September 7, 2012 Dear Sir/Madam: The John A. Logan College Board of Trustees is seeking Statement of Qualification submittals from architectural firms interested in performing professional services associated with anticipated state and locally funded projects. The submittals will be used by the College to identify a shortlist of three (3) architectural firms to be interviewed. It is the intention of the College to award this indefinite delivery/indefinite quantity professional services agreement to no more than two (2) architectural firms. Only firms with an Illinois office and are currently prequalified with the Illinois Capital Development Board need apply. Anticipated Services Overview The selected Architect will be required to provide a team of professionals capable of delivering the basic services described in AIA Document B101-2007, the standard form agreement between Owner and Architect. The College asks that the Architectural firms not include representatives from consultants as team members. Anticipated services required of the Architect may include: facility condition assessments; feasibility studies; preparing PHS applications; master planning; space programming; project scheduling; estimates of probable construction costs; LEED certification assistance; bidding and construction contract negotiations; and construction administration. Projects consist primarily of renovations to existing facilities and site improvements, but may include some new construction and additions. Most of the work will be provided for the Main Campus, however, the Architect should anticipate working at three (3) facilities owned by the College that are located elsewhere: the John A. Logan Annex, the Du Quoin Alongi Extension Center and a newly purchased Franklin County Extension Center. The John A. Logan Annex (formerly known as the Shawnee Library Building) is located at 607 South Greenbriar Street in Carterville, Illinois. The Du Quoin Alongi Extension Center is located at 72 Southtowne Shopping Center in Du Quoin, Illinois, and the Franklin County Extension Center is located at 19 West Frankfort Plaza in West Frankfort, Illinois. Surveying, geotechnical and environmental services will be provided by the architect through either in- house services or through the use of consultants or subcontracts for most projects. However, the College will reserve the right to enter into separate agreements for those professional services. Sustainability Sustainability is important to John A. Logan College. The College is a leading member of IGEN, Illinois Green Economy Network, which is a vibrant and growing collaboration between the state s 48 community colleges. As an initiative of the community college Presidents, this Network brings community colleges together to expand employment opportunities, improve human and environmental health, foster community engagement and accelerate market competitiveness to drive Illinois s emerging green economy. Campus Map John A. In addition, there are three (3) facilities located off the main campus as described earlier. Submit your qualification proposal to the Office of Vice President for Business Services and College Facilities located in Building A RFQ Submission Requirements Submittals shall be on 8.5 x 11 paper and not exceed a total of 35 pages, including cover letter and table of contents. Pages shall be single- sided using a minimum 10- point font. The Architect s Statement of Qualifications should include the following: 1. Company Overview Include number of years in business, type of organization or company structure, location of Illinois office, number of total company employees, percentage of firm s work in designing educational Request for Qualifications Page 2 of 5
facilities, and other relevant information. Submit proof the firm is prequalified with the Illinois Capital Development Board. 2. Project Team Provide resumes of your team s key project personnel. The Project Manager must be a current Capital Development Board Certified Project Manager. Resumes should highlight qualifications relevant to this project. Indicate the number of years each person has been employed by the firm. Eligible firms must have a minimum of one (1) team member with LEED certification. 3. Project Experience Provide descriptions of comparable projects within the last 5 years. Include the following information: owner s name; project location; photos; building type (i.e., academic building, office building, etc.); construction costs; project completion dates; and other relevant information. 4. References Provide three (3) Owner references (include name, title, organization, address, phone number, and email address). Submittal Instructions Proposals are due On or before Thursday, October 11, 2012 at 2:00 p.m. CST in Room A7, Administration Building, the Office of the Vice President of Business Services and College Facilities, John A. Submittals must be enclosed in a sealed envelope and clearly show the phrase Request for Qualifications Architect s Services and Respondent s name. Qualifications submitted electronically will not be accepted. Communications College personnel are extremely busy at this time. 3. The College reserves the right to enter into negotiations with the most qualified firm based on the information provided in the Statement of Qualifications. If the College and the top- ranked firm are unable to develop a mutually satisfactory agreement, the College will terminate discussions with the top- ranked firm, and will begin negotiations with the second- ranked firm. This process will continue until a mutually satisfactory agreement is developed for the scope of work. 4. The College s selection of the Architect and awarding of the professional services contract is subject to approval by the John A. Logan College Board of Trustees in accordance with Illinois law.
