Dear Friends: On behalf of the Board of Directors of the, we are pleased to announce the sixth year of our Regional Awards Program. The Awards Program is designed to recognize Regional Excellence in a variety of critical arenas essential to positioning our Regional Community as a model of cooperation and coordination. This recognition program continues to be anchored by the Harry Waldron Regional Leadership Award, named after former three-time Chairman of the Regional Council, Harry Waldron. Mr. Waldron was the recipient of the inaugural edition of this award in recognition of his lifetime of service to the ideals of getting along with your neighbors. The following list includes all categories for which we are seeking nominations of persons, entities or projects: The Harry Waldron Regional Leadership Award The Regional Quality of Life Award The Regional Award for Excellence in Transportation The Regional Award for Excellence in Public Safety The Regional Award for Excellence in Economic Development and Tourism The Regional Award for Excellence in Environmental Stewardship The Regional Award for Excellence in Affordable Housing The Regional Award for Excellence in Education The Regional Award for Excellence in Planning and Growth Management Nominations are due by Friday, November 19, 2010. Nomination forms are enclosed. Please feel free to pass them on to others who may have great candidates in mind. Presentation of the awards will be made at the Elected Officials Reception and Awards Ceremony to be held on January 20, 2011, at the University of North Florida University Center. 2010 Northeast Florida Regional Council Awards Program Nomination Nominations are sought and accepted from throughout the Northeast Florida Regional Community. Self-nominations are welcomed. In addition, nominations may be made by any member of the or the Selection Committee. The award recipients will be notified following the decision of the Selection Committee. Winners should be informed of the decision on or before December 17, 2010. Submission of Nomination Form Please submit completed nomination forms by Friday, November 19, 2010, to: Leadership Awards Selection Committee c/o 6850 Belfort Oaks Place Jacksonville, FL 32216 Award Presentation Awards will be presented to recipients at an Awards Ceremony and Elected Officials Reception held on January 20, 2011, at the University of North Florida University Center.

Our Mission To provide visionary leadership and coordination between counties and governmental agencies to preserve and enhance the quality of Northeast Florida s natural, man-made, economic, and social environment. Our Region The, formed in 1977, serves Regional District 4, comprised of seven counties (Baker, Clay, Duval, Flagler, Nassau, Putnam, and St. Johns) and 27 municipalities. The Region s land area covers 4,428 square miles and the population surpasses 1.5 million. Forty-three percent of the Region is dedicated to agriculture, two percent to industry and commercial use, and 13 percent is otherwise urbanized. The Region is characterized by an abundance of natural resources and a diversity of habitats. Its central feature is the Lower St. Johns River. With 140 miles of coastline and five barrier islands boasting some of the state s most magnificent, pristine beaches, the Region is truly Florida s First Coast. Jacksonville is the major urban center, with a good mix of industrial manufacturing, transportation, financial services, health care, and military employment. Land-wise, it is the largest city in the U.S. The Northeast Florida Regional Council 6850 Belfort Oaks Place Jacksonville, FL 32216 (904) 279-0880 Surrounding counties are more rural in nature, relying on agriculture and service sectors, and a limited industrial base often focused on a single sector. They are, however, increasing in their rate of urbanization and beginning to develop more economic diversity.

The 2010 Harry Waldron Regional Leadership Award Purpose To recognize the activities of an individual who has exhibited an unrelenting enthusiasm for regional coordination and cooperation. Criteria The basis for the award is in any of the individual or multiple categories outlined below: An overall vision for the future of the Northeast Florida region. Commitment to the long-term well-being of the region. Dedication to initiatives that build a cohesive regional community. The ability to foster collaborative regional stewardship and advance economic, social and environmental progress within the region. See reverse side for nomination form

