PRESENTATON( S): BUREAU OF AND MANAGEMENT( BM) ROADS UPDATE Aen Boschweier, Grants Pass Resource Area Fied Manager, said he was peased to be there to give an update on road and gate status and referred to Exhibit A BM ROADS AND PUBC USE N JOSEPHNE COUNTY. Commissioner Hare thanked Mr. Boschweier for coming today and asked him to stay unti after pubic comment to respond to their questions. 2. RECOGNTON OF EMPOYEES: The Board recognized the foow empoyees for the years of service: Angie Cook 20 Years District Attorney' s Office Matthew Corey 5 Years District Attorney' s Office Anne Marie Turner 5 Years District Attorney' s Office 3. PROCAMATON: n the Matter of Opposition to Certain Described Provisions of the Nationa Defense Authorization Act of 202 Commissioner Heck read the procamation and presented it to Joseph Rice, Oath Keepers. Mr. Rice thanked the Board for the Procamation.. ADMNSTRATVE ACTONS N CONSDERATON OF: BOARD DECSONS UNDER ADMNSTRATVE ACTONS WERE MADE AFTER PUBC COMMENT WAS RECEVED a. Approva of Order No. 20-025; n the Matter of Authorization of the Sae of County and ocated in North Vaey ndustria Park; and Quitcaim Deed; and Reated Saes Documents ( One origina of each document fied with the County Cerk) Commissioner Hare expained this was a piece property Josephine County was seing to Dutch Bros. in the North Vaey ndustria Park to provide them with additiona space for a new roasting faciity. b. Approva of Order No. 20-027; n the Matter of Authorization of Execution of ease Agreement with Heath Care Coaition of Southern Oregon ( HCCSO) for ease of County Property; and ease Agreement ( One origina Order and easefied with the County Cerk and one origina ease returned to Pubic Heath) Commissioner Waker expained the ease was for office space in the Pubic Heath Department for $ 300 per month through Apri 205. c. Software Service Agreement with the Echo Group ( Cost to approx. County $50, 000 thru 6/30/ 8) ( One origina Agreement fied with the County Cerk, one origina Agreement returned to ega Counse, and one origina Agreement returned to Community Corrections) Abe Huntey, Community Corrections Director, expained the Agreement was to provide an eectronic data base for the Drug and Acoho Treatment Program and was being paid for with state funds. 5. REQUESTS/ COMMENTS FROM CTZENS: ( Each person wi be given three( 3) minutes to speak) Ron Smith, Grant Pass, asked why BM didn' t mention ORS 277. David McAister, Grants Pass, asked why BM wasn' t taking about pubic domain and. Jack Swift, Josephine County, asked what BM' s definition for roads was. Jim Frick, Grants Pass, asked how BM was managing their endangered species. Jonathan esh, Grants Pass, asked BM if they aowed pubic input on road cosures. Aen Boschweier expained the NEPA which often incudes three pubic hearings for citizen comments.

N Weeky Business Session August 6, 20 Page 2 Joseph Rice, Grants Pass, asked BM for carification of cassification on right-of-ways, was there specific anguage with private and owners, what criteria was used to estabish road cosures, and when abeing gates are they going to incude contact information. Commissioner Waker advised the Board woud provide Mr. Boschweier a ist of citizen' s concerns for his review and response. Nick Dordan, Grants Pass, discussed BM cosing gates and creating great farm and for marijuana growers. Judy Ahrens, Grants Pass, discussed her dissatisfaction with the Board' s poitica disagreements during meetings. Dae Matthews, Grants Pass, discussed an issue with an airport ease. Joseph Rice, Grants Pass, invited citizens to vounteer to hep buid a payground. arry Ford, Grants Pass, fet Economic Deveopment was critica for Josephine County and suggested the City of Grants Pass, Josephine County and the City of Cave Junction work together on a pan. Vivian Kirkpatrick- Piger, discussed a prior WBS meeting regarding Economic Deveopment and invited everyone to attend the Josephine County Fair. Ed Bowers, Grants Pass, said the BM presentation was very informative and fet it was odd that individuas demand tota freedom of roads and tota privacy of their own ands. Mark Gatin, Grants Pass, spoke of a recent drowning in the Rogue River and asked the Board to pace warning signs at a river access and discussed a ife vest oan program he was invoved with. MATTERS FROM COMMSSONERS: Commissioner Hare announced he had been appointed to the Executive Board of O& C Counties and mentioned the meetings he attends with Aen Boschweier and Dayne Barron from BM and the Forest Service. He advised he woud be meeting with Congressman Waden regarding ongoing eements of the fires in southern Oregon, encouraged peope to go to the Fair and be safe when staying in the parks. Commissioner Heck announced the 00th anniversary of the Josephine County Fair starts on August 3 and read a statement regarding two deaths that occurred in Cave Junction nine months ago and asked anyone with information to contact the Oregon State Poice. Commissioner Waker advised the County woud have a booth at the Fair manned by County empoyees and announced the Experimenta Aircraft Association Pancake Breakfast on August 9, 20. BM' s muti- use mandate encompasses such activities as timber production, minera extraction, and recreation opportunities. n Josephine County this mandate occasionay causes understandabe concern: Why does the pubic have the right to use some roads and not others on BM managed and? Nationay, BM roads are open to pubic access. The majority of BM ands in states ike Nevada and Wyoming are generay managed in accordance with the Federa and Poicy and Management Act. n Josephine County, BM ands are primariy subject to the O& C Act, which fas under a different management regime. O& C ands are managed for: sustained yied for the purpose of providing a permanent source of timber suppy, protecting watersheds, reguating stream fow, and contributing to the economic stabiity of oca communities and industries, and providing recreationa faciities." BM ands in Josephine County are interminged with private ands in a checkerboard ownership pattern.
