Call to Order/Pledge of Allegiance/Introductions.

The meeting of the Basin Technical Advisory Committee was called to order by Matt Litchfield at 1 :31 p.m. at the District office, 380 E. Vanderbilt Way, San Bernardino. Agenda Item 2. Approval of Minutes. A. Approval of the Minutes of the June 6, 2016, meeting. Bob Tincher moved to approve the minutes of the June 6, 2016, meeting. Miguel Guerrero seconded. The motion was unanimously adopted. Agenda Item 3. New Business. A. Appoint Jennifer Ares Chair of the Water Conservation Subcommittee. Bob Tincher moved to approve appointing Jennifer Ares as the Water Conservation Subcommittee Chair. Michael Plinski seconded. The motion was unanimously adopted. B. Consider Nominations for Chair of the Basin Technical Advisory Committee. Matt Litchfield asked if anyone would be interested in becoming Chair of the Basin Technical Advisory Committee (BTAC). Douglas Headrick moved to nominate Miguel Guerrero as the Basin Technical Advisory Committee Chair. Bob Tincher seconded. The motion was unanimously adopted. Agenda Item 4. Old Business. A. Report from the Engineering Subcommittee. Michael Plinski reported that the group met on July 11th and August 1st. There was discussion on the July 2016 Statement. The Statement is being prepared and will be emailed out to the group later in the month. Yucaipa Basin Management status is that they are beginning to form the Groundwater Sustainability Council (GSC) and working on the agreements. There has been some progress with the mutual water companies and setting a recharge plan. The Santa Ana River Conservation and Conjunctive Use Project is moving along. They have developed a preliminary conceptual model and there will be information that will be ready to share soon. They are working on interagency agreements and agreements with the Department of Water Resources (DWR). They will be hiring a program manager later in the week. State Water Project Table A 100 Percent Utilization analysis is nearing completion and the group hopes to share that at the next full BTAC meeting. The preliminary results are looking really good and what they are showing is that there is sufficient recharge capacity in the Bunker Hill Basin to be able to both recharge San Bernardino Valley Municipal 's (SBVMWD) full Table A allocation along with water in a wet year. The Sustainable Groundwater Management Act boundaries were submitted to the Department of Water Resources (DWR) and are awaiting the State Water Resources Control Board (SWRCB) final ruling on the 556

boundaries. The Groundwater Sustainability Taskforce requested that the BTAC Engineering Subcommittee look at potential cost share alternatives. The San Bernardino Valley Water Conservation District (SBVWCD) and SBVMWD put together a series of potential cost alternatives. They are working through the development of some of the concepts. There will be some refinements and data needs that were identified. There will be a meeting on August 15th to continue the work and to flush out the alternatives. Once the Engineering Subcommittee is in full agreement, it will be brought back to the full BTAC. The next full Engineering Subcommittee meeting will be on October 3rd. B. Report from the Water Conservation Subcommittee. Bob Tincher reported that the survey results from the iefficient campaign came in. The full committee has not seen them yet but it is their understanding that the results are positive. Once they have the full results they will be brought back to the BTAC to share. The group is working on an iefficient program for the current year. The group selected Jennifer Ares to be the Chair of the Subcommittee. C. Report from the Project Implementation Group. Miguel Guerrero reported that the group did not meet this month as no new projects were received. D. Discussion of State Water Project Allocation Supply Availability. Douglas Headrick reported that the allocation stands at 60 percent. For the first time in the District's history it is going to sell close to 60,000 acre-feet of imported water this year locally. There will be slightly over 10,000 acre-feet of water in reserve for next year. Lake Oroville reached almost to the spillway. Agencies are using that water now so lake levels are dropping quickly. San Luis Reservoir is almost empty. The Western-San Bernardino Watermaster submitted their report to the court on August 1st. E. Update on Habitat Conservation Plans. 557 Santa Ana River Plan. Douglas Headrick reported that things are moving forward. The Orange County (OCWD) and the Metropolitan of Southern California (MWDSC) joined the Habitat Conservation Plan (HCP). There are now a total of 12 agencies that have joined the HCP. Wash Plan. No report was given. F. Emergency Response Network of the Inland Empire. No report was given. Agenda Item 5. Other Business Mr. Headrick requested to add a presentation on the Sites Reservoir program to the next agenda. A. Confirm Next Meeting Date of October 3, 2016. Mr. Litchfield confirmed the date of the next regularly scheduled meeting will be October 3, 2016, at 1 :30 p.m.
