SUMMARY General objectives To map the use of health impact assessment in Member States and accession countries - To map the use of other impact assessment methodologies that have taken up health - To develop a set of indicators to measure the implementation of HIA - To assess the factors that enable or hinder the implementation of HIA including the institutional, organisational and cultural contexts as well as the decision making process. - To disseminate the findings to improve the use of HIA in the decision making process in the Member States and accession countries. The overall aim of the project is to map the use of HIA, evaluate its effectiveness and the determinants of successful implementation. Strategic relevance and contribution to the public health programme Health information strand. Health Impact Assessment (HIA) is carried out at the national, regional or local level in various European countries (see: "Health Impact Assessment - generating a common understanding and developing its use across Europe" co-ordinated by the Wales government and the European Commission). Many countries in Europe also include health elements in other assessment methodologies e.g. Environmental Impact Assessment. However, some key questions remain unanswered. For instance, to what extent does HIA influence policy decision making? What are the factors that explain success (as well as failure) of the implementation of HIA? The overall aim of the project is to map the use of HIA, evaluate its effectiveness and the determinants of successful implementation. This aim relates to the overall programme objective to promote health and prevent disease by addressing health determinants across all policies and activities. Methods and means Carry out in depth literature reviews of published as well as grey literature in all participating countries. - Interviews with key informants both to validate the results of the literature review and to fill any information gaps - Collection and analysis of secondary data - Run expert panels - Develop and refine a package of indicators - Policy analysis to determine whether policy or politics enable or hinder the implementation of HIA - Organisational analysis to determine which organisational and managerial settings enable or hinder the implementation of (HIA) Page 3/11

Expected outcomes period Analysis: - A detailed map of HIA use in European countries - Evaluation of HIA implementation and its impact on health decision making - Assessment of determinants that enable and hinder implementation success. - The results of the analysis will form the basis for developing: - A package of indicators to evaluate implementation and impact of HIA - Guidelines and a check list for implementation Both the results of the analysis and the tools will be disseminated through the following mechanisms: - Publications including policy briefs for policy makers - A dedicated web-site (http://www.euro.who.int/observatory/studies/20040310_1) - Listserve - Use the ECHP and Observatory networks as well as partner networks - Presentations in conferences - Dedicated workshops Page 4/11
