Equipment 6.1 Functional BP instrument & Stethoscope State level As clear from the graph, there is availability of functional BP instrument and Stethoscope in almost all health facilities of the state except in 12% of the BMCs. Hundred percent facilities in all divisions except few in Varanasi, Faizabad, Agra and Lucknow divisions have availability of functional BP instrument and Stethoscope. District Women Hospital in Sitapur and Varanasi, CHC Kurawali (Mainpuri), Rudauli (Faizabad), Tanda (Ambedkar nagar), Saidpur (Gazipur) and in BMC Red Cross Lucknow is having gap in availability of BP Instrument and Stethescope. 90

6.2 Sterilized Delivery Sets State level As per the graph, hundred percent health facilities in the State, except for few DCH and CHCs, are equipped with sterilized delivery sets. As the graph depicts, on an average 97 percent of the facilities in the state are equipped with sterilized delivery sets. Around twelve percent of the hospitals in Faizabad and Kanpur Nagar divisions do not have this facility. In CHC Atrauli (Aligarh), Rudauli (Faizabad), Jalalpur (Ambedkar nagar), Kalyanpur (Kanpur) & Pukhrayan (Kanpur dehat), and District Combined Hospital Sanjay nagar, Ghaziabad is having gap in sterilized delivery sets. 91

6.3 Functional Neonatal, Paediatric & Adult Resuscitation Kit State level As revealed by the graph, hundred percent of the sub divisional hospitals, medical colleges and district community hospitals have functional neonatal, paediatric and adult resuscitation kits. However, 25 percent of the BMCs, 19 percent of the CHCs and around 10 percent of the district women s hospital in the State do not have this facility. Eighty six percent of the facilities in UP have the availability of functional neonatal, paedriatic and adult resuscitation kits. analysis shows that except for Chitrakoot, Jhansi and Kanpur Nagar divisions where hundred percent facilities have the kits, all other divisions are having some facilities where functional neonatal, paedriatic and adult resuscitation kits are not available. FRUs having Gaps in Neonatal, Paediatric & Adult Resuscitation Kits are DWH Mau, Budaun, Mirzapur, Muzaffar nagar, Varanasi,CHC Kurawali (Mainpuri), Kasganj ( Kanshi Ram Nagar ), Husainganj (Fatehpur), Uskabazar (Sidharth nagar), Haiserbazar (Sant Kabir nagar), Rudauli (Faizabad), Haidergarh & Dewa (Barabanki), Jalalpur & Tanda (Ambedkar nagar), Tulsipur & Utraula (Balrampur), Sahjanwa (Gorakhpur), Salempur (Deoria), Sandila (Hardoi), Nawabganj (Unnao), Mawana (Meerut), Dadri (GB nagar), Hapur, Sambhal, Badlapur (Jaunpur), BMC NK Road and BMC Red Cross in Lucknow. 92

6.4 Functional weighing machine State level None of the BMCs was found to be having a functional weighing machine while only 50 percent of the SDHs were found to be having this basic equipment. Functional weighing machine was also not available at about 33 percent of the CHCs. About three fourths of the facilities in the State were found to be having functional weighing machine. Close to 83 percent of the facilities in Saharanpur, more than three fifth in Meerut and Mirzapur and more than half the facilities in Lucknow were not found to be having this basic equipment. FRUs having gaps in functional weighing machine are District Women Hospital Kheri, Meerut, Ghaziabad, Muzaffar nagar, Mughalsarai and Varanasi, CHC Kurawali (Mainpuri), Rudauli (Faizabad), Dewa (Barabanki), Amethi, Pukhrayan (Kanpur), Malihabad/ Bakshi ka talab/ Kakori and Gosainganj (Lucknow), Sidhauli (Sitapur), Sandila (Hardoi), Nawabganj (Unnao), Gola (Kheri), Mawana/ Daurala and Sardhana (Meerut), Muradnagar (Ghaziabad), Anoopshahar (Bulandshahar), Baghpat, Badlapur and Dadri (GB nagar), Hapur, Chunar (Mirzapur), Chopan (Sonebhadra), Bhadohi (Sant Ravidas nagar), Sambhal, Najibabad (Bijnour), Deoband and Fatehpur(Saharanpur), Jansath (Muzaffar nagar), Shamli, Chakiya (Chandauli), Badlapur (Jaunpur), Arajiline and Cholapur (Varanasi), DCH Sanjay nagar (Ghaziabad), SDH Sikandrabad (Bulandshahar), Sonebhadra and all BMC in Lucknow. 93

