REQUEST FOR PROPOSALS Civil Engineering Ogden City Community Development is seeking proposals from state licensed, skilled and qualified civil engineers interested and knowledgeable in providing civil engineering services necessary for the design, survey and consultation of an infill subdivision containing approximately 20 townhomes located in Ogden, UT. I. Project Scope The Community & Economic Development Department of Ogden City operates housing and neighborhood improvement initiatives designed to revitalize neighborhoods in need, encourage greater owner-occupancy and private investment, and provide housing opportunities for a variety of household types with varying incomes by improving existing homes and acquiring vacant land suitable for housing development. The purpose of this Request for Proposal ( RFP ) is to solicit proposals from experienced and established Civil Engineers interested in providing civil engineering services for a neighborhood development project located at 550 24 th Street also known as 550 24 th Street project (see exhibit A). Services will include the subdivision design, survey and civil engineering consultation necessary to develop a new infill subdivision in accordance with Ogden City development requirements. Only Responders with demonstrable knowledge and experience in urban infill, and U.S Department of Housing and Urban Development (HUD) policies, procedures, and programs need apply to this solicitation. This is a single-step selection process that will be conducted by Ogden City (the City ) as outlined by this RFP. After evaluation of responsive submittals, the City intends to make its final selection for contract award and execution. It is not the intention of the City to receive project-specific design or engineering recommendations in response to this RFP. Responders shall limit their submittals to the information required herein as well as other relative information regarding qualifications and experience. It is estimated that subdivision design will commence within thirty (30) days after the contract has been awarded. II. Overview Pursuant to the Ogden City Five Year Consolidated Plan (2016-2020), its subsequent Annual Action Plan (FY 2019), and in partnership with local stakeholders, the City desires to provide decent housing, improve living environments, and expand economic opportunities throughout our neighborhoods. Through our neighborhood revitalization planning efforts, we have identified the 550 24 th Street as a project that has the greatest potential impact to our overall goals stated above. The City has acquired and demolished the vacant office buildings to be replaced with a new subdivision. The City seeks to partner with a qualified Civil Engineering firm to assist with the required engineering, design and survey work of approximately Twenty, 3-Story Townhomes dwellings located within this project area (see exhibit B for the subdivision concept). Required services of the selected Responder shall include, but are not limited to: Page 2 of 10

o Design Engineering Design to include required Preliminary Plat, Final Plat, Construction Drawings. o Survey Work Site surveyed necessary to develop project. o Consultation Offer professional services necessary to address engineering issues related to the project. III. Scope of Work The scope of work for the selected Civil Engineer will include the following: A. Plat: The selected engineer will design and submit a plat which meets all requirements outlined in the attached Subdivision Application. The Engineer must revise plat to address any and all comments from the City after they have conducted their review of the plat. Revisions must be done in a timely manner. Engineer must be able to submit and receive approval from all necessary departments in order to obtain a final recorded plat for the subdivision (see exhibit C for requirements). B. Construction Drawings: Engineer to produce construction drawings that detail the following infrastructure: Sanitary Sewer, Storm Water System, Water Supply System, Street Improvements, Curb and Gutter, Sidewalk, Drive Approach, SWPP Plan, Grading Plan (Including site balance, specific lot grading and retaining design, building Envelope locations, finish floor elevations. Engineer must comply with Ogden City Engineering Standards and received final approval on all construction drawings. C. Survey: The engineer shall have the capability to accurately survey the entire site, identifying current property corners. In addition, engineer shall, in a timely manner, when requested to identify and stake street and Infrastructure locations, as well as lot corners once final plat is approved. D. Consultation: The engineer shall provide required expertise in the event that project related civil engineering challenges arise and professional advice and consultation is required. IV. Minimum Requirements A. A minimum of 10 years experience with engineering subdivisions (over 20 lots) survey work and consultation. B. Experience/Knowledge of U.S. Department of Housing and Urban Development (HUD) policies, procedures, and programs. C. Licensed Civil Engineer in the state of Utah and in good standing. D. Insurance with coverage as follows: Combined General Liability: $1,000,000 combined single limit per Page 3 of 10

