GIS data: o Roads, boundaries, bodies of water, structures, parcels, critical facilities, special needs. o Other data that would be beneficial to the project. o Can transfer using Dropbox if capable at the county level. Others. The next meeting will be held on March 29, 2017 at a time to be determined. This will be the kickoff meeting for the local planning team.

Steering Committee Kickoff Meeting Minutes March 13, 2017 10:00 A.M. PRESENT: Frank Jannetti, Mercer County DPS John Nicklin, Mercer County DPS Debbie Hartley, Mercer County DPS New Business: Review of the project: The expiration date of current plan is April 16, 2017. Most municipalities have adopted the current hazard mitigation plan. Mike discussed the MCM Consulting Group update process. Points of contact for the project: o Debbie Hartley will be the primary contact from Mercer County. o Frank Jannetti will be the alternate contact for Mercer County. o Frank asked that all correspondence go to both contacts. o Michael Rearick will be the primary contact for MCM Consulting Group, Inc. o Jonathan Hansen will be the secondary contact for MCM Consulting Group, Inc. Local Planning Team: Mike reviewed a document that outlined all members of the local planning team from the last hazard mitigation plan update project. The group discussed potential members of the local planning team for the 2017 update. MCM has a sample invitation letter that will be sent to Mercer County for consideration. Mercer County will develop the list of prospective members for the 2017 local planning team. Draft Project Schedule: The group reviewed the draft project schedule. Mike advised that an accelerated schedule has been developed for this project. The first local planning team meeting will be scheduled for April 12, 2017 at 6:00 P.M.

Public meetings will be held during evening hours also. MCM will update the project schedule and send to the steering committee for further review. Notification of Mitigation Plan Update: Discussions were held in reference to advertising that the hazard mitigation plan update project has begun. MCM will provide a draft public notice that can be placed in the local newspaper and also used on the county website. Mercer County will use the county webpage for the hazard mitigation plan update project where information for the public can be displayed and feedback can be provided from the public. Mercer County will utilize social media to assist with this project. Support documents, data and access: Knowledge Center: o The group discussed using data from Knowledge Center. GIS data: o Mike reviewed the list of GIS layers that would be beneficial during the plan update. o Mike will discuss the list with the county GIS representative. Comprehensive plan: o The Mercer County Comprehensive plan is maintained by the regional planning organization. o MCM will download the plan and use the plan for updating purposes. The next meeting will be held on April 12, 2017 at the Mercer County DPS. This will be the local planning team kickoff meeting as well. Action Items: MCM will develop meeting minutes and update the project schedule. MCM will send Mercer County the draft public notice and the municipality invitation letter for the local planning team. Mercer County will publicize the public notice and will place the same information on the Mercer County website. Mercer County will provide login access to MCM for Knowledge Center and the SARA module of Knowledge Center. MCM will discuss the GIS data with the county GIS staff.

Capability Assessment Section: Assessment surveys. Risk Assessment Section: Hazard identification worksheets. List of new hazards. Draft hazard profiles. NFIP and repetitive loss information. Dropbox. The next meeting will be held on June 14, 2017 at a time to be determined at the Mercer County Department of Public Safety.

Steering Committee WebEx Meeting Minutes May 10, 2017 10:00 A.M. PRESENT: Frank Jannetti, Mercer County DPS Debbie Hartley, Mercer County DPS Dan Gracenin, Mercer County Planning Business: Project Schedule: The group reviewed the project schedule. Mike advised that an accelerated schedule has been developed for this project. MCM will update the project schedule after every meeting. Notification of Mitigation Plan Update: MCM provided a draft public notice that was placed in the local newspaper. Mercer County has provided the proof of publication. Discussions were held in reference to using the Mercer County website for dissemination of information. Mercer County will place the notification that identifies the start of the hazard mitigation plan update. Mike stated that snap shots of the website that show the advertisement of information is important to show the outreach to the public and municipalities. Mercer County has not utilized social media to assist with this project to date. Capability Assessment Section: The capability assessment surveys were provided to the municipalities and county agencies at the March 13, 2017 meeting. No county surveys have been returned to date. Municipalities have returned 34 completed surveys. The information from the surveys will be compiled and utilized to update and develop various sections of the hazard mitigation plan.

