PURPOSE This analysis examines the economic and fiscal impact of the Gwinnett Place area: Gwinnett County s premiere employment and activity center. This report examines the economic and fiscal impact of the Gwinnett Place Community Improvement District (GPCID) and its impact on the economies of Gwinnett County and the State of Georgia. The report considers both: Economic impact which measures economic activity, both direct and indirect. EXECUTIVE SUMMARY ECONOMIC OUTPUT The total economic output of businesses in the Gwinnett Place Area of Influence in 2017 is $9.5 billion. T he direct economic output of businesses in the Gwinnett Place Area of Influence (GPAOI) is $4.5 billion. T he indirect and induced effects resulting from the direct economic output is an additional $5.0 billion. In addition to the direct employment of 24,449 at Gwinnett Place, an additional 32,803 indirect and induced jobs are supported statewide, for a total employment impact of 57,302 jobs. ANNUAL NET FISCAL IMPACT OF GWINNETT PLACE The Gwinnett Place AOI generates $51.9 million in revenues to Gwinnett County and Gwinnett County Schools annually. $32.1 million to Gwinnett County $19.9 million to Gwinnett Schools Overall, Gwinnett Place generates a combined net fiscal surplus of $33.4 million to Gwinnett County and Gwinnett County Schools annually. GEOGRAPHY T his analysis focuses on the Economic and Fiscal Impacts of the Gwinnett Place Area, defined as the Gwinnett Place CID and adjacent parcels. T he GPCID boundary is tightly defined by who are members in the CID, however the economic district at Gwinnett Place includes other developments that function as part of the Area s economic system. For this reason we also look at the Gwinnett Place Area of Influence (AOI), which includes parcels within the CID boundary as well as parcels that are adjacent or proximate to the CID boundary that directly contribute to economic activity within the GPCID area. REAL ESTATE INVENTORY The Gwinnett Place Area of Influence is the home to a significant share of Gwinnett County s commercial real estate inventory and is the largest concentration of commercial space anywhere in the County. Gwinnett Place AOI Commercial Real Estate Inventory, 2017 The Gwinnett Place Area has over 13.3 million SF of commercial development in 399 parcels. There is 7.8 million SF of retail space; the largest concentration in the County equivalent to 14% of the County s retail space. 10% of the County s office space and 23% of the County s Class A office space is in the GPAOI. REAL ESTATE & TAX BASE Gwinnett Place Area Property Tax Digest The Gwinnett Place Area of Influence contains a significant concentration of real estate property values. The market value of real estate in the Gwinnett Place Area of Influence is $1.7 Billion, with a taxable value (40%) of $613 million. The market value of an average acre in Gwinnett Place is $728,000- twice the Gwinnett County Average of $314,581. The Gwinnett Place Area of Influence represents 5% of Gwinnett County s Commercial tax digest, on just 1.0% of the County s land. WORKERS: GWINNETT PLACE EMPLOYMENT The Gwinnett Place AOI is home to an estimated 24,499 jobs. T his employment base represents over 1,900 companies with a combined payroll of $1.3 billion, an average salary of $53,063, and combined annual sales of $4.5 billion. Employment in the area has been rising steadily since 2010, with approximately 5,000 jobs added in the GP AOI, since the end of the Great Recession in 2010. HOSPITALITY SPENDING AND REVENUES Gwinnett Place has 18 hotel properties with 2,120 rooms. These hotels generate an estimated 542,000 room -nights annually, which corresponds to total room sales of $59 million and additional retail sales of $2.9 million. RETAIL SPENDING AND REVENUES The Gwinnett Place Area is Gwinnett County s premiere shopping and dining district. 13% of the County s retail space is in the Gwinnett Place area. The area has 7.8 million SF of retail space. Over $1.1 billion in retail spending occurs here each year. RETAIL SPENDING IN GWINNETT PLACE AOI Source of Retail Spending in Gwinnett Place AOI Spending from Inside GPAOI Spending from Outside GPAOI 86% 14% Gwinnett Place AOI is expected to generate over $1.1 billion in total retail spending in 2017. 86% of all retail sales came from demand outside of the GP AOI. Only 14% of the retail sales in the Gwinnett Place AOI where generated internally from residents, employees and overnight visitors. The Gwinnett Place AOI serves as a major retail destination for a wide area drawing sales from throughout the County and likely surrounding areas. 19

