New Wave OFFICIAL RULES Each Short Video and Multimedia Presentation ( Entry ) must comply with the Official Rules of the Contest: 1. ORGANIZERS 1.1 Sponsor: Sponsor of the New Wave: University Student Short Video/Multimedia Presentation Contest ( Contest ) is ( TCS ), an international organization established by three governments among the People s Republic of China, Japan and the Republic of Korea. 1.2 Supporters: The Contest in China Section (Beijing and Shanghai) is supported by All-China Youth Federation. The Contest in Japan Section is supported by Ministry of Foreign Affairs of Japan and Japan Foundation. 1.3 Co-Organizers: The Contest in China Section (Beijing and Shanghai) is organized by China Youth Daily, China University Media Union, China Alliance of Campus International Societies. 1.4 Co-Sponsor: Co-Sponsor of the final round of the Contest is Kumho Asiana Group/Korea-China Friendship Association. 2. WHO MAY ENTER 2.1 Entrants: The Contest is open to residents of the People s Republic of China, Japan and the Republic of Korea aged EIGHTEEN (18) and over, who are at the time of entry enrolled as full time students of Chinese (Beijing and Shanghai)/Japanese/Korean registered universities on fee-paying courses of more than SIX (6) months, subject to the entrants continuing to be so enrolled as at March 1, 2013 (at April 1 2013 in Japan). TCS will determine Entrants and Winners eligibility. 2.2 Entrant Teams: For producing the short video/multimedia presentation, the entrant shall form a production team (the Entrant Team ) consists of THREE (3) to FIVE (5) member students respectively from the three nationals of the Peoples Republic of China, Japan and the Republic of Korea. 3. WHAT TO ENTER 3.1 The Entrant Team represents, acknowledges, and warrants that the submitted short video/multimedia presentation, in its entirety must be an original work created solely by the Entrant Team since March 1, 1
New Wave 2013. The Entry that has won any other contests or has been published elsewhere previously is NOT eligible. 3.2 Only ONE entry is permitted per Entrant Team. Any subsequent entry if so received or prizes if so announced shall be null and void. 3.3 Short Video: The video should be from THREE to FIVE Minutes (3-5 minutes) in length. The video must be either playable with Windows Media Player, Real Player and Quick Time, or can be supplied in the following file formats: avi, mov, wmv, mp4, mpeg, mpg, flv, 3gp, m4v, wm, rmvb. 3.4 Multimedia Presentation: The whole presenting session should be less than EIGHT Minutes ( 8 minutes); The presentation must be made with playable software supporting Microsoft Windows or Mac; Creative and lively multimedia elements (e.g. videos, animations, moving pictures, background music, etc.) are highly recommended; 3.5 The Entry should be closely related to the main theme and must not in the sole and unfettered discretion of TCS, without any obscene, provocative, defamatory, sexually explicit, or otherwise objectionable or inappropriate content. The Entry cannot be dangerous or unsafe to make or produce, or include activities that are dangerous, unsafe, or present unreasonable risk of harm to person or property, or suggest or imply to any person to undertake any dangerous, unsafe or unduly risky activity as deemed solely by TCS. The Entry may not in any other way violate applicable laws and regulations among the three countries. Any entry in violation of any of the above requirements and restrictions will be deemed void. 3.6 The Entry does not infringe upon the copyrights, trademarks, moral rights, rights of privacy/publicity or intellectual property rights of any person, entity and third-party, and that no other party has any right, title, claim, or interest in the short video/multimedia presentation. The Entry may not copy, incorporate, or include music or video unless the Entrants are the lawful copyright owner thereof. The Entrant Team owns and will continue to own the copyright to the Entry as its author. 4. HOW TO ENTER 4.1 To enter the Contest, the Entrant Team MUST complete in full the Entry Form (available for download at www.tcs-asia.org). 4.1.1 Entrant Team in China Section (Beijing and Shanghai) shall submit the complete Entry Form through email to China Youth Daily at world@xiaomei.cc before Tuesday, April 30, 2013, 08:00 a.m. (CST, UTC+8). 2