Risk Assessment Section: Mike reviewed the hazard identification worksheets and the listing of municipalities that have submitted completed worksheets to date. Completed worksheets have been submitted by 34 municipalities. Mike presented the compiled results of these worksheets. Discussion was held in reference to various new hazards. Frank Jannetti stated that he was concerned on the various hazards that were identified in the worksheets versus the other hazards that could be or are present in Mercer County. Discussions about gas industry injection wells with seismic activity was discussed. Invasive species was discussed and the group determined that this profile should be added. Discussions were held in reference to the heroin and opiod epidemic. Mike discussed the draft hazard profile process and how the updated profiles would be shared for review and comment. Mike also stated that the National Flood Insurance Program data and repetitive loss data has been received for the project. Dropbox: Mike asked if any of the steering committee members were having issues with uploading documents and files to Dropbox. No issues were identified by the participants. General discussions: Dan Gracenin from the planning department discussed the various meeting forums that are held throughout the county for the cities, boroughs and townships. Dan stated that a general project overview document would be beneficial to share at these meetings to help engage municipalities that have not participated to date. MCM will develop the overview document and send to Dan for his use. The next meeting will be held on June 14, 2017 at the Mercer County DPS. The steering committee will meet in the late afternoon prior to the local planning team meeting. Action Items: MCM will develop meeting minutes and update the project schedule. Mercer County will place the public notice information on the Mercer County website and take a snap shot of this for documentation purposes. Mercer County will provide login access to MCM for Knowledge Center and the SARA module of Knowledge Center. MCM will provide a program overview document to Dan Gracenin.

Discussion was held in reference to the Wednesday night local planning team meetings. The next meeting will be moved to July 20, 2017. MCM will update the project schedule. Notification of Mitigation Plan Update: Mercer County has provided the proof of publication for the public notice that advised that the mitigation plan update project had started. Mercer County will acquire snap shots of the website that all hazard mitigation information will be posted on. Discussions were held in reference to the risk assessment public meeting that will be held on July 20, 2017. MCM will provide a draft public notice for use by Mercer County. Local planning team: The group discussed adding some additional agencies for participation on the local planning team. The following agencies will be invited to the July 20, 2017 meeting: o PennDOT. o Conservation District. o Department of Agriculture. Discussions were held in reference to documenting all agencies invited to participate in the process.

Capability Assessment Section: Municipal assessment surveys: o There have been 43 municipalities that have submitted completed surveys. o Additional outreach will be conducted to attempt to acquire the remaining surveys. o MCM has compiled the data received to date and this data will be used during the development of the capability assessment section. o Dropbox will continue to be used to share all completed surveys. Risk Assessment Section: Mike reviewed the hazard identification worksheets and the listing of municipalities that have submitted completed worksheets to date. Completed worksheets have been submitted by 43 municipalities. Mike presented the compiled results of these worksheets. The group reviewed the updated list of hazards for the updated plan. Discussions were held in reference to the heroin and opioid epidemic and contact information was provided for the Mercer County Heroin Task Force. Mike discussed the draft hazard profile process and how the updated profiles would be shared for review and comment. Frank advised that the steering committee would be the first group to review the draft hazard profiles. MCM will provide the draft review tool used to document updates, changes or additions. The group reviewed the risk factor assessment tool and updated the results to the list of risk factors for all hazards. The invasive species will be completed by the local planning team. Mitigation strategy section: Goals and objectives review: o The group reviewed the goals and objectives review sheet. o The steering committee will review this document and provide review comments. o A WebEx will be established to complete a final review of the goals and objectives. o MCM will email these to the steering committee. Mitigation action plan review: o The mitigation action review document was reviewed and discussed. o The same review procedure will be utilized as with the goals and objectives. o MCM will email these to the steering committee. Municipal opportunity forms: o MCM was unable to identify any previous opportunities within the current hazard mitigation plan. o MCM discussed the process for developing the opportunities. o Various venues were discussed.

o Mercer County will contact various venues and start to develop a schedule for the completion of meetings. o The meetings will be scheduled from July 25, 2017 through August 1, 2017. The next steering committee meeting will be held on July 20, 2017 at 3:00 P.M. at the Mercer County DPS. Action Items: MCM will develop meeting minutes and update the project schedule. Mercer County will place the public notice information on the Mercer County website and take a snap shot of this for documentation purposes. MCM will provide a draft public notice for the risk assessment public meeting. Mercer County will provide login access to MCM for Knowledge Center and the SARA module of Knowledge Center. MCM will send the goals and objectives review sheet and the mitigation action review sheet to the steering committee.
