Greetings Creative People of Estacada and Surrounding Areas, We are the Estacada Cohort Three from the Ford Family Foundation s Ford Institute Leadership Program. Our project is to design a mini float for the Rose Festival Grand Floral Parade. This parade gives Estacada an opportunity to share its beauty with hundreds of thousands of local, regional, and international viewers. We are asking local artists, artistic teams, and citizens if they would be interested in submitting a design. There is a $1,000 honorarium given to the selected design. This year s theme for the parade is Excessive Celebration. We hope to have Estacada s new branding logo infused into the design. The float will be constructed around a golf cart and decorated with natural materials, such as flowers, rice, beans, coconut, etc. There are standards the float will have to meet in order to be approved for the parade. We have some details and examples that are attached. Ultimately, we are excited to work with members of the community on this first-ever Estacada mini float. The cohort will provide materials and volunteers for the implementation of this float. We re seeking artisans that are passionate about Estacada and would enjoy working with our team, including advising during construction and decorating as details of the decor are sorted out. We are thrilled about this project and the positive benefits it will have for our community. We encourage creative Estacadans and local people that just love Estacada to share their depiction of what makes our little town shine! Interested parties please note we will need a preliminary rendering of the design and a design summary submitted by 5pm, January 30, 2016, in order to be considered. Ford Institute for Community Building Community Leadership Development Estacada Mini Float for Grand Floral Parade Project Description The Ford Family Foundation Leadership Program Cohort Three, in conjunction with the City of Estacada, will be presenting a mini float in the Portland Rose Festival Grand Floral Parade this June. GOALS 1. Promote a positive image of Estacada to the larger community 2. Showcase Estacada s artistic talent, outdoor recreational opportunities, and natural beauty 3. Encourage town pride and involvement Design Considerations 1. Parade Theme for 2016 is Excessive Celebration 2. Features of Estacada: outdoor recreation activities, Clackamas River, natural landscape, artistic talent, community 3. Visual impact from a distance 4. Unique, whimsical 5. The city name and logo should be featured on the float either as a separate sign or worked into to float design itself (not to exceed 20% of the design). SPECIFICATIONS The maximum size of the float is 12 high x 8 wide x 14 long. The float will be built upon and driven by a gas powered golf cart, gator or other small utility vehicle (still to be determined). Signage must not exceed 20% of the float decoration. The float driver must be dressed in themed costume or not visible. In addition to the driver there may be up to 3 riders and up to 6 people walking behind the float (also in costume). Special effects may be added to enhance the visual appeal of floats. Special effects such as animation, sound, lights can bring excitement, vitality and originality. All float entries must be 80% decorated with organic materials including flowers, seeds, grains, beans, corn husk, coffee, dried flowers and Spanish

moss. A list of specific acceptable decorative materials is attached (this list is not comprehensive). Additional design information will be provided to the selected artist. Deadlines Request for Preliminary Design/Qualifications Issued December 30, 2015 Design/Qualification Submissions January 30, 2016 Panel Review / Interviews February 6, 2016 Artist Notified February 8, 2016 Final Design Submission March 30, 2016 Construction April 1, 2016 Presentation June 6, 2016 Artist Eligibility This is open to Artists and Artist Teams who live or work within an approximate 50-mile radius of Estacada and are able to meet eligibility and selection criteria. Artists from all cultural, ethnic, and economic backgrounds are encouraged to apply. Interested Artists/Artist Teams must submit their preliminary design and a brief artist s statement describing their conceptual approach to the project. Please provide a brief statement of your qualifications and related work. Artists/Artist Teams must be available for an interview on or about February 6, 2016 and if selected must be available for project development, coordination and/or installation from March 1 through June 6, 2016 Project Budget/Compensation The selected artist/designer will receive $1000 for the final design and consultation services. Approximately $3000 has been budgeted for construction and decorative materials. All other labor will be from volunteers. Deliverables 1. Work in conjunction with the Design and Implementation Committee to develop the final design 2. Provide a list of suggested materials to be used in construction

3. Provide consultation and assistance with design execution (approx. 20-30 hours?) Selection Criteria 1. Creative and practical approach to design goals 2. Strong communication and organizational skills 3. Successful completion of other creative projects 4. Willingness to work with a team Selection Process All submitted entries will be reviewed and evaluated by the Float Design and Implementation Committee. The three most qualified submissions as determined by the committee will be presented to the entire cohort for discussion and voting on February 6, 2016. City officials will be invited to attend and give their feedback. Selected artists will also be invited to this meeting so that the group may meet them and get questions answered directly. The chosen artist/s will be notified by Feb 8, 2016. Application Guidelines Submission Deadline: 5pm on January 30, 2016 All applications must include the following to be considered. 1. Preliminary rendering of proposed design. 2. Design concept summary, not to exceed one page, addressing conceptual approach to the float design and how proposed design meets the project goals 3.
