www.peppol.eu PEPPOL - eprocurement without borders Johannes Werner, PR Director PEPPOL The PEPPOL project (Pan-European public procurement online) The PEPPOL project is the result of the European Competitiveness and Innovation Programme (CIP) ICT Policy Support Programme (ICTPSP) 2007 and 2009 Call for Proposals Pilot A objective: Enabling EU-wide public eprocurement 50% EU contribution for achieving interoperability Coordinated by the Norwegian Agency for Public Management and egovernment (Difi) Enlarged consortium and scope: 18 beneficiaries from 12 countries Total budget 30,8 M 8 work packages, <1.600 person months and 10 M on sub-contractors Project start up: 1 May 2008, duration 48* months About 400 people permanently involved Europe wide WP7/Marketing Budget about 4 M : About 20 WP7 Team members Page 2 1

PEPPOL business benefits for Economic operators: Reduced costs through automated processes. Electronic transmission of machine readable data eliminates the need of manual data, e.g. an eorder received need not be re-entered. Increased sales through easier access to markets, because many inhibitors to cross border business are removed. Simplified processes and procedures. Current procedures are sometimes cumbersome, the project aims at simple transparent processes across Europe Innovative image - participating in a PEPPOL pilot creates a positive image of the company as being state-of-the art. Better control of the use of funds is an important factor to support investment and growth in an economy Access to more competition for goods and services Modernising the economy - the government as a driving force to achieve a critical mass of eprocurement use Participation to the top European project in public eprocurement innovation, with the possibility to influence the future evolution of the matter through direct feedback Page 6 3

On an operational level PEPPOL solutions will help Economic operators to Qualify as suppliers across Europe Describe their goods and services in a uniform way Sign documents electronically with certificates of their choice Receive orders electronically from contracting authorities across Europe Send invoices electronically to contracting authorities across Europe Have a single interface to European contracting authorities Page 7 On an operational level PEPPOL solutions will help Contracting authorities to Assess and qualify foreign suppliers Describe their needs for goods and services in a uniform way Validate esignatures prepared with foreign certificates (and sign documents electronically themselves) Send orders electronically to suppliers across Europe Receive invoices electronically from suppliers across Europe Page 8 4

How to prepare for PEPPOL use Join the PEPPOL production pilot phase PEPPOL budget set aside for newcomers: 3.2 millions Costs for connection to/implementation of PEPPOL solutions can be 50 % funded Guidelines and support on how to utilise PEPPOL solutions will be available A number of PEPPOL enabled solutions are becoming available from the software industry and service providers make PEPPOL support a mandatory requirement when setting up eprocurement solutions in Member States Page 15 eprocurement without borders in Europe www.peppol.eu johannes.werner@brz.gv.at Page 16 8