occurrence and $2,000,000 general aggregate for bodily injury, personal injury and property damage. Business Automobile Liability: $1,000,000 combined single limit per accident for bodily injury and property damage. Workers Compensation and Employers Liability: Workers compensation limits as required by the labor code of the State of Utah and employer s liability with limits of $1,000,000 per accident. V. Procedures for Submission of Request for Proposals Responders shall submit three (3) copies of all documents required as a part of the RFP. Submissions lacking one or more of the requested documents may be deemed nonresponsive. It is the Responder s sole responsibility to read and interpret this RFP and the written instructions contained herein. Any questions or requests for additional information regarding this bid must be made in writing. All additional information requested must be emailed to jeremys@ogdencity.com. No inquiries will be accepted or addressed forty-eight (48) hours prior to bid closing. Any inquiries and responses will be sent to all bidding parties via email. Bidder must acknowledge all addendums on bid document. Ogden City reserves the right to accept or reject any Bid that best serves its convenience and/or is in the best interest of the City. Ogden City reserves the right to reject any irregular or non-responsive submission and reserves the right to waive any irregularity in submissions. Responses to the RFP that are not received in the Ogden City Purchasing Office prior to the time and date specified will be considered late. LATE RESPONSES WILL NOT BE CONSIDERED FOR AWARD. The City reserves the right to reject any and all responses. It is the Responder s responsibility to assure the delivery of its responses to Ogden City Purchasing Department prior to or at the designated date and time. VI. Submittal Format The bids submitted should include and will be evaluated, weighed, and selected based on the following criteria: A. Engineering Experience Provide a concise history of your company s experience with designing single family residential subdivisions. Please include, at a minimum, the following information for projects completed in the past five (5) years: o Project name, description and location o Number of lots in specific subdivisions o Beginning Plat Design Date Final Plat Record Date o Key individuals from firm involved in the project o Examples of subdivision constructed. o Project reference contact information (name, phone, email) o Familiarity with Ogden City s Engineering Design Standards. B. Organizational Chart Include an organizational chart of the proposed team for this project, including the names of specific team members and their assigned responsibilities. Please provide a small bio for key individuals including but not limited to: o Owner o Lead Project Manager o Lead Surveyor C. Project Schedule Responder to provide schedule indicating milestones of design. Specifically, days to reach 30% completion, Plat submittal, Final plat recordation, and Construction Drawing Completion. D. Cost Breakdown Complete Cost Breakdown with line items including: a. Design Fee b. Survey Work Fee c. Consultation Fee d. Change Order (Scope Increase) Fee E. Qualifications Evaluation The following criteria will be considered in determining the Responder s qualification score: o Experience of Personnel o Industry Experience with Similar Projects o Past Performance o Project Schedule o Cost Breakdown VIII. Selection Based upon the scoring of responsive submittals, the City intends to select one (1) final Responder for contract award and execution. VIII. Miscellaneous The City reserves the right to reject any irregular submission and reserves the right to waive any irregularity in submissions. Responses to the RFP that are not received in the Ogden City Purchasing Office after the time and date specified will be considered late. LATE RESPONSES WILL NOT BE CONSIDERED FOR AWARD. The City reserves the right to reject any and all responses. The City shall have the right to verify the accuracy of all information submitted and to make such investigation, as it deems necessary to determine the ability of a prospective Responder to perform the obligations outlined in the response. The City reserves the right to reject any response where the available evidence or information does not satisfy the requirements of this RFP or does not adequately demonstrate to the City that the prospective Responder is qualified to carry out properly the obligations of the response, is a person or firm of good reputation or character for strict, complete, and faithful performance of business obligations, or if the prospective Responder refuses to cooperate with and assist the City in the making of such investigation. Any additional information regarding qualifications and experience that the Responder wishes to submit may be attached to its response to the RFP in the form of appendices. Statements should be complete and as brief as possible. The Responder, by submitting a response to this RFP, waives all rights to protest or seek any legal remedies whatsoever regarding any aspect of the Request, the City s selection of a Responder with whom to enter into negotiations, or the City s rejection of any or all responses. The Project may be governed, in part or whole, by requirements and restrictions of the U.S Department of Housing and Urban Development. VIIII. Public Information Responders are hereby advised that the information provided as a part of all submissions shall become Ogden City property at the time of submission. Information contained in the submissions will be available to the public upon inquiry immediately following the execution of a written agreement with the selected Responder. X.