6.5 Functional Needle Cutter State level Except for some of the CHCs and BMCs, functional needle cutter is available at all facilities in the State. As per the graph, functional needle cutter is available in 88 percent of the health facilities on an average in the State. While the equipment is available in 100 percent of the health facilities in Allahabad, Bareilly, Chitrakoot, Mirzapur and Moradabad divisions, almost 63 percent of the health facilities in Azamgarh division do not have it. Needle Cutter in functional mode are not available at District Women Hospital Mau, Muzaffar nagar, CHC Kurawali (Mainpuri), Atrauli (Aligarh), Lalganj / Phoolpur and Bilariyaganj ( Azamgarh), Rasra (Ballia), Uskabazar (Sidharth nagar), Rudauli (Faizabad), Jalalpur and Tanda (Ambedkar nagar), Amethi, Utraula (Balrampur), Gauribazar and Salempur (Deoria), Partawal (Maharajganj), Talbehat (Lalitpur), Pukhrayan (Kanpur Dehat), Malihabad and Kakori (Lucknow), Sandila (Hardoi), Sardhana (Meerut), Shahganj (Jaunpur) and BMC Faizabad Road (Lucknow). 94

6.6 Functional Radiant Warmer State level Close to 63 percent of the BMCs and 19 percent of the CHCs do not have a functional radiant warmer. As the graph reveals, 85 percent of the facilities in the State on an average are having a radiant warmer. While 50 percent of the divisions are conforming to hundred percent availability of radiant warmer, Lucknow, Basti and Moradabad are at the lowest level. Radiant warmer was not functional/ available in Veerangna avanti bai mahila chikitsalya, Lucknow, DWH Bijnour and Gazipur, CHC Saraiakeel (Kaushambi), Patti (Pratapgarh), Phoolpur and Bilariyaganj ( Azamgarh ), Uskabazar ( Sidharth nagar), Haiserbazar (Sant kabir nagar), Rudauli (Faizabad), Tanda (Ambedkar nagar), Jagdishpur (Amethi), Amethi, Gauribazar and Salempur (Deoria), Kalyanpur (Kanpur), Jaswant nagar (Etawah), Pukhrayan (Kanpur Dehat), BMC NK Road/ Faizabad Road/ Aliganj/ Tudiaganj/ Aishbagh in lucknow. 95

6.7 Functional Suction Apparatus State level Excepting few district community hospitals and community health centres, almost all health facilities in the Stae are having functional Suction Apparatus. The graph reveals that functional suction apparatus is available with 94 percent of the health facilities in the State. However, some of the health facilities in seven out of eleven divisions do not have the availability of the service. Suction Apparatus are not in functional mode at District Women Hospital in Gazipur, CHC Kasganj (Kashi Ram Nagar), Saraiakeel (Kaushambi), Lalganj (Azamgarh), Uskabazar (Sidharth nagar), Rudauli (Faizabad), Jalalpur and Tanda (Ambedkar nagar) and Sidhauli (Sitapur). 96

6.8 Functional facility for Oxygen Administration State level As the graph depicts, all health facilities in the State, except 8% of the district community hospitals, 5% CHCs and few district women s hospitals, are having a functional facility for oxygen administration. analysis shows 96 percent of the facilities in the State on an average are having functional facility for oxygen administration. While hundred percent facilities in twelve divisions offer this service, few facilities of Basti, Varanasi, Azamgarh, Gorakhpur, Lucknow and Faizabad have this service missing. Oxygen Administration facility was not functional at CHC District Lalganj (Azamgarh), Haiserbazar (Sant Kabir Nagar), Rudauli (Faizabad) and Salempur (Deoria). 97

6.9 Functional Autoclave State level As clear from the graph, functional autoclave is available in almost all the health facilities in the State except in 8 percent of the CHCs, 5 percent of DCH and few district women s hospitals. As per the graph, while functional autoclave is available in hundred percent facilities of sixteen divisions, close to 22 percent of the health facilities in Varanasi followed by 18 percent of facilities in Faizabad and 19 percent in Aligarh were not found to be having it. On an average, 96 percent of the facilities in the State were found to be having this facility. Autoclave was not functional at CHC Kasganj (Kashi Ram Nagar), Rudauli (Faizabad), Dewa (Barabanki), Amethi and Shahganj (Jaunpur) as per checklist. 98

