1. ABOUT THE PROGRAMME India Innovation Initiative - i3 is a Public-Private Partnership (PPP) initiative of Confederation of Indian Industry (CII), Department of Science & Technology (DST), Government of India & Agilent Technologies Ltd. For last 3 years, i3 has provided a unique platform to individual innovators by connecting them with organizations for incubation, funding, technology refinement and marketing support. In 2011, 2 innovators were successfully incubated by Indian Angel Network (IAN). In 2012, i3 broadened its scope for incubation and technology commercialization support by partnering with Technology Business Incubators (TBI s) of National Science & Technology Entrepreneurship Development Board (NSTEDB), Department of Science & Technology (DST) across the country. Young Indians (Yi) has been the partners in this initiative from the beginning and supported with cash awards and a wider outreach of this program. In 2012, around 600 innovations were received from across the country from students, industry professionals & grassroots innovators in various fields such as Life Sciences, Electronics & Communications, IT, Energy and Engineering Technologies. After the first level of screening by online jury, top 196 innovations were given opportunity to participate at 4 Regional Fairs (RFs) held across India. These RFs took place in Noida, Mumbai, Chennai and Bhubaneswar. Out of 4 RFs top 42 innovations were selected to participate at the i3 National Fair held in December 2012 at IIT Delhi. From these, a panel of high level National Jury selected top 5 innovators for i3 Awards and top 3 young innovators for Yi Awards based on the technical feasibility, market potential of the innovation and its impact on the Industry, society and environment. The top 5 innovations at i3 were awarded with a certificate & cash prizes of Rs 1lakh (1st prize), Rs 75000 (2nd prize), Rs 50000(3rd prize), Rs 25000 (both 4th & 5th winner). Yi awarded the winners with a certificate & cash prizes of Rs 25000, Rs 15000, & Rs 10000 to the 1st, 2nd & 3rd respectively. 2 finalists of i3 2012 are in the advanced stage of discussion for getting incubated by IAN and 4 innovators are in consultation with TIFAC, out of which 2 have submitted their proposals. 2. AREAS IN WHICH ENTRIES ARE INVITED This call is open to all innovations based on merit that includes demonstrable (i.e. with existing working model/prototype) innovative solutions which has the potential to be commercialized for the benefit of industry and society. WHO ARE ELIGIBLE TO APPLY Indian nationals of 18 years of age and above who have developed innovative product/processes individually or in a group and have already created a working model/prototype of the same innovation. Eligible Indian applicants include: Individuals from Indian MSMEs, Academic Institutions, Research Labs (Public/Private), Start-ups and Grassroots, who have the mindset of converting their innovations into business ventures. The innovator must fulfil the following criteria: Indian Nationals of 18 years of age and above Existing Prototype (Working model) of the Innovation Innovation(s) to address industrial or societal challenges 4. KEY CRITERIA FOR SELECTION a) Creativity and Originality of the innovation: The innovation must be novel and should not by any means include copied or stolen work. b) Application of Technology: The technology must address wider application areas and new opportunities, which are beneficial to the people. c) Potential for commercialization: The innovation should have a working model which can demonstrate its utility. Innovations with higher utility or problem solving capacity are more likely to be selected for commercialization. The innovator must be motivated to commercialize his/her innovation(s). d) Potential for addressing industrial and social concerns: The innovation should target to solve existing industrial and social challenges related to the focus areas identified in the program. 5. SUPPORT TO POTENTIAL APPLICANTS i3 Award 1. i3 will recognize top 5 innovators and confer them prize money and certificate. 2. Young Indians (Yi) to recognize top 3 young innovators and confer them prize money and certificate Incubation and Funding support 1. i3 partners to provide incubation support to select i3 participants (This is strictly subject to the selection of i3 innovators by the i3 partners at their individual capacity. i3 in any which way will not be responsible for any contract agreement signed between an innovator and ay i3 partner) 2. TIFAC to provide technology refinement and commercialization support to select i3 participants (This is subject to the selection of i3 innovators by TIFAC-TREMAP officials only) 3. Orientation program for technology commercialization and entrepreneurship at regional fairs 4. Apart from these existing supporting channels i3 is in constant touch with state governments and other potential incubators in the country to rope in their support and patronage for the program. 