The Regional Quality of Life Award Purpose To recognize the activities of individuals, entities, organizations or projects that contribute to the livability and quality of life in Northeast Florida. Criteria Activities address an identified social, human, educational or cultural issue. Activities have a significant impact on the welfare of the region, a community or a specific group of residents. Activities involve significant participation and input of residents during their planning or implementation. The basis for the award is in any of the individual or multiple categories outlined above. The Regional Award for Excellence in Transportation Purpose To recognize either an individual, entity, or specific project whose primary focus has been to improve the quality of transportation options available to the citizens of Northeast Florida. Criteria For individuals or entities: Consideration will be given to nominees based on: 1) overall vision for the future of the regional transportation system; 2) on-going commitment to a transportation planning process; 3) leadership provided to the Northeast Florida community within their transportation-related field of expertise; or 4) demonstrated success in achieving improvements to any of the multi-modal transportation options available in Northeast Florida. For transportation projects: Consideration will be given to projects which have demonstrated success in: 1) the provision of substantial improvements or viable alternatives to existing transportation infrastructure of regional significance that is either deficient or inefficient; or 2) improving and/or promoting access to alternative modes of transportation which decrease the population s dependence on automobiles; or 3) enhancing or expanding the options for the movement of freight, people, and goods into and out of the region. The Regional Award for Excellence in Public Safety Purpose Criteria To recognize an individual, entity, or specific project whose primary focus has been to improve the safety of the public or to educate the public on matters of personal, family, business, or community preparedness for disaster. For individuals or entities: Consideration will be given to nominees based on: 1) overall vision for the future of public safety or regional response planning; 2) on-going commitment to the field of public safety; 3) individual leadership provided to the Northeast Florida community within the public safety field; or 4) demonstrated accomplishments in the field of natural or man-made disaster response or preparedness planning. For public safety projects: Consideration will be given to projects completed, implemented, or ongoing which have demonstrated success in: 1) providing a new or improved training option for responders; 2) improving or promoting community education for individual preparedness, business response and recovery, or governmental response and recovery; or 3) developing, implementing, enhancing or expanding a community mitigation project or program that significantly reduces the community vulnerability or hazards. The Regional Award for Excellence in Economic Development and Tourism Purpose To recognize either an individual, entity, or specific project whose primary focus has been either to stimulate the regional economy, create jobs, or to promote and enhance new or existing events, attractions, facilities, or programs which benefit the tourism industry in Northeast Florida. Criteria For individuals or entities: Consideration will be given to nominees based on: 1) overall commitment to improving the regional economy through either job creation/retention, business development, and/or enhancements to the local travel industry; 2) individual leadership provided to the Northeast Florida business or tourism community within their field of expertise; or 3) demonstrated success in expanding state or nationwide interest in Northeast Florida for future business or tourism-related activities. For economic development projects: Consideration will be given to projects which have either: 1) aided in large-scale, region-wide job creation or retention activities; or 2) increased local opportunities for high-wage and/or highly skilled employment; or 3) enhanced regional workforce development activities which provide education or training in employment fields of critical need. For tourism-related projects: Consideration will be given to projects completed which have either: 1) increased either statewide, nationwide, or international public awareness of the tourism and travel-related opportunities in Northeast Florida; or 2) expanded the capacity of the existing travel-related infrastruture of Northeast Florida; or 3) created large-scale events or activities which positively impact the regional tourism and travel industry. The Regional Award for Excellence in Environmental Stewardship Purpose Criteria To recognize individuals, organizations, or specific projects whose primary focus is the long-term protection, conservation and enhancement of the region s natural resources, or foster environmental stewardship in the region through demonstrated leadership or through the promotion of environmental awareness through actions or specific programs. For individuals or entities: Consideration will be given to nominees based on their: 1) demonstrated commitment for the long term protection, enhancement and stewardship of the natural resources of Northeast Florida; 2) responsibility for promoting environmental awareness or education; 3) direct activities or actions that resulted in the protection or enhancement of the regions natural resources; or 4) demonstrated leadership resulting in the conservation, enhancement or stewardship of the regions environment. For projects: Consideration will be given to projects or programs which have either: 1) resulted in the long-term protection of natural resources and the environment of the region; or 2) demonstrated environmental sustainability and protection of natural resources through unique or innovative design or planning; or 3) promoted awareness and environmental stewardship in the regional community. The Regional Award for Excellence in Affordable Housing Purpose Criteria This award is to celebrate best practices and innovation in affordable home ownership. It will recognize an individual, entity, or specific accomplishment whose primary focus has been to improve the quality of housing, provide affordable housing, or to expand the affordable housing options. For individuals or entities: Consideration will be given to nominees based on: 1) overall vision for the future of community s housing needs within the region; 2) on-going commitment to innovation in the field of housing; 3) individual leadership provided to the Northeast Florida community within the housing field; 4) demonstrated accomplishments in promoting affordable home ownership; or 5) the creation of innovative partnerships to promote home ownership. For specific accomplishments: Consideration will be given to projects completed, implemented, or ongoing which have demonstrated success in: 1) providing a new or improved option for affordable home ownership; 2) developing, enhancing or expanding the livability of a community; 3) establishing innovative partnerships, or expanding the mission to address new challenges; or 4) accomplishments that creatively address regional housing needs. The Regional Excellence in Education Award Purpose To recognize the activities of individuals, entities, organizations or projects that contribute to the quality of education in Northeast Florida. Criteria For individuals or entities: Consideration will be given to nominees based on their: 1) cooperative use of resources across jurisdictional lines; 2) service to citizens or students within the Region; 3) development of program content uniquely designed to serve Northeast Florida; 4) promotion or service of educational interests; 5) educational history and professional development activities; 6) experience in the educational field, grasp of and response to educational issues and trends, community involvement, and teaching philosophy; 7) demonstration of exemplary use of education either to foster lifelong learners or make the learning process easier within the region; 8) seeking excellence, quality, and innovation in the development and application of education; or 9) ability to arouse curiosity, and to stimulate independent learning and the development of critical thought. For projects: 1) providing innovative methods for relaying learning processes; 2) execution of innovative and imaginative educational programs; 3) projects or programs showing a proven record of linking school to work; 4) projects or programs showing a proven record of which alert students to career opportunities; 5) programs or services, which have been or could be applied in a wide range of schools across the region; or 6) programs or services which prepare our children to be ready to learn before entering school. The Regional Award for Excellence in Planning and Growth Management Purpose To recognize individuals, organizations, or specific projects whose primary focus is to meet the planning and growth management needs of the communities within the Northeast Florida Region. Criteria For individuals, entities or projects: Consideration will be given to nominees based on their: 1) originality and innovation in planning and growth management issues to meet the needs of communities within the region; 2) visionary approach or innovative concept to address local needs within the region; 3) effective formulation and implementation of plans and ideas that further the understanding of the importance of growth management within our communities; 4) effective design of communities within the region; 5) commitment to land use planning and environmental management, especially between rural and urban uses; 6) identification of societal needs and the planning and design of services and facilities to meet them; 7) encouragement of buy in through citizen participation in planning and decision making processes; or 8) innovative financial approach in providing for the resources necessary for plan implementation and the advancement of quality of life.