New Wave 4.1.2 Entrant Team in Japan Section shall submit the complete Entry Form through email to TCS at sociocultural@tcs-asia.org before Monday, May 13, 2013, 09:00 a.m. (KST, UTC+9). 4.1.3 Failure to submit full entry information will result in disqualification from the Contest. TCS and its co-organizers shall be entitled to request to sight the original Identity Card or the originals of other supporting documents/materials for verification and validation purposes. 4.2 In submitting the Entry, the Entrant Team must follow the instructions of TCS and its co-organizers. The Entrant Team shall submit the entry with a short description of it. The subject of the Entry shall be closely related to the theme of the Contest as among the People s Republic of China, Japan and Republic of Korea. For any questions about how to enter or in connection with the Contest, please send e-mail to world@xiaomei.cc (China Section only) and sociocultural@tcs-asia.org (the Contest) with "University Video Presentation Contest" in the subject line. 4.2.1 Entry of Multimedia Presentation must be submitted through e-mail to world@xiaomei.cc (China Section only) by Monday, May 27, 2013, 08:00 a.m. (CST, UTC+8); and sociocultural@tcsasia.org (Japan Section only) by Monday, May 27, 2013, 09:00 a.m. (KST, UTC+9). 4.2.2 Entry of Short Video shall be uploaded through video sharing websites (e.g. youku/tudou/youtube) with password access and encryption, and submit a description of no more than 100 words along with the link of the video by e-mail to world@xiaomei.cc (China Section only) by Monday, May 27, 2013, 08:00 a.m. (CST, UTC+8); and sociocultural@tcs-asia.org (Japan Section only) by Monday, May 27, 2013, 09:00 a.m. (KST, UTC+9). 4.3 Submission of Entries can NOT be made via post to TCS and its co-organizer. 4.4 The Content Language of the Entry applied in China Section (Beijing and Shanghai) shall be in Chinese (favorable with English or Chinese/English Subtitle). The Content Language of Japan Section shall be in Japanese (favorable with English or Japanese/English Subtitle). 4.5 The Presenting Language of Beijing Contest of China Section shall be in Chinese AND English. The Presenting Language of Tokyo Contest of Japan Section shall be in Japanese AND English. 4.6 Entries received before the commencement of the Contest Period and after the stipulated Entry Deadline will be disqualified and ineligible for consideration for prizes. TCS and its co-organizers reserve the right to disqualify Entrants (Entrant Teams) who (which) are unable to register and submit Entries upon request before the closing deadline set above. TCS and its co-organizers reserve the right in absolute discretion to extend the closing date for a reasonable period of time where an insufficient number of the entries received have satisfied the Entry and judging criteria. 3

PRIZES 5.1 Prizes for Beijing Contest of China Section (Beijing and Shanghai) AND Tokyo Contest of Japan Section: The First Place Entrant Team(s) will receive an admission to the final round (including accommodation and transportation in Seoul, ROK). The traveling period for Winner Team to Seoul, ROK will be decided by TCS and Korea-China Friendship Association with NO option of change of date(s). The Prize includes: A Return Economy Flight Tickets (BJS/SHA--SEL--BJS/SHA)/ (JPN-- SEL--JPN) inclusive of Airport; Tax and Fuel Surcharge; Twin-sharing room accommodation in Seoul in a hotel to be selected by TCS and Korea-China Friendship Association at its sole discretion; Seoul in-town transportation are provided for only 2 days as per travel itinerary. The Second Place Entrant Team(s) will receive digital camera worth US$300 for each team member. The Third Place Entrant Team(s) will receive book token worth US$100 for each team member. Each Registered Entrant Team member participating in Beijing Contest and Tokyo Contest will receive Contest Participation Certificate, USB disk and Mug. 5.2 Prizes for Final Round in Seoul: The First Place Entrant Team will receive US$3,000. The Second Place Entrant Team(s) will receive ipad mini worth US$400 for each team member. The Third Place Entrant Team(s) will receive digital camera worth US$300 for each team member. 5.3 The Travel Prize awarded for the First Place Winner Entrant Team(s) of China Section (Beijing and Shanghai) and Japan Section will take place in July 2013. All components of the Prize must be taken together. If the Entrant(s) of the Winner Entrant Team(s) is unable to travel to Seoul for any reason whatsoever, TCS and its co-organizers shall be entitled to forfeit the Prize at TCS and its coorganizers absolute discretion and TCS, its agents, partners, sponsors, co-organizers and representatives shall have no liability to the Winner Entrant Team(s) in any respect whatsoever thereafter. 5.4 No substitution or transfer of Prizes except at the sole discretion of TCS and its co-organizers. All restrictions apply. No prize transfer, assignment, or substitution by Winner Entrant Team(s) permitted. If a prize (or part of a prize) is unavailable, TCS and its co-organizers, in their discretions, reserve the right to substitute the original prize (or that part of the prize) with an alternative prize to the equal monetary value and/or specification, unless to do so would be prohibited by law. 4

