Request for Qualifications (RFQ) for Architectural Services Glen Oaks Community College Project Location: Centreville, St. Joseph County, Michigan I. REQUEST FOR QUALIFICATIONS. Glen Oaks Community College (GOCC) is requesting qualification-based proposals from qualified firms to provide complete Architectural Services working with a Construction Manager to successfully execute renovations of various areas planned for work on the College Campus Instructional Facilities located at 62249 Shimmel Road, Centreville, MI. The project is being partially funded by the State of Michigan under the Capital Outlay process. Details of this process are available via the college website at: https://www.glenoaks.edu/about-us/capital-outlay/ CURRENT GOCC CAMPUS DETAILS: Property description and current conditions: The GOCC Campus is located on 330 acres of rolling, wooded, and farm-land in Sherman Township, St. Joseph County, MI. The original academics building was completed in Winter, 1969. There have been five additions to the 1969 facility including: a tech-wing (engineered steel) in 1972, a library addition in 1982, and an administrative wing/conference center is 1994, and the science wing in 2005. The total square foot is 121,300. In 2017, the college completed a 42,000 square foot student housing facility that is located to the north west of the main complex. In addition to the five additions to the 1969 building, there have been several minor and two major renovations. The first is 2005, to remodel the former science labs into nursing labs. The second total concourse renovation is currently under construction and is expected to be completed this Spring, 2019. The minor renovations include creating a wellness-lab in the south end of the concourse, library, several classrooms to computer labs, and many repurposing of spaces to new uses including offices, IT equipment rooms, etc. The result of these projects is a facility that in many ways has lost its plan. In addition to the opportunities for facility improvements, the greater campus is in need of upgrades. These include the parking lots and roads, lighting, landscaping, and signage. Finally, the current maintenance facility (small steel engineered) needs to be replaced. SCOPE of PROPOSED CAMPUS RENOVATIONS: There are several goals associated with these campus renovations including: Improve Campus Safety & Security Improve Energy Efficiency Improve ADA Accessibility & Compliance

Upgrade Technology Laboratories Upgrade Library Upgrade Theatre Upgrade Classrooms Improve Campus Infrastructure Construct a Maintenance Facility A comprehensive facility assessment was completed in late 2018, which provides details of the conditions of all campus facilities. The Architectural firm is expected to work collaboratively with the Construction Manager to deliver the campus renovations within the budget and schedule established for the Project. The State of Michigan requires all Capital Outlay funded projects to follow the Department of Technology Management & Budget Facilities and Business Services, Administrative Capital Outlay Design Manual for State Universities, Community Colleges, State Agencies and Professional Service Constructions. This manual may be found via the website at: https://www.glenoaks.edu/about-us/capital-outlay/ The architectural firm shall make themselves familiar with the DTMB Manual, AIA B133-2014, other information provided in this RFQ and respond accordingly.

Project Delivery Method The project will be delivered as Construction Manager as Constructor (CMc), the Owner anticipates executing AIA Document B133-2014 Standard form of Agreement Between Owner and Architect Construction Manager as Constructor Edition. The document will be used in conjunction with AIA A134-2009, Standard Form of Agreement between Owner and Contractor, Construction Manager as Constructor Edition where the basis of payment is the Cost of the Work Plus a Fee without a Guaranteed Maximum Price and A201-2007, General Conditions of the Contract for Construction. Plans and documents used in the bidding for construction of the project must adhere to the State Capital Outlay Design Manual which may be found via the website: https://www.glenoaks.edu/about-us/capital-outlay/ Assistance with selection and/or design of furniture, fixtures and equipment. Oversight and inspections during construction and approval of the completed project for acceptance. Participation in approval and permitting processes, as needed. Compliance with American with Disabilities Act requirements and similar requirements. Energy efficient and sustainability consultation and advice. Timeline. The tentative schedule for the project is as follows: January 16, 2019-RFP distributed to solicit bids from Construction Management firms. January 18, 2019-onsite property review at 10:00 a.m. and Q&A for qualified firms and individuals. January 31, 2019 Proposals due by 3:00 p.m. from Architectural firm. Week of February 4 th, 2019 interviews with finalists. February 14, 2019 recommendation for contract award to GOCC Board of Trustees. Preliminary design package to be submitted to State by May 1, 2019 Once State approves the preliminary design package (July 1, 2019) the total design will be created for bidding process. Construction period start 4 th quarter 2019, tentatively. Estimated Budget. The preliminary estimated budget for the renovation project is $6,950,000.