6.10 Functional ILR and Deep Freezer State level Functional ILR and Deep Freezers are available in 100 percent of the BMCs and SDH followed by 94 percent of the CHCs and close to 84 percent of the DWH. Surprisingly, 30 percent of the medical colleges and 28 percent of the district community hospitals were not found to be having functional ILR and Deep Freezers. As per the graph, close to 88 percent of the health facilities in the State were found to be having functional ILR and Deep Freezers. analysis shows that excepting Gonda, Jhansi and Saharanpur divisions, all other divisions had some health facilities where this service was missing, with maximum facilities in Aligarh division not having this service followed by Varanasi and others which were only a shade better. ILR & Deep Freezer are not functional at District Women Hospital in Mainpuri, Mau, Budaun, Sidharth nagar, Etawah Kheri, Rampur, Community Health Centre Kasganj (Kashi Ram Nagar), Husainganj (Fatehpur), Rudauli (Faizabad), Pukhrayan (Kanpur Dehat), Chopan (Sonebhadra), Sakaldiha (Chandauli), District Combined Hospital Shikohabad, Aligarh, Chitrakoot, Padrauna (Kushinagar) and BRD Mahanagar Lucknow as per the checklist. 99

6.11 Emergency tray with emergency injection State level Almost all the health facilities in the State, excepting few DCH and DWH, were found to be having this service. As per the graph, 97 percent of the health facilities in Uttar Pradesh were found to be having this facility. However, this service was found to be missing in 21 percent of health facilities in Varanasi division. Only in CHC Rudauli Faizabad emergency tray was not available. 100

6.12 MVA/EVA equipment State level The graph depicts a poor picture of availability of MVA/EVA equipment in the State. This facility was found missing across all the health facilities in the State with three fourths of the BMCs, more than half of the CHCs, half of the sub divisional hospitals in the State and two fifth of the district community hospitals not having MVA/EVA equipment. Almost half of the health facilities in the State do not have MVA/EVA equipment with seven divisions having less than 50 percent health facilities where this service is available. MVA/ EVA Equipment was not available at District Women Hospital in Mau, Basti, Banda, Gonda, Jalaun, Kanpur, Etawah, Unnao, Ghaziabad, Mirzapur, Mughalsarai, Jaunpur, Ghazipur, CHC Kurawali (Mainpuri), Atrauli (Aligarh), Sadabad (Hathras), Kasganj (Kashi Ram nagar), Handia and Karchana ( Allahabad ), Saraiakeel (Kaushambi), Husainganj (Fatehpur), Lalganj/ Phoolpur/ Bilariyaganj (Azamgarh), Ghosi (Mau), Rasra (Ballia), Bisalpur (Pilibhit), Tilhar (Shahjahanpur), Uskabazar (Sidharth nagar), Khalilabad/ Haiserbazar and Mehdawal (Sant kabir nagar), Haidergarh and Ramsnehighat (Barabanki), Jalalpur and Tanda (Ambedkar nagar), Colonelganj (Gonda), Tulsipur and Utraula (Balrampur), Gauribazar and Salempur (Deoria), Kasia (Kushinagar), Babina (Jhansi), Talbehat (Lalitpur), Bidhnoo/ Kalyanpur/ Ghatampur (Kanpur), Pukhrayan (Kanpur Dehat), Malihabad/ Bakshi ka talab and Kakori (Lucknow), Sidhauli (Sitapur), Bachhrawan (Raibareilly), Sardhana (Meerut), Anoopshahar (Bulandshahar), Chunar (Mirzapur), Chopan (Sonebhadra), Sambhal, Najibabad (Bijnour), Shamli, Sakaldiha and Chakiya (Chandauli), Kerakat (Jaunpur), Saidpur (Ghazipur), Cholapur (Varanasi) DCH Auraiya, Kanpur Dehat, Veerangana Awantibai Mahila Chikitsalya Lucknow, RML Gomti nagar Lucknow, Bal mahila chikitsalaya Chander nagar/ NK Road/ Faizabad Road/ Red Cross/ Tudiaganj and Aishbagh in Lucknow. 101