COSTS 6.1 The Entrant Team(s) is responsible for the cost (if any) of creating Contest Entry and sending it to TCS and its co-organizers, as well as all other costs associated with participation in the Contest. All costs arising out of or as a result of copyright claims by third parties are for the maker. 6.2 Entrant Teams participate in Beijing Contest of China Section (Beijing and Shanghai) and Tokyo Contest of Japan Section are responsible for arranging travelling issues for themselves. 6.2.1 Regarding to Beijing Contest, China Youth Daily as co-organizer of the Contest in China Section (Beijing and Shanghai) will cover the travelling expenses including: a) a return train ticket between Shanghai and Beijing, and will reimburse each member of the Entrant Team (s) from Shanghai with the limit of no more than RMB 1230 per person based on valid invoices and vouchers (e.g. train tickets with Entrant s name and Identity Card Number, and etc.); b) Travelling Insurance with the limit of no more than RMB 50 per person; c) Twin-sharing room accommodation in Beijing in a hotel to be selected by China Youth Daily at its sole discretion. 6.2.2 Regarding to Tokyo Contest, TCS will reimburse the Entrant Teams outside Kanto Area for travelling expenses with a certain limit, based on valid invoices and vouchers (e.g. train and/or air tickets with Entrant s name and Identity Card Number, and etc.). The amount of reimbursement will be informed after the Entrant Teams participating in Tokyo Contest are determined. 6.3 Each Entrant his/her self will cover any travel related documents (e.g. tickets and/or e-tickets) under conditions of lost, stolen, damaged, or destroyed. TCS will not be responsible for any expenses occurred due to the rescheduled/postponed/canceled Contest. 6.4 For the Travel Prize awarded for the First Place Winner Entrant Team of China Section (Beijing and Shanghai) and Japan Section, the Whole Entrant Team must be the traveling parties for the trip won. It shall be the Winner Entrant Teams responsibility to ensure that their group possesses valid travel documentations to be obtained at their own cost and expense. Travel Prizes do NOT include meals, spending money or transport to and from departure and arrival points unless otherwise stipulated. All other ancillary and travel costs shall be the Winner Entrant Team s responsibility. All fees and personal expenses incidental to redemption of prizes (as deemed necessary) will be the sole responsibility of the Winner Entrant Teams. 6.5 All taxes are the sole responsibility of the Winner Entrant Teams of China Section (Beijing and Shanghai) and Japan Section. 5
New Wave 7. JUDGING 7.1 Each Beijing Contest in China Section (Beijing and Shanghai) and Tokyo Contest in Japan Section consists of ONE (1) round of evaluation. In each contest, the judges in a panel of experts (at least ONE of whom will be independent of TCS) ( Judges ) will select at least THREE (3) Entries with First Second and Third Place from among all eligible Entries based on the following criteria ( Judging Criteria ): (1) and Teamwork (30%); (2) Originality, Well-prepared and Good Quality of Production (40%); (3) Theme-related, Future-oriented and Creativity (30%). 7.2 The First Place Winner Entrant Team(s) selected in Beijing Contest of China Section (Beijing and Shanghai) and Japan Section will proceed to the Final Round to be held in Seoul, ROK. In Final Round to be held in Seoul, ROK, the Judges will collectively select First, Second and Third Place Winners for all Entries based on the SAME Judging Criteria set above. 8. WINNER LISTS 8.1 All THREE (3) finalists, in which ONE (1) from China Section (Beijing and Shanghai), ONE (1) from Japan and ONE (1) from ROK) will be invited to attend the final round to be held in Seoul, ROK. Finalists will be given more details about the Final Contest nearer the time, but at that event the finalists will be required to give a short presentation to the judges on the ideas behind their short video and presentation, as well as their topic in English. The overall winner will be announced at the Final Round. Decisions of the judges are final and binding. No correspondence will be entered into. 8.2 No more than 20 finalists respectively in China Section (Beijing and Shanghai) and Japan Section will be notified to attend the Live Contest to be held in Beijing (Beijing Contest) and Tokyo (Tokyo Contest), by e-mail and telephone call from TCS and its co-organizer during the week before Beijing Contest and Tokyo Contest, respectively. 8.3 List of Winners and Entries will be announced and publicized at TCS (and its co-organizers) website after the Beijing Contest, Tokyo Contest and the Final Round. 6
