REQUEST FOR QUALIFICATIONS Project Name: AIRPORT ENGINEERING SERVICES PROJECT DESCRIPTION & REQUIREMENTS SCOPE OF WORK The Town of Wickenburg is requesting Statements of Qualifications from licensed, registered, and qualified firms/teams to provide Airport Engineering Services for the Wickenburg Municipal Airport (E25). FUNDING All projects are anticipated to be funded by Federal Aviation Administration and State of Arizona grants as well as the Town of Wickenburg. The Town anticipates entering into a one (1) year contract with four (4) one (1) year options to extend the contract upon the mutual agreement of the Town and the selected consulting firm. The services to be provided may include, but are not limited to, Airport Planning Services, for Airport Development Projects, Environmental Documentation for Airport Development Projects, Financial and Benefit/Cost Analysis, Project Administration, Grant Administration, Onsite Construction Inspection and/or Management and Special Services. ADDITIONAL SERVICES AND REGULATIONS The anticipated services are more specifically defined in Federal Aviation Administration (FAA) Advisory Circular 150/5100-14D, Chapter 1, Section 1-4 (a) and (b), and Section 1-5. Some of the services, however, may not be required. The services will be limited to those projects reasonably expected to be performed for the Airport which are outlined in the current Airport Master Plan/Airport Layout Plan and the FY 2018 FY 2022 Airport Capital Improvement Program (ACIP), which is attached hereto as Exhibit A. The Master Plan can be viewed on the Town s Website http://www.wickenburgaz.org/documentcenter/home/view/490 The Town reserves the right to initiate additional procurement action for any of the services included in this procurement. With State of Arizona grant funding, the State Travel Policy shall be followed. The policy can be found at: http://www.gao.state.az.us/travel. EXPERIENCE AND SUBMITTALS The firm/team should have demonstrated experience in working with general aviation airports as well as a thorough understanding of the FAA s Airport Improvement Program (AIP). Certified Disadvantaged Business Enterprise (DBE) firms who are qualified are encouraged to respond to the RFQ. Should you be interested in responding to this request please provide the Town with five (5) copies of your firm s Statement of Qualifications. Submittals shall be brief and concise, containing no more than 50 pages of material (exclusive of front and back cover, dividers, and transmittal letter). Submittals in excess of 50 pages shall be considered non-responsive. The Town of Wickenburg assumes no obligation in the solicitation of this Statement of Qualifications and all costs of responding to this solicitation shall be borne by the interested consultants. SELECTION PROCESS AND EVALUATION CRITERIA The selection process will conform to the guidelines set forth in FAA Advisory Circular 150/5100-14D and A.R.S. 34-603. Evaluation and selection of the consultant will be based on: 1. Experience and qualifications of your firm in providing airport engineering consulting services. List airport projects completed in the last five (5) years only that were under contract to your firm. The project list should include the size, dates of the project, the owner, and a description of the project. 2. Professional qualifications and experience of principles and key personnel who will perform the services during this procurement period. 3. The name, address and telephone number of at least three (3) airport sponsors that can be used for reference on recently completed airport projects of comparable or similar size.
4. Experience and qualifications of your firm with projects utilizing in managing and administering FAA Airport Improvement Program (AIP) grants as well as Arizona Department of Transportation (ADOT) Multimodal Planning Division, Aeronautics Group grants if applicable. Familiarity with FAA Advisory Circulars and FAA/State project checklists. 5. Affirmative Action Plan/Program 6. Qualifications and experience of outside consultants regularly engaged by your firm. 7. Ability to provide qualified inspectors for construction inspection. 8. Degree of interest shown in undertaking the project and familiarity with the airport/geographic location. 9. Evidence of good faith efforts in meeting Disadvantage Business Enterprise goals. 10. Knowledge and experience preparing and administering ALP requirements. SELECTION Selection of a firm/team may be based solely on the Statement of Qualifications. The Town, however, reserves the right to conduct interviews if necessary. The firm/team considered by the Town to be the most qualified will be selected for the procurement period, subject to approval by the Town Council and successful contract negotiation. Negotiation of a fee is limited to the services expected to be performed under the initial project. The fees for subsequent services will be negotiated at the time those services are needed.
