A. Call to Order... Cindy Schmitt B. Approval of TAC Minutes November 14, 2017... Cindy Schmitt C. FY 2018 2023 SKATS TIP Update... Karen Odenthal Background: SKATS received eight applications for consideration for funding in the latest update to the FY 2018-2023 TIP with requests totaling approximately $9.3 million. Approximately $5.5 million is available, so the projects will need to be prioritized to determine which projects (or partial projects) to fund. See the attached memorandum for information that will be used in a prioritization exercise to develop one or more funding scenarios. Staff will provide several scenarios to begin the discussion. Action Requested: Develop several scenarios that will be used to make a recommendation(s) to the Policy Committee in January. (Reminder: TAC members, please bring your project applications from last month s TAC and PC meetings with you to this meeting.) D. Public Participation for the TIP Update... Kim Sapunar Background: SKATS policies and activities for updating the TIP, which occurs every 2 to 3 years corresponding with the Oregon STIP update, are described in the recently adopted Public Participation Plan (PPP). The SKATS 2018-2023 TIP was adopted in April 2017 and added about $20 million in The Mid-Willamette Valley Council of Governments is pleased to comply with the Americans with Disabilities Act (ADA). projects. As described in Item C, SKATS is undertaking a project selection process for about $5 million in federal funds that became available in mid-2017. For this selection process, SKATS has begun public participation with initial public outreach including posting the onepage summaries and applications of the proposed projects on the MWVCOG website, creating an interactive web map to solicit public comments, and providing information for Salem s neighborhood associations via their Neighborhood Services Coordinator. At the TAC meeting, staff will hand out other ideas/activities planned for this process. Staff would like to attend and/or distribute information about the proposed projects at appropriate public events from December to end of February. If your local jurisdiction/agency has an upcoming public event(s) where this can occur, contact Kim Sapunar or other SKATS staff to arrange materials and presentations about the proposed projects. (Note: the official 30-day public review period is scheduled for January 23, 2018 to February 27, 2018.) Action Requested: Discussion of public participation activities and future public events. E. SKATS FY 2018-2019 Unified Planning Work Program (UPWP)... Mike Jaffe Background: SKATS staff has begun work on the 2018-2019 UPWP, which describes anticipated federally funded and regional transportation planning activities by MPO staff or in the SKATS area from July 2018 to June 2019. When the current UPWP was developed last year, staff created a table showing a 3-year look at UPWP activities to show how the planning work and activities relate to each other and over time. Staff has updated that table (attached) to show the status of the current UPWP projects. See Status column shaded in grey. Major activities for the 2018-2019 include: Determining Federal Performance-Based Targets required by MPOs; Develop sections of the SKATS 2040 Regional Transportation Plan (with adoption scheduled for June 2020); Work on the FY 2021-2026 SKATS TIP; Working with ODOT to get our CMAQ funds programmed and projects approved; Work on Congestion Management Process (CMP); Work with ODOT and local jurisdictions on transportation planning projects; Complete remaining FHWA/FTA corrective actions; and Short- and long-range transit planning activities and projects. Staff asks for discussion and direction by the Policy Committee as staff works on the 2018-2019 UPWP. Staff s proposed schedule for the 2018-19 UPWP: November/December - TAC and PC discussion of 3-year look of planning activities. December - Staff prepares draft UPWP. January - TAC and PC reviews draft UPWP. February 14, 2018 - Onsite review of draft UPWP with Federal Agencies and ODOT. March - TAC and PC reviews UPWP changes. Adoption by Policy Committee. Action Requested: Discussion item. F. Transportation Planning Rule (TPR) Advisory Committee... Mike Jaffe Background: The Land Conservation and Development Commission (LCDC) formed a Rulemaking Advisory Committee (RAC) for reviewing and recommending specific rulemaking changes in the Transportation Planning Rule (TPR) focusing on modifications and clarifications to the rules affecting jurisdictions inside metropolitan areas in Oregon. The RAC includes representatives from MPOs and affected cities and counties inside the metropolitan areas in Oregon. Mike Jaffe (representing SKATS) and Julie Warncke (representing city of Salem) are members of the RAC. The list of RAC participants is attached. The RAC has met three times to review and discuss proposed changes to these rules and will continue to meet in 2018. All RAC materials are posted on the Department of Land Conservation and Development s website: See http://www.oregon.gov/lcd/pages/metro_tpr.aspx for those materials. Key to these modifications and clarifications is the recommendations from a DLCD staff report that says the following: Cities, counties and the MPO would coordinate, and could even choose to collaborate on planning projects, but the TPR would be clear that cities and counties, not MPOs, will be held responsible for meeting state requirements to increase transportation choices. A sub-group of the RAC is also reviewing potential Performance Measures to be used with the changes to the TPR; the most recent list of Performance Measures under review are attached, and more information is available on the DLCD webpage. [Note: use of a subset of approved Performance Measures may be one of four options for cities and counties to satisfy their TPR requirements under 660-01200035(5)] December 12, 2017 3

