Letter of Invitation Requesting Qualifications Kathmandu, Nepal 06 December 2018 Re: Environment and Social Performance (ESP) On-Site Liaison OMCN Procurement Ref: OMCN/PM/ICS/026 1. The Millennium Challenge Corporation ( MCC ) and the Government of Nepal ( Government or GoN ) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Nepal on 14 September 2017 ( The Compact ) in the amount of approximately USD 500 million ( MCC Funding ). The Government intends to apply parts of the proceeds of the funds to payments for contracts for goods, works and services. MCC is a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investments in people. 2. The Compact includes additional investment from the Government of approximately US$130 million for a total of approximately US$630 million. It includes two projects: (i) construction of about 300 kilometers of 400kV electricity transmission lines, three substations, and technical assistance for the power sector; and (ii) technical assistance to improve the road maintenance regime and road maintenance works on about 300 kilometers of the strategic road network. The program would include the procurement of contractors and consultants for design, construction and supervision of electricity lines and substations, road maintenance works, including a variety of technical services, equipment and construction works in different geographic locations within Nepal. These contracts will be competed through open international procurement procedures. 3. This Request for Consultants Qualifications, the RFQ, follows the General Procurement Notice that appeared in dgmarket on 20 August 2018, UNDB Online on 20 August 2018, and on the Himalayan Times newspaper on 22 August 2018. 4. In issuing this RFQ, the GoN is represented by the Office of the Millennium Challenge Nepal ( OMCN ). 5. OMCN now invites qualified and experienced consultants for the Individual Consultant to provide Environment and Social Performance (ESP) On-site Liaisons service for Dhading district. More details on these consultant services are provided in Annex 1 (Terms of Reference). 6. Contract Start and Duration: The contract is expected to start on January 2019 and shall have a duration up to 30 September 2019. 7. An Environment and Social Performance (ESP) On-Site Liaison Consultant ( The 2
Consultant ) will be selected under the Individual Consultant Selection (ICS) method in accordance with the procedures set out in the MCC Program Procurement Guidelines which are provided on the MCC website (https://www.mcc.gov/resources/doc/program-procurement-guidelines). 8. Submission Procedure: Form QUAL-1 must be submitted signed with your updated Curriculum Vitae attached. If submitting the proposal electronically, please submit QUAL 1 and Curriculum Vitae by email below. 9. The estimated budget for this assignment is NPR 65,000 /month (Sixty-Five Thousand Nepalese Rupees per month). 10. Selection Procedure: The selection comprises the following stages; first, OMCN will select the consultant with the most appropriate qualifications and experience using the criteria provided in the TOR. The best qualified consultant may be invited/contacted to negotiate the contract. If contract negotiation will take place, the contract award is subject to successful contract negotiations. 11. Bidders may challenge the results of a procurement only according to the rules established in the Interim Bid Challenge System developed by the OMCN and approved by MCC. The rules and provisions of the Interim Bid Challenge System are as published on the OMCN s website at https://mcanp.org/procurement. 12. ANNEX 1 TERMS OF REFERENCE Environment and Social Performance (ESP) On-Site Liaison 5
Terms of Reference Environment and Social Performance (ESP) On-Site Liaison Objective: The Office of the Millennium Challenge Nepal (OMCN) is an entity created through a joint initiative between the Government of Nepal and Millennium Challenge Corporation (MCC), a U.S. Government agency. MCC s mission is to reduce poverty through economic growth. OMCN is currently working on projects to address the main constraints to Nepal s economic growth high cost of transport and inadequate supply of electricity. The Electricity Transmission Project (ETP) is being implemented in 8 major districts in Nepal for transmission line work- Dhading, Tanahu, Nuwakot, Sindhupalchowk, Nawalparasi, Makwanpur, Palpa and Chitwan. The Program is seeking professional and competent candidates to fill the available position in Dhading District. Specific Responsibilities The ESP On-Site Liaisons, under the supervision of the ESP Specialist (Environmental Coordinator), are responsible for the execution of project support activities, organizing logistical and administrative support for project activities, gathering and inputting information, and monitoring and reporting on project activities. The ESP On-Site Liaisons will be based in remote locations in project affected Districts, as identified in the duty stations above. 1. Represent OMCN at the local level, attending meetings and monitoring ESP consultants and contractor activities; 2. Coordinate ESP activities at the local level as defined by project plans ensuring that these are delivered in a timely basis to support broader project initiatives and objectives; 3. Organize logistics and administrative requirements for local ESP activities (e.g. travel, venue management, etc.) and ensure that these are delivered and that costs are controlled in line with established budgets; 4. Collect and input information for use in ESP monitoring, evaluation, and reporting activities, ensuring the accuracy of data and adherence to established formats for reporting; 5. Address queries from staff and external stakeholders (e.g. partner organizations, government offices) related to the implementation of ESP activities to build an informed basis for interaction and increased efficiency in the execution of activities; 6. Maintain a calendar of ESP activities and ensure that staff and project stakeholders are informed of upcoming deadlines and project progress against milestones to support overall project management. Qualifications The Consultant shall have the following minimal qualifications and skills: EDUCATION: Intermediate certificate completion (+2) is required. Applicants with a University degree will be more highly rated. 6
Deliverables: EXPERIENCE: At least 2years of experience in community liaison activity and/or environmental, social, resettlement, health and safety performance according to international good practice standards. LANGUAGE SKILL: Fluent in spoken and written Nepali; Speaking/Reading/Writing English is required. Knowledge of local language at districts will be an asset. KNOWLEDGE: Good knowledge of the local area/people in the districts applied will be an advantage. SKILLS AND ABILITES: Good Interpersonal and communication skills will be an asset. The ability to use windows- based computer applications will be required. Monthly Report with description of work undertaken in previous month including work products produced, meetings held, and project risks perceived, and any other assignments instructed by the Project Manager. 7
