A RESOLUTION OF THE HOUSING TRUST FUND CORPORATION AUTHORIZING THE SPONSORSHIP OF AMERICORPS VISTA MEMBERS AND AUTHORIZING AWARDS TO NEIGHBORHOOD AND RURAL PRESERVATION COMPANIES FOR ASSISTANCE WITH MANUFACTURED HOME PARK RESOURCES EDUCATION AND OUTREACH WHEREAS, the Housing Trust Fund Corporation ( HTFC ) is a public benefit corporation created pursuant to Section 45-a of the New York Private Housing Finance Law and administers various programs including programs that provide support for affordable housing including housing in manufactured home park communities for lowand moderate-income residents; and WHEREAS, HTFC and the other entities of New York State Homes and Community Renewal ( HCR ) offer various resources to manufactured home park communities, including resources to improve or replace substandard homes and fill vacancies, and affordable financing for manufactured home park owners who wish to make infrastructure improvements of essential community amenities and/or acquire park communities; and WHEREAS, it has been determined that there is a need to promote these affordable housing resources through education and outreach to the manufactured home park communities; and WHEREAS, in July 2018, HTFC applied for and was granted a grant from the Corporation of National and Community Service, AmeriCorps VISTA, to pay for the salaries and fringe benefits of nine volunteers ( VISTA members ) for one year; the goal of AmeriCorps VISTA is to strengthen organizations that alleviate poverty through volunteering and the mobilization of resources through means including education and outreach initiatives; and WHEREAS, staff has recommended that the VISTA members execute a grassroots education and outreach initiative in rural communities across New York to ensure that families and partner stakeholders are aware of and are taking advantage of affordable housing resources through HCR that are available to manufactured home park communities; and WHEREAS, to manage the education and outreach initiative, staff has also recommended grants to three competitively selected Neighborhood and Rural Preservation Companies ( NRPCs ) to enable each selected NRPC to hire an Education and Outreach Associate for two years and to recruit, host and supervise up to two VISTA members at their office locations; the proposed grants to the NRPCs will be funded by approximately $735,000 available under the Neighborhood Preservation and the Rural Preservation Programs; now, therefore, be it
RESOLVED, by the Members of HTFC as follows: Section 1. The Members hereby authorize the sponsorship of VISTA members in connection with providing education and outreach about resources available to manufactured home park communities. Section 2. The Members hereby authorize three awards each in the amount of $245,062.00 to Hudson River Housing, Cayuga County Homsite Development Corporation, and Rural Housing Opportunities Corporation, to enable each selected company to hire an Education and Outreach Associate for two years and to recruit, host and supervise two VISTA members at their office locations. Section 3. The Members hereby authorize the President of the Office of Single Family and Community Development or any Senior Officer of HTFC as defined by the bylaws to execute any documents which may be necessary and appropriate to effectuate the purpose of this resolution, including to enter into an agreement between HTFC and AmeriCorps VISTA and regulatory agreements with selected recipients of awards as applicable.