Call to Order Chair Cindy Schmitt called the meeting to order at 1:30 p.m. Agenda Item B. Minutes of October 10, 2017 Motion was made by Dan Fricke, seconded by Steve Dickey, to adopt the minutes of the October 10, 2017, meeting as submitted. Those voting in favor of the motion were Lisa

Anderson-Ogilvie, Nate Brown, Steve Dickey, Dan Fricke, Victor Lippert, Austin McGuigan, David Sawyer, Cindy Schmitt, and Julie Warncke. The motion passed unanimously. Agenda Item C. SKATS Public Participation Plan Late 2017 Update Kim Sapunar reminded TAC members that the draft Late 2017 Update of the SKATS Public Participation Plan (PPP) was released for public review and comment by the SKATS Policy Committee on September 26, 2017. During this review, comments were received from the Cherriots Planning staff. Some of their comments were incorporated into the document. The document also includes a summary of all the comments received since the previous update of the plan in May 2017 along with the staff response to those comments. Outreach activities have also been included in the draft document. Ms. Sapunar requested that TAC members recommend that the Policy Committee adopt a resolution revising the Late 2017 Update of the SKATS Public Participation Plan (PPP). Committee members discussed the comments received. Chair Cindy Schmitt asked if the Cherriots comments were the only ones received during the 45-day public review period. Ms. Sapunar confirmed that the only written comments received during the actual 45-day public review period were from Cherriots. One phone call was received from a member of the public. However, some comments received during the spring update were deferred for response until this revision. Also, comments from FHWA and FTA that were received just prior to the public review period were addressed in the document before it was released for public review. Ms. Sapunar indicated that the summary of comments will be included in the document as an appendix as specified as a federal corrective action from the federal 2016 Certification Review. Motion was made by David Sawyer, seconded by Nate Brown, to recommend that the SKATS Policy Committee adopt the revised PPP. Those voting in favor of the motion were Lisa Anderson-Ogilvie, Nate Brown, Steve Dickey, Dan Fricke, Victor Lippert, Austin McGuigan, David Sawyer, Cindy Schmitt, and Julie Warncke. The motion passed unanimously. Agenda Item D. SKATS FY 2018-2021 TIP: Discussion of Applications Karen Odenthal reminded TAC members that they received brief presentations related to the 8 projects submitted for funding in the FY 2018-2021 TIP during their last meeting. She suggested that committee members review the projects, ask questions, and possibly do an individual preliminary scoring of projects today during the discussion. A list of questions that was developed by Mike Jaffe related to the proposed projects was distributed prior to the meeting. Ms. Odenthal demonstrated the interactive webpage on the MWVCOG website. Comments related to the proposed projects can be made on the webpage. The public can also indicate which projects they like. SKATS Technical Advisory Committee (TAC) Page 2 November 14, 2017

TAC members provided brief overviews related to their projects. They then discussed the merits of each project, asked questions for clarification, and sought additional information from project sponsors. Julie Warncke, Salem, informed the group that the purpose of the Brown Road project is to bring the city s section of the road up to urban standards. Additional funding is needed because right of way (ROW) costs are significantly higher than originally anticipated. In response to a question, Ms. Warncke indicated that this is likely the city s highest priority project of the three submitted for funding. In response to a question from Mike Jaffe, Ms. Warncke explained that new federal ROW regulations are responsible for the increase in ROW costs. Committee discussion focused on project cost overruns and the possible reasons for costs to increase from initial estimates. It was noted that new federal and state regulations can contribute to these cost escalations. Changes in how storm water is to be treated raised the cost of the Keizer roundabout project. Chair Cindy Schmitt commented that complete information is sometimes not available at the time that a project application is made. Discussion continued related to how to handle future requests for increased project funding after the initial amount requested has been allocated. It was determined to continue dealing with cost escalations on an individual basis as they occur. Cindy Schmitt talked about the Center Street and Connecticut Avenue projects. She commented that the Center Street project is Marion s County s highest priority of their projects submitted for funding. Mike Jaffe asked if the Connecticut Avenue project is highly ranked as a Safe Routes to Schools (SRTS) project. Ms. Schmitt responded that she believes the project has a pretty high SRTS ranking. Concerns related to the Connecticut Avenue project include how to address ADA (Americans with Disability Act) issues. TAC members discussed McGilchrist issues including the proposed application for federal TIGER (Transportation Investment Generating Economic Recovery) grant funding. Julie Warncke noted that TIGER awards are seldom for the entire amount of funding requested. This project is important to the city as the existing facilities are currently inadequate. Additional development in the area is anticipated; however, investment in the area is inhibited due to the lack of adequate infrastructure. Flooding is also an issue in the area. Discussion focused on plans for the project if TIGER funding is not received. It is possible that the city will submit the project for bonding if TIGER funding is not awarded. It was noted that McGilchrist is designated as