BYE-93603-72 TRANSTON PLAN 1.0 PURPOSE AND SCOPE 1;1 The purpose of ths document s to dentfy and assgn responsbl tes for the actons" necessary to nsure an orderly transton of all -CA/OSP Program responsbltes (except those lsted below) to the Drector, SAFSP, n order to consoldate the responsblty for the Program under one manager. 'The CA/OSP respons bltes that wll not be transferred to SAFSP are: 1.1.1 The functons performed by the CA/OSP n support of the SOC: 1.1.1.1 Operatonal supportng- software. 1.1.1.2 Msson smulatons. 1.1.1.3 Statstcal predcton studes. 1.1.2 Procurement of sensor subsystems 1 through 6, and the assocated post-flght effort. 1.1.3 Current CA/OSP contracts for: 1.1.3.1 Vsual edge matchng. 1.1.3.2 mage evaluaton devces. 1. 1. 3.3 Horzon free radcal flm. 1.2 Responsbltes are assgned to the CA and SAFSP for contractual, budget and fscal, engneerng, and securty matters. Detals for the mplementaton of the plan wll be developed jontly by CA/OSP and SAFSP as requred. 1.3 The plan assumes the sensor subsystem delvery and satellte vehcle launch dates shown n Fgure 1 ; Schedules. 2. 0 AUTHORTY \ Ths plan has been developed n response to drecton from the NRO (NRO message 1565, 29 November 197.1, and NRO message. 0251, 25 February 1972). 3.0 CONTRACTS Formal transfer of all responsblty to SAFSP "lll be executed on 1 July 1973. wth one excepton; namely, the contract for Sensor Subsystems 1 through 6, Contract, as explaned n Paragraph 3.1 below. The followng paragraphs outlne the contractual actons, to be taken: 3.1 - Fl ght Sensor Subsystems 1 through 6 \ CA/OSP wll retan full responsblty for the lfe of ths contract.' f present launch schedules are met, SV-6 wll have flown n Aprl and May of 1973, and only PFA reportng, fee determnaton. and contract close-out tasks wll reman to be completed subsequent to the transfer tme of 1 July 1973... Ths formal agreement wll be sgned by 1 September 1972~ On or about 15 September 1972 the Drector, CA/OSP and the Drector, SAFSP wll meet to rev; ew the status of ths agreement. 3. 3 - F; e 1 d and Fl ; gh tope ra t ons, and - Post-flght Analyss The Feld Operatons contract wll contnue under the \ control of the CA/OSP untl 1 July 1973.. The PFA contract,,. wll contnue under the control of CA/OSP untl 1 July 1973 or the completon of Msson 1206 PFA actvtes, whchever j s 1atest. SAFSP wll contract ndependently for these efforts n suffcent tme to nsure contnuty of these functons subsequent to 1 July 1973. 3.4 - SETS CA/OSP wll contnue to contract for ths support, as requred, through 1 July 1973. , 3.5 Flght Sensor Subsystems 13 through 18 SAFSP wll negotate a new cpntract for Sensor Subsystems 13 through 18 and w11 assume complete responsblty for ths and all subsequent procurements. CA/aSP wll provde fnancal.' j and contractual advce, and techncal support to SAFSP durng the fact-fndng and negotaton phases of the 13 through 18 procurement. 4.0 ENGNEERNG MANAGH1ENT 4.1 The CA/OSP w111 provde engneerng support to SAFSP durng the trans ton per od as requ red. There w 11 be a free exchange of nformaton bebleen CA/aSP and SAFSP on all elements of the Program to be transferred. Personnel from the program off; ces w 11 meet frequently to d scuss stud es be ng conducted, plans for system changes, and any other subject whch mght affect the Program. SAFSP w 11 ass gn personnel to work wth and to observe CAlOSP personnel n advance of the transfer date, especally n the area of hardware acceptance, flght readness assessment, and post-flght analyses. Subsequent to the transfer date, CAlDDS&T wll mantan one ndvdual as a permanent member of the PFA team. 4.2 The CA/OSP wll' coordnate Class engneerng change proposa 1 s wth S\FSP on contracts to authorzaton to proceed. No major problems are foreseen.,transfer getalsw;11 be resolved jontly by CA/USAF securty personnel. SAFSP wll be authorzed to certfy vstors nto Perkn-Elmer on SAFSP related busness begnnng 1 Aprl 1972. The CA wll contnue to certfy vstors on CA related busness untl CA/OSP contractual responsbltes wth Perkn-Elmer are completed. 6.0 BUDGET AND FSCAL 6.1 Pursuant to NRO Fscal Gudance (BYE-12588l-72), CA/aSp wll derve budgetary fundng requrements through Sensor Sub system 12 and the post-flght evaluaton.