Property Inspection. There will be an open meeting and facility tour/inspection on Friday, January 18 th at 10:00 a.m. - all interested parties should contact the President s Office at (269) 294-4221 to inform planned attendance. II. PROPOSAL SUBMISSION. Two (2) paper copies of the proposal and a USB flash drive with a copy of the proposal shall be addressed and delivered in a sealed envelope to Glen Oaks Community College, 62249 Shimmel Road, Centreville, MI 49032, Attn: President s Office. Proposals will be received until 3:00 p.m. (Eastern Time) on January 31, 2019. Any bid received after that time and date will not be opened or considered, and will be returned to the bidder. Experience and Qualifications. Each Architect submitting a proposal should include, but not be limited to, the following information: The name of the firm and location of all its offices, specifically indicating the principal place of business. A brief history of the firm and the range of services offered. Especially experience in working with Community College, K-12, etc. A Management Plan that provides at least the following information: (The Management Plan should be concise yet contain sufficient information for evaluation.) a. The education, training, experience, licensing, and qualifications of members of the firm and key employees for these projects, including the individuals responsible for the performance of the work described herein. This should include the firm s experience with managing community relations and advancing innovative ideas. Include an organization chart if appropriate. b. How the firm intends to manage their responsibilities: cost control, risk identification, and risk mitigation. c. Proposed project production schedule showing critical dates and other information in sufficient detail for the selection committee to determine the feasibility of the time frames indicated; include information on the firm s technical capabilities and ability to timely perform the services as reflected by the firm s current and projected workload and having adequate personnel, equipment, and facilities. The plan should also clearly identify the Architect s methods for providing the following: a. Comprehensive architectural services for the project described herein. The project will not allow the use of Delegated Design written into individual trade

specifications. The Proposal should be complete and include any/all consultants necessary to complete the design documents for construction. b. Deliverables review and approval of GOCC various stages of project development. The names of at least three (3) clients who may be contacted for references. Indicate the present level of professional and general liability and other insurance coverage typically provided by the firm. List and describe any actions taken by any regulatory agency against the Architect/Architectural firm or its agents or employees with respect to any work performed. Provide any other pertinent information regarding qualifications and performance data requested by GOCC. To be considered responsive to the requirements of this RFP, the Architect shall provide verifiable evidence that the firm, personnel, and associated consultants are appropriately licensed in the State of Michigan and meet all the requirements and qualifications described herein. GOCC reserves the right to request additional information which, in its sole opinion, is necessary to assure that the Architect/Architectural firm competence, business organization, and financial resources are adequate to perform the work described herein. Provide a list of projects currently under contract. A range of fee s anticipated for the project should be included along with a list of reimbursable expenses that should be expected for a project of this magnitude should be included. Fee s alone will not be used when considering the response, those firms invited to interview will be expected to discuss their fee structure and reimbursable expenses during the interview process. Identification of Proposal. Proposals shall be submitted in a sealed envelope to the President s Office Glen Oaks Community College, 62249 Shimmel Road, Centreville, MI 49032. The lower left corner of the sealed envelope should read as follows: PROPOSAL FOR RENOVATION/CONSTRUCTION ARCHITECTURAL SERVICES. Waiver. By submitting a proposal, the Architect/architectural firm agrees to waive any claim it has, or may have, against GOCC and St. Joseph County and its agents or representatives, and their respective employees, arising out of, or in connection with, the administration, evaluation, or recommendation of any proposal; waiver of any requirements under the proposal documents or the contract documents; acceptance or rejection of any proposals; and award of the contract.

Withdrawal of Proposal. A request to withdraw a proposal must be made in writing and filed with GOCC prior to the interview phase of the RFP. Disqualification of Bidders. Architects may be disqualified and their proposals disregarded for reasons which include but are not limited to the following: GOCC has reason to believe that the Architect/Architectural firm have engaged in collusion. The Architect/Architectural firm being interested in any litigation against any party to the proposal. Other appropriate reason as determined by GOCC. Non-responsive proposals. An Architect/Architectural firm that fails to respond to any request for information may be deemed non-responsive and its proposal may not be considered for the award. Submission of a proposal in response to this RFP is certification that you, your company, and any subcontractor is not currently debarred, suspended, proposed for debarment, declared ineligible, or otherwise excluded from submitting proposals to any State or Federal department or agency or any political subdivision of the State of Michigan. Rejection of Proposals. GOCC reserves the right (a) to terminate the proposal process at any time; (b) to reject any or all proposals; (c) to change the schedule and dates for responses, interviews and other dates; and (c) to waive formalities and minor irregularities in the proposals received. GOCC further reserves the right to conduct a pre-award survey of any firm under consideration to confirm any of the information furnished by the firm or to require other evidence of managerial, financial, technical and other capabilities, the positive establishment of which is determined by GOCC to be necessary for the successful performance of the contract. GOCC further reserves the right to cancel or amend this RFP at any time and will attempt to notify recipients accordingly. Public Records. Architect acknowledges by submitting a proposal that any and all information may be subject to the Public Records law of Michigan. III. EVALUATION CRITERIA AND SELECTION. 1. GOCC will evaluate each RFP submitted based on responsiveness to the project s needs. GOCC will take into account the estimated value, the project scope and complexity, as well as the professional nature of the services to be rendered. If GOCC recommends the award of a contract, GOCC will recommend the award of contract to the firm who is responsive to all administrative and technical requirements of the RFP, who has demonstrated competence and qualifications of the type of services required, who receives the highest rating based upon the competence and

professional qualifications to perform the services required, and with whom they are able to negotiate a fee and reimbursable package acceptable to both parties after the initial interview. Evaluation criteria shall also include: Experience, qualifications, and ability related to Community Colleges, K-12, etc. design and design/construction services. 2. GOCC President/Dean of Finance and/or GOCC Board of Trustees (or designee) will negotiate the terms of a contract with any selected Architect. If an agreement is reached, the Architect will enter into a written contract and will perform all work pursuant to that contract. The Proposal does not constitute an agreement or contract with GOCC, St. Joseph County, Michigan, or any other entity, and they reserve the right to not enter into any agreement with any Architect.
