The fund meant for the Pradhan will be credited to their respective NREGS Bank Accounts after debiting the total amount from the allotment vide Memo No. 8526 - RD/(NREGA)/18F-04/09, Dated 29 th December, 2009 of The Financial Controller,WBSRDA, P&RD Department, Govt. of West Bengal l63, N.S.Road, Kol-700001 The Pradhans of the Gram Panchayat will utilise the fund immediately following the provisions of NREGA-2005, WBREGS-2006, WBREGS-2006-Byabaharik Ruprekha issued by P & RD Department and relevant orders issued for this purpose from time to time. The Pradhans shall obtain sanction of specific schemes for implementation from the respective Programme Officers before starting any work. The Executive Officers will utilize fund only on the basis of sanction given by the District Magistrate & District Programme Co-ordinator,. No deviation from the above provisions will be allowed. The important terms and conditions are enclosed. No schematic contingencies to be shown in the Project estimates. This fund does not contain any allotment for administrative expenditure. The District Nodal Officer, NREGA/WBREGS Cell, will arrange to transfer fund to the Pradhans of the following Gram Panchayats by issuing advice to the State Bank of India, Midnapore Branch, United Bank of India, Sepoy Bazar Branch & Punjab National Bank, Midnapore Branch as per following table. The fund of the Panchayat Samiti will go to the account of the respective Programme Officers : Terms and conditions: a) Specific Sanction of scheme to be implemented by Pradhans shall be issued by the respective Programme Officer b) Fund has to be kept at the separate bank account meant for NREGA. c) Project has to be incorporated in the Annual Plan. Engagements of contractor or labour-displacing machines are totally banned under the programme. Local labour has to be engaged against job card. d) Progress of the work should be informed time to time to the District Magistrate & District Programme Coordinator. e) Location of site i.e. Plot number is required to be submitted before execution of the scheme. f) Daily attendance to be maintained in the New Muster Roll only. g) Work site facilities in the form of shade, drinking water, managing babies of female labourers etc. are to be arranged positively. One old & infirm or handicapped person may be engaged for the purposes vide No. 4446/RD/NREGA dt. 2.8.06 of P & RD Department. h) Muster Roll to be issued by Programme Officer and shall be maintained work wise separately and details of wages/ paid / SC / ST / women etc are to be shown clearly. The muster roll shall be in stitched form and pages numbered. Muster Rolls to be authenticated by seal and signature of Programme Officer / Joint Programme Officer / specified Asstt. Programme Officer at the time of issue from P.O. s office. i) Duly numbered Measurement Book / Measurement sheet to be issued by Programme Officer. j) All payment should be made through Accounts. k) Asset Register is to be maintained as per described format. l) Photographs of the pre-execution/on-going/post-execution stages of the schemes are to be taken and kept for record.
