Nguyen Chi Thanh in 1967. n 1960 Nguyen Duy Trinh was Chairman of tha State Planning Commission, but in 1971 when the current NDC was constituted he was Foreign Minister, a shift which may well account for his replace" ment on the NDC by Nguyen Con then Chairman of the State Planning Commis s ion. Similarly the other 1960 member dropped in 1971, Nguyen Van Tran, had been Vice Chairman of the State Planning Commission and Minister of Heavy ndustry, but since at least 1968 Tran has been witho1!t national government office and his principal assignment has been as Secretary of the Hanoi Municipal Party Committee. He may be said to have been replaced by Tran Huu Duc, although Duc does not currently hold any economic post, but is Minister in Premier Pham Van Dong's.office. Under the terms of the Constitution the President of the Republic is Chairman of the NDC, but Thang was not publicly announced as having assumed the chairmanship until the NDC was reconstituted at the First Session of the Fourth National Assembly in June 1971.
-134- Giap was reduced from Vice Chairman to member, and the two senior members of the VWP Politburo, Le Duan and Truong Chinh carne on the NDC for the first time. n Le Duan's case it was the first and to date the only state office which he has held.
