VILLAGE OF BELCARRA M I N U T E S REGULAR COUNCIL MEETING VILLAGE HALL MONDAY, JANUARY 10, 2000 AT 7:30 P.M. These are the minutes of the Regular Meeting of the Municipal Council for the Village of Belcarra, held Monday, January 10, 2000, at the Municipal Hall, 4084 Bedwell Bay Road, Belcarra, BC. Upon advice that there was a quorum present, Deputy Mayor Carlsen called the regular meeting to order at 7:35 p.m. CONSIDERATION OF PREVIOUS MINUTES 2. COMMITTEE REPORTS Councillor Carlsen Snow Removal Infrastructure Grant MacDonald Driveway 3855 Bedwell Bay Road Councillor Ross 6.1 Public Works and Infrastructure Committee (i) Councillor Carlsen reported that salting and snow removal of the roads is underway in the Village. (ii) Councillor Carlsen reported that the Federal Government may announce a new Infrastructure Grant Program for the year 2000. Belcarra is in a position to get an application in very quickly if a grant is announced. (iii) Councillor Carlsen updated Council regarding the progress on the MacDonald driveway at 3855 Bedwell Bay Road. The municipal engineer has reported that the outstanding issues relative to the driveway are being addressed. The next step is that public works will have a meeting with adjacent neighbours possibly for the week of January 17, 2000 to show the proposal and get their comments. 6.2 Planning & Special Projects No Report Councillor Drake 1999 SVFD Call-Out Statistics Farrer Cove/Twin Island Address Update 6.3 Protective Services (i) Councillor Drake presented to Council the Mayor s report, outlining the 1999 Sasamat Volunteer Fire Department (SVFD) Call-Out Statistics. Chief Larry Scott provided Council with clarification on the statistics as it relates to incidents occurring in Anmore, Belcarra and the surrounding regional areas. The statistics identify the need and high value of the SVFD service to the community. (ii) Councillor Drake asked Councillor Carlsen to update Council on the addressing of Farrer Cove/Twin Island areas. Bob Wilson, Farrer Cove has agreed to undertake completion of the project for Protective Services. Councillor Carlsen reported that a couple of steps remain to be completed that are key to the project before the final updates of the draft maps. Following completion of those steps a letter must be drafted to the residents and property owners with a copy of the maps providing information on what is being proposed. An opportunity will be provided for the owners and residents to have a final comment regarding the proposal.
Regular Council Meeting Page 3 January 10, 2000 Farrer Cove/Twin Island Address Update contd. Bob Wilson is finalizing the maps with other Protective Services members that will capture the most accurate information and deal with the proposed road names and proposed addressing for the various properties for both the water and road access areas of Farrer Cove and Twin Island. Councillor Drake stated that the first Protective Services meeting is scheduled for February 28, 2000 and it is hoped that the addressing could be finalized by that time. Councillor Glover 6.4 Environmental Affairs (i) Councillor Glover reported that the Inter-Municipal Stream Stewardship meeting for November 1999 was cancelled and at this time a meeting has not been scheduled. Councillor Glover reported that the Environmental Committee will meet on January 20, 2000. They will review the Joint Draft Stream Stewardship Bylaw and provide comments to Council. Mayor Drew 6.5 Finance Committee 7. MAYOR S REPORT 8. ADMINISTRATOR S REPORT Environmental Management Plan for Burrard Inlet (BIEAP) Belcarra Day 2000 Sunday June 4, 2000 Schedule of Council Meetings for the Year 2000 8.1 The Administrator presented a report to Council dated December 13, 1999 from Michael Rosen, Planning Consultant, regarding an Environmental Management Plan for Burrard Inlet (BIEAP). The Administrator stated that BIEAP has identified issues relative to Indian Arm such as, sewage disposal from pleasurecraft and upland development plus noise and wake impacts from boats using high speeds. In addition, government issues related to treaty negotiations will be discussed. 8.2 Moved by: Councillor Glover Seconded by: Councillor Drake THAT Belcarra Council declare Sunday June 4, 2000 as Belcarra Day in the Village of Belcarra. 8.3 Moved by: Councillor Drake THAT Belcarra Council adopt the Schedule of Regular Council Meetings for the Year 2000.
