform the activities identified in this RfP. Contractor shall be flexible to meet with the project team in Sarajevo on need basis. Criteria for the Assessment of Proposal RAI applies a fair and transparent selection process that takes into account both the technical qualification as well as the financial proposals submitted in support of the applications. The Contract shall be awarded to the Applicant receiving highest Combined Score (based on the 60% technical offer and 40% price weight distribution) Criteria: Technical Proposal (30%) Expertise of the Company - samples of previously designed, printed and published books/ handbooks/studies 20% Applicant s capacity & Qualification of Key Personnel 10% Financial Proposal (70%) To be computed as a ratio of the Proposal s offer to the lowest price among the proposals received by RAI. 10.