6. THE PROCESS 6.1. APPLICATIONS Step 1: Publishing call for entry An advertisement will be published in leading national and regional dailies announcing the call for entry. Simultaneously all i3 partners will disseminate the information through their respective PR channels. CII and Agilent to carry out press releases on i3 for wide outreach. Other mediums of dissemination like social sites and public forums will be used to spread the call for entry for i3. Step 2: Submission of Program Application Forms (PAFs) The prerequisite for posting an application is the registration of the innovator in the i3 site. Unless registered the applicant cannot post his/her application. Submission of i3 entries will be accepted online through registration of the applicant and subsequent filling up of specific i3 Program Application Forms (PAFs). Submission of a PAF is mandatory. Applicants interested in participating in the program must submit a PAF on or before 31st July 2013, to be eligible for participation in i3 2013. A PAF provides a summary of the proposed project with enough detail for the reviewers to make an initial assessment of the merits of the project. In case of any change in the submission end date the same will be published in the i3 site after due consultation with all i3 partners. In case of any issue, occurring due to non-functioning of the online form, the complete PAF (along with relevant attachments) must be sent in softcopy via email to i3 mail address. i3@cii.in There will also be provisions to send the hard copy of the application over mail to CII address. EVALUATION & SELECTION Evaluation and Selection of the i3 innovations for open innovation challenge have the following key objectives: 1. Innovation Competition: i3 competition would recognize and reward top 5 innovators coming from all across India. Yi will also be rewarding top 3 young innovators from i3. 2. Incubation & Commercialization: the i3 partner incubators will be evaluating innovators, by engaging with them from an early stage, in order to provide them an opportunity to successfully commercialize their innovation through incubation and other necessary support. Step 1: First Level of Selection of i3 Projects All application received will first be bucketed according to subject area and location. Application under each bucket will then be sent to the i3 partner incubators active in that area. The applications will be judged by the incubators based on key criteria for selection. The result of the initial screening will be published on the i3 site as per the schedule. The same will also be mailed to selected candidates informing their selection for the next level i.e. Regional Fairs. India Innovation Initiative i3 2013 Page 6
Step 2: Display and evaluation of innovations at the Regional Fairs (RF) Innovations selected for the Regional Fairs (To be conducted at 4 regions of India) will be given an opportunity to showcase their innovation at one of the Regional Fairs. The following steps will be followed 1. During the RFs a panel of jury will evaluate the innovations and select potential innovators for the next level. These selected innovations will be eligible to take part in the final evaluation process at the National Fair and will remain in the competition for the innovation award. 2. During the RFs, orientation sessions on incubation/entrepreneurship will be organized where i3 incubator partners will interact with innovators and guide them on the business potential of their innovation. The incubators may also shortlist potential innovations for incubation and funding support. 3. Brief of all the RF innovations will be published on the i3 site and incubators will be invited to select potential innovation. In case an incubator selects an innovation, CII would facilitate the incubator and the innovator by connecting the parties. Any contract between the incubator and i3 innovators will be done solely between the concerned parties and i3 will have no role to play in that. i3 will not be responsible in any way for the IPR component of the deal. Although i3 will be interested to know the success story and publish it with the consent from incubator and the innovator. Step 3: Final selection at National Fair 1. During the National Fair Top innovations will be selected to receive i3 and Yi awards by an eminent panel of Jury 2. Contract/Expression of Interest for incubation support (if any) will be signed between the incubator partners and innovators. 6.3. LOGISTICAL SUPPORT The innovators will be provided the following logistical support during Regional and National Fairs: 1. Regional Fair: Reimbursement of transportation cost upto Rs 3000/- (total) will be done against submission of original bill/ticket 2. National Fair: Reimbursement of transportation cost upto Rs 3000/- (total) against submission of original bill/ticket and accommodation (with food) upto 2 members from a team (pertaining to one innovation entry) will be provided. 7. TERMS & CONDITIONS 1. The participants should be of the age 18 or above 2. The participants should have a prototype of their innovation. 3. 4. The jury is constituted by all the partners of i3 and eminent people from Government, Industry and Academia 5. The assessment criteria for awardees and/or participating individuals/persons shall not be challengeable at any stage. 6. The decision of the i3 Jury at all levels (Online, Regional Fair, and National Fair) shall be final and binding. All participants have to abide by the decision of the jury. 7. No interim or later communication with regard to the decision or its veracity shall be entertained, and shall be viewed seriously. 8.