6.13 Functional Phototherapy unit State level Hundred percent of MCs and SDHs and most of the other health facilities in the State were found to be having a functional phototherapy unit. However, almost 63 percent of the BMCs do not have this facility. In Agra, Chitrakoot, Gonda and Saharanpur divisions, 100 percent health facilities have functional phototherapy units. Aligarh division has the least (44%) followed by Faizabad (53%) and Lucknow (58%). Seventy seven percent of the health facilities in the State, on an average, are found to be having this facility. Photography Units are not available/functional in District Women Hospital in Hathras, Mau, Budaun, Sultanpur, Etawah, Mirzapur, Bijnour, Jaunpur, CHC Atrauli and Khair (Aligarh ), Sadabad (Hathras), Kasganj (Kashi Ram nagar), Husainganj (Fatehpur), Tilhar (Shahjahanpur), Uskabazar (Sidharth nagar), Mehdaval (Sant Kabir nagar), Rudauli (Faizabad), Ramsnehighat and Dewa (Barabanki), Jalalpur and Tanda (Ambedkar nagar), Kadipur (Sultanpur), Jagdishpur (Amethi), Gauribazar and Salempur (Deoria), Kasia (Kushinagar), Talbehat (Lalitpur), Kalyanpur (Kanpur), Malihabad and Bakshi ka talab (Lucknow), Sidhauli (Sitapur), Daurala (Meerut), Najibabad (Bijnour), Arajiline (Varanasi), MKR Hospital (Kanpur), RML (Lucknow), BMC Chander nagar/ NK Road/ Faizabad Road/ Tudiaganj and Aishbagh in Lucknow. 102

6.14 Wall clock placed State level Almost all the health facilities except few CHCs and DCHs in the State have wall clocks placed at the facility. More than ninety percent of the facilities in the State are having wall clocks placed at the facilities. However, a very high number of facilities in Varanasi division were not found to be having this facility. Wall Clock at every point inside FRU was not available at District Women Hospital in Gazipur, CHC Kurawali (Mainpuri), Kasganj (Kashi Ram nagar), Uskabazar (Sidharth nagar), Rudauli (Faizabad), Dewa (Barabanki), Pipraich (Gorakhpur), Bidnoo (Kanpur), Pukhraya (Kanpur Dehat), Badalpur/ Kerakat and Shahganj (Jaunpur), Saidpur (Gazipur), Arajiline (Varanasi), MKR hospital (Kanpur), RML (Lucknow), BMC Chander nagar/, NK Road/ Faizabad Road/ Tudiaganj and Aishbagh in Lucknow. 103

6.15 Functional Microscope State level As per the graph, maximum number of facilities in UP have functional microscope. However, 12 percent of BMCs and DCHs do not have this facility. Hundred percent facilities in more than 60 percent of the divisions are having the availability of functional microscopes with state average as 93 percent. 29 percent facilities in Varanasi division and 18 percent in Gorakhpur were not found to be having this facility. In DWH Mau, Gorakhpur, Etawah, Ghazipur. In CHC Rudauli (Faizabad), Pukhrayan (Kanpur Dehat), Pihani (Hardoi), Arajiline (Varanasi), DCH Aligarh, Chandauli and BMC Tudiaganj donot have functional microscope. 104

6.16 Functional Haemoglobinometer State level Maximum health facilities across the state are having the availability of functional haemoglobinometer. Twenty five percent of BMCs, 22 percent of the CHCs and 13 percent of the district women s hospitals do not have this facility. Basti is the only division where 100 percent facilities are having functional haemoglobinometers. Faizabad and Mirzapur divisions have the least number compared to other divisions. On an average, 83 percent of the health facilities in the State are having this service. In DWH Mau, Bulandshaher. 6.17 Functional Centrifuge State level As clear from the graph, maximum FRUs studied across the State are found to be having functional centrifuge with 100 percent of the MCs and SDHs having this facility. Division Level The graph portrays a good picture of the availability of functional centrifuge in the State. More than three fifths of the FRUs in Faizabad and Mirzapur divisions are having this facility, followed by Varanasi and Bareilly divisions which are a shade better. While Basti division is best performing with 100 percent of its FRUs having functional centrifuge, more than four fifths of the FRUs in all other divisions are found to be having this facility. 6.18 Functional Semi Auto analyzer State level While functional semi autoanalyser is available in 100 percent of the sub divisional hospitals, little more than one tenth of the BMCs are having this facility. Sixty three percent of the CHCs and less than fifty percent of the district women s hospitals are also not having functional semi autoanalyser available. The graph portrays a poor scenario of availability of functional semi autoanalyser across various health facilities in Uttar Pradesh with state average as low as 42 percent. 6.19 Reagents and Testing kits State level Most of the health facilities across the state have the availability of reagents and testing kits. However, almost 14 percent of CHCs and 12 percent BMCs do not have this facility. Ninety percent of the health facilities across the State are found to be having reagents and testing kits. Fifty percent of the divisions have 100 percent facilities having this.
