Michelle McDonald, MPH, RN Meet the Speakers Executive Director, Government Regulations and Advisory Services, Inc. Michelle McDonald has more than 30 years of experience as a health care professional. She has extensive experience in areas of programmatic and operational functions in acute care, long term care, assisted living, home health, and public health settings. Her expertise is in facility operations, executive leadership, care management, public health initiatives, quality initiatives, and the management of federal contracts with the Centers for Medicare and Medicaid Services (CMS). She currently serves as the Executive Director, Government Regulations and Advisory Services for. In this capacity, she oversees the CMS practice area and government advisory services as well as provide guidance, education, and technical assistance in the provision of CMS content, federal laws, regulations, guidelines, federal surveillance protocols, and standards governing the operation of health care facilities. Ms. McDonald received her Bachelor s of Science in Nursing from Mount Saint Mary College, Newburgh, New York and her Master s of Public Health from New York Medical College, Valhalla, New York. Her affiliations include the American College of Healthcare Administrators, Medicare SNF Technical Advisory panel member for the Centers for Medicare and Medicaid Services, and served as a clinical reviewer for the MDS 3.0 RAI User Manual for the Centers for Medicare and Medicaid Services. Julia Tucker, RN, BSN CSR Consultant Julia Tucker joined in 2012 with expertise in medical home development and management and currently serves as the CSR Consultant for the state of Alabama. A certified Yellow Belt through the Department of Defense, she has utilized Six Sigma and Lean practices on multiple projects such as patient wait times, stagnant versus dynamic practices, and the medical impact of Army Aviation. She is also a TeamSTEPPS Trainer and has led several other initiatives for the Department of the Army. Prior to joining JCR, Ms. Tucker directed a department of the Army Patient Centered Medical Home that served the active duty population, retirees and their families, as well as serving as clinical informatics specialist. Since 2007, Ms. Tucker has worked in the ambulatory setting and has been familiar with the medical home model since its conception. She implemented the model at her facility that combined primary care, adult medicine and aviation medicine, as well as helping with the design for the Military Health system. Earlier in her career, she spent a decade in the inpatient setting moving from staff nurse to educator to manager. She is working toward a Master of Science degree in Nursing Informatics at the Troy University, Troy AL. She received her BSN from the University of South Alabama, Mobile, AL. She also holds an Associate s degree in Nursing from Wallace Community College in Dothan, AL. Ms. Tucker is a member of the American Nurses Association, American Medical Informatics Association, and the American Nursing Informatics Association. Susan McLean Whitehurst, RN, MSN, MBB Senior Consultant Specialty: Infection Prevention Susan McLean Whitehurst is a Senior Consultant and currently (JCR) Project Manager for the landmark Centers for Medicare and Medicaid Partnership for Patients Hospital Engagement Network (HEN). CMS selected JCR as a partner in late 2011 for its nationwide $220 million project to advance patient safety and quality care while reducing costs. (HEN project information) Ms. Whitehurst, who holds a Six Sigma Master Black Belt, joined JCR as an intermittent patient safety consultant in 2007 with more than 30 years of clinical and administrative health care experience. From 2004 to 2011, Susan was President and CEO of SRM Healthcare Solutions in Hillsborough, NC. She facilitated physician advisory boards regionally and nationally and provided lean health care quality improvement programs to senior health care leaders. Susan received a Bachelor of Science in nursing from East Carolina University and a Master of Science in Nursing Administration from Duke University.