AUTOMOTIVE SALES AND REVENUES In 2017, the auto dealers in the Gwinnett Place Area of Influence are expected to sell nearly $500 million worth of vehicles, representing 16% of Gwinnett County s total vehicle sales of $3.0 billion. In 2016, Gwinnett County Received $70.6 million from Title Ad Valorem Taxes (TAVT). Gwinnett Place -area auto dealers were responsible for auto sales generating an estimated $16.4 million of TAVT revenue to Gwinnett County and $18.6 million to the state of Georgia. T he local share TAVT is scheduled to increase until it reaches 72% in 2022. Meaning that Gwinnett s TAVT local revenue will potentially increase from $16 million to $30 million by 2022, making Gwinnett Place s Auto Dealerships an even more integral part of Gwinnett County s economy. 20

FISCAL IMPACT: DETERMINING COUNTY SERVICE COSTS Estimate of County Service Costs allocated to the Gwinnett Place Area of Influence Gwinnett County s 2016 Current Operating Expenditures was $499 million dollars Additional expenditure line items bring the Total Government Expenditures for 2016 to $722 million. Local revenues (Property taxes, sales taxes, Hotel Occupancy taxes, TAVT Taxes, Other Takes and Permits and Licenses) in 2016 totaled $625 million, covering 81.5% of the County s total 2016 Expenditures. Estimates of local service costs in Gwinnett County were allocated to commercial and residential uses by using the proportional valuation method for fiscal impact analysis which allocates local service cost between residential and commercial uses based on their proportion in the tax digest and then derives a per capita service cost per resident and per employee based on the population and total number of employees in Gwinnett County. Using this widely accepted fiscal impact methodology, the cost of providing county services in Gwinnett Place is estimated to be $12.4 million annually, or 2.5% of the county s Total Current Operating Budget. FISCAL IMPACT: ESTIMATING SCHOOL SERVICE COSTS Gwinnett Count y Schools 2016 total budget was $1.8 billion, of which $697 million (38%) was derived from local sources (property tax and ESPLOST). 2016 total enrollment was 176,048 students, meaning that the total schools cost per student was $10,382, of which $3,960 was derived from local property and sales taxes. T he Gwinnett Place Area of Influence has an estimated 3,004 households, with an estimated 0.58 school-aged students per household. In Gwinnett County 87% of local students attend public schools, this means that in the Gwinnet Place Area of Influence there are an estimated 1,542 students attending Gwinnett County Schools- less than 1% of total enrollment. By applying the $3,960 per student school cost from local sources to the enrollment results in an estimated annual school cost of $6.1 million for students from Gwinnett Place AOI. The local revenues generated by the Gwinnett Place Area Influence for Gwinnett County Schools is $19.9 million annually resulting in a net fiscal surplus to Gwinnett County Schools of $13.8 million annually. NET FISCAL IMPACT OF GWINNETT PLACE Gwinnett Place generates substantially more revenue for the County and Schools than it consumes in ser vices. Overall, Gwinnett Place generates a net fiscal surplus of $33.4 million to Gwinnett County and Gwinnett County Schools annually. Gwinnett County received $32.1 million in public revenues* in 2016 from the Gwinnett Place Area of Influence, while local service costs attributable to local tax revenues were estimated at $12.5 million, resulting in a surplus of $19.6 million to the County. Gwinnett Place s total revenue to the County represents the equivalent of 12% of the County s General fund. GWINNETT PLACE CID IMPACTS The Gwinnett Place Community Improvement District is a self-taxing district organized in March 2005 and comprising 245 commercial properties. The CID is dedicated to enhancing the economic vitality of Gwinnett's central business district by strengthening the area's role as the center of commercial activity. The GPCID collected $1.25 million in revenue from participating members in 2016. This funding went towards a variety of initiatives, studies and capital projects within the district. 28