a Critical Urban Freight Corridor. Other avenues of funding could be explored. Different versions of the Orchard Heights project were discussed including the reduction in project cost if the pavement restoration and resurfacing component is removed from the project. The need to encroach approximately 10 feet into the Orchard Heights Community Park could be a source of difficulty. Upon completion of this project, there would be a complete 2-mile stretch of pedestrian facilities on the south side of Orchard Heights Road from Wallace Road to Mousebird Avenue. Pedestrian access to the park is important to the area residents. Various versions of packaging the components of the transit district Intelligent Transportation System (ITS) project were discussed. In response to a question, Steve Dickey indicated that the components are listed in order of priority. It was asked how many intersections are anticipated SKATS Technical Advisory Committee (TAC) Page 3 November 14, 2017

to be included in the transit signal priority phase of the project. Mr. Dickey responded that 60-70 intersections are proposed to be outfitted for green-time extension. The buses would be outfitted all at once. However, the district would work with the local jurisdictions to phase in the signal priority equipment needed for the proposed intersections. Discussion continued related to the merits and cost of a pilot project. Performance will likely be evaluated as the intersections are phased in. David Sawyer reminded everyone that this is one of the last sections of the downtown area of Turner to need updating and upgrading. With a variety of source funds, the city would provide a sizeable match component to the project. TAC members discussed potential relocation of the mill, access management issues, and the ancient storm water facilities. The city is attempting to make investment in the Turner downtown area more attractive. Potential developer contributions were discussed along with pedestrian bridge issues. Nate Brown explained that the city of Keizer is unsure of its vision for Wheatland Road and has revised their project application. He passed out a new application. The city would like to do a concept corridor plan with public outreach to determine the direction for Wheatland Road improvements. Due to the proposed change to the application, the amount of funding requested will be reduced. TAC members discussed options to improve areas where a specific plan has not been identified. Austin McGuigan asked if specific projects will be identified in the corridor plan. Mr. Brown replied that is the intent. The Policy Committee agenda will go out next Tuesday along with the project applications. Therefore, Ms. Odenthal requested changes made to the applications to be submitted by Friday, November 17. Project sponsors will be limited to a two-minutes presentation to PC members. They should be prepared to answer questions from the Policy Committee. Ms. Odenthal also requested that TAC members prioritize the projects no later than the December TAC meeting (December 12, 2017). If project scores and ranking would differ based on whether the funding for a project is scaled, then make sufficient notes, so that we can discuss it during the prioritization exercise at the December TAC meeting. Agenda Item G. SKATS Sidewalk Inventory GIS Project This item was reviewed out of order. Mike Jaffe and Lesley Hegewald, SKATS, explained that SKATS staff have been working on a sidewalk inventory for the Salem-Keizer area. It has been necessary to combine GIS files and data prior to verifying the data. While the effort will include information for all roads, only arterials and collectors will be verified and updated at this time. Data will reflect the conditions as of 2017, as well as establish an inventory of the sidewalks that existed in 2010 as a base year. Information has been requested of Keizer and Salem of all sidewalk construction projects from 2007 to 2017 in order to assist in establishing the base year. Committee members discussed the impact of differing data sources. Consistency has been an issue. Julie Warncke shared a map of sidewalk conditions created with data compiled by Tri- Met and Cherriots from Open Street maps. Mike had reviewed that data but felt more information was needed for the SKATS inventory. It will, however, be used in the verification process. The verification process will begin soon. Agenda Item E. SKATS FY 2018-2019 Unified Planning Work Program (UPWP) Mike Jaffe informed the group that work has begun on the draft FY 2018-2019 UPWP. A draft document needs to be prepared for Policy Committee review in January 2018. He noted that a three-year big picture matrix of activities and projects was included in the material in the agenda packet. Mr. Jaffe requested status updates from TAC members related to their projects and activities in the matrix. Julie Warncke commented that the Salem River Crossing project is not on hold but is working through remand issues. The final Environmental Impact Statement (EIS) is anticipated sometime in mid-2018. Mr. Jaffe requested that TAC members forward SKATS staff any suggestions or ideas that they have for the 2018-2019 UPWP. Agenda Item F. RTSP 2010-2040 Population and Employment Forecast Preparation Kim Sapunar reminded TAC members that a TAC subcommittee has been used in the past to develop the population and employment forecasts for use in the Regional Transportation Systems Plan (RTSP). The next RTSP update is scheduled to begin in May 2018. The forecasts need to be completed by that time. Ms. Sapunar would like to meet briefly with representatives from the local jurisdictions, as necessary, to develop the forecasts. Agenda Item H. Other Business The next SKATS Policy Committee meeting is scheduled for Tuesday, November 28, 2017, at noon. The next TAC meeting is scheduled for 1:30 p.m. on Tuesday, December 12, 2017.