Regular Council Meeting Page 4 January 10, 2000 Policy No. 153 Belcarra Education Award Meeting with Lou Sekora 8.4 It was agreed that discussion of Policy 153 Belcarra Education Award be postponed until the next meeting. 8.5 The Administrator reported verbally to Council relative to meeting dates with Mr. Lou Sekora, MP to discuss treaty negotiations. March 17 th and 24 th are open at present. Both these dates are Fridays and Council does not feel that these dates would be appropriate for a public information meeting. Staff will contact Mr. Sekora s office for clarification on the dates. 9. BYLAWS Procedure Bylaw No. 298, 2000 Due to the importance of the Procedure Bylaw 298, Council reviewed at length and suggested amendments to the new Procedure Bylaw No. 298, 2000. It was agreed that the Administrator would make the changes to the bylaw and present the bylaw for two reading at the next meeting scheduled for Monday, January 24, 2000. It was also agreed that the Administrator would e-mail the bylaw to those members absent. 10. CORRESPONDENCE Moved by: Councillor Glover Seconded by: Councillor Drake THAT correspondence be RECEIVED as reviewed by Council and those requiring action be itemized below. Ms. Lindy Sisson, Executive Director, ARC Arts Council 10.1 Letter dated December 7, 1999. Relative to requesting a grant contribution from Belcarra for the 1999/2000 fiscal year in the amount of $350.00. Council agreed that this request be put on the list for budget consideration. The Administrator will write a letter informing them of this decision. Ms. Laurie Ross, Community Development Coordinator, Heart and Stroke Foundation of BC 10.2 Letter dated December 8, 1999. Relative to requesting permission for community volunteers to canvas door-to-door during the month of February 2000. Council granted permission for the Heart and Stroke Foundation to canvas the Village. The Administrator will write a letter informing them of Council s decision.

PROCLAMATIONS 11.1 Moved by: Councillor Drake THAT effective January 1, 2000 Belcarra Council will no longer Proclaim any proclamations received 12. UNFINISHED BUSINESS 13. NEW BUSINESS 14. 15 MINUTE-QUESTION PERIOD Jim Chisholm Belcarra Bay Road 14.1 Mr. Chisholm asked how many grant requests the Village contributes to and are they a single line item on the financial statements so residents can see how much money is being given away? The Administrator advised that the general ledger lists individual recipients; the financial statements show a total for grants. The Administrator also stated that budget total for grants are approximately for $2,000 to $2,500. Approximately $1,200 goes to the Belcarra Summer Program. Mike Cotton Marine Ave. 14.2 Mr. Cotton stated that on the Page 8 of the Procedure Bylaw it does not state that the public can only ask a question with regard to an item on the agenda. The Administrator stated that the public participation part of the meeting would now give the public an opportunity to ask Council a question with regard to any matter. Mike Cotton Marine Ave. 14.3 Mr. Cotton would like to know what the time line is in getting a response from residents of Farrer Cove/Twin Islands regarding Block Watch. Deputy Mayor Carlsen stated that the updating information will be fairly minor and Bob Wilson should be able to get that information to Mr. Cotton very soon. The preliminary maps that are being worked on will probably be the final maps.
Regular Council Meeting Page 6 January 10, 2000 Jim Chisholm Belcarra Bay Road 14.4 Mr. Chisholm asked how much the library costs are to date and if Council has placed a cap on the amount being reimbursed? The Administrator stated that from September to December 1999 it is approximately $1,950. Council has not specified a cap at present; however, the library costs will be part of the budget deliberation for 2000. Mr. Cotton Marine Ave. 14.5 Mr. Cotton stated that if the kids get free library membership so should the seniors. 15.
