BACKGROUND INFORMATION The Ciy of Laredo and U. T. Healh Science Cener San Anonio have been in discussions for some ime wih respec o he gif of he subjec propery for use as he sie of a proposed oupaien medical clinic o be operaed by he VA. The subjec propery is immediaely norh of he exising campus of The Universiy of Texas Healh Science Cener Regional Campus (he Regional Campus). 257

The Ciy of Laredo proposes o give he land o he Board of Regens wih he resricion ha he land be used for providing healh care or healh care educaion opporuniies or for oher educaional purposes of The Universiy of Texas Sysem for 30 years from he dae of he deed. A similar use resricion appears in he prior wo gif deeds from he Ciy by which he Board of Regens acquired he iniial 11.994 acres ha make up he curren Regional Campus. The VA has expressed ineres in locaing a clinic on he subjec 3.8305 acres uilizing a similar ground lease srucure as was used for he VA's ambulaory clinic on approximaely 7 acres of he Regional Academic Healh Cener (RAHC) campus in Harlingen, which he Board of Regens approved on Augus 14, 2008. Once he propery is acquired by he Board of Regens, he VA would be graned an opion o ground lease he sie. The VA would hen solici offers from privae developers, wih he goal of assigning he ground lease opion o he seleced developer for he consrucion by he developer of an oupaien clinic. Under VA procuremen rules, U. T. Healh Science Cener San Anonio canno play a role in selecing he developer. The Healh Science Cener, however, is o have a role in working wih he VA and he VA's archiecural and engineering firm in developing he scope of work for he soliciaion of offers. The proposed clinic is anicipaed o conain approximaely 16,800 ne usable square fee and will include a parking lo for no fewer han 120 parking spaces. The VA would lease he compleed faciliies from he developer for a erm no o exceed 20 years, which is he maximum erm of a space lease by he VA. The erm of he ground lease will be for an iniial period of 20 years, plus he iniial design, permiing, and consrucion period, and plus wo 10-year renewal opions. As required by he erms of he gif of land from he Ciy of Laredo, here will be no cash renal for he ground lease unil he earlier of he expiraion of he iniial 20-year erm or he dae on which he VA ceases o use he propery for an oupaien medical clinic. Iniial consideraion for he ground lease will be he consrucion and operaion of a VA oupaien medical clinic. Upon he expiraion of he free ren period, renal will be charged a he fair marke renal value of he land. The Texas Aorney General has advised in Opinion No. MW-373 (1981), ha, for he use of universiy propery wihou cash renal paymens o comply wih he Texas Consiuion, hree requiremens mus be me: (1) he use of he propery mus serve a public purpose, appropriae o he funcion of he universiy; (2) adequae consideraion mus be received by he universiy; and (3) he universiy mus mainain conrols over he user's aciviy o ensure ha he public purpose is achieved. U. T. Healh Science Cener San Anonio has concluded ha he locaion of a VA clinic in close proximiy o The Universiy of Texas Healh Science Cener Regional Campus would serve he public purpose of augmening opporuniies for healh professional educaion, graduae medical educaion, and clinical research a he insiuion. 258

Medical Branch Galveson proposes o implemen a DNP program hrough is School of Nursing, wih enry opions a boh he baccalaureae and pos-maser's level, o prepare regisered nurses for evidence-based nursing pracice, including ranslaing research ino pracice, evaluaing evidence, applying research in decision making, and implemening viable clinical innovaions o change pracice. The insiuion's proposed DNP program will include insrucion in healh care delivery sysems, healh economics and finance, healh policy, research mehods, ranslaing evidence ino pracice, conceps in populaion healh, and nursing leadership. The proposed DNP program will be bolsered by a planned parnership wih he Deparmen of Nursing a U. T. Pan American and Prairie View A&M College of Nursing in Houson. The DNP parnership would include faculy suppor and disance learning resources o increase access o he program and increase diversiy among he pool of program candidaes. Need and Suden Demand Changes in he echnology and complexiy of healh care and growing demands of chronic care associaed wih aging and changing lifesyles have conribued o he need for docoral-prepared leaders o improve oucomes of healh care hrough evidencebased clinical pracice and sysem improvemen in healh care delivery, and have driven he move o esablish DNP programs hroughou he Unied Saes. Branch Galveson's new DNP program is planned o fulfill local, sae, and naional needs for docoral advanced pracice nurses who can serve as uniquely qualified healh care providers prepared o address he needs of evidence-based disease managemen and cos effeciveness. Furhermore, hrough is disance learning approach and parnership wih schools wih large numbers of minoriy graduaes, U. T. Pan American and Prairie View A&M, he newly proposed DNP program is designed o mee he need for more diversiy among sudens in graduae healh programs and he number of well-educaed healh care professionals in Texas. In an Augus 2010 survey of nursing sudens a U. T. Medical Branch Galveson, over 90% of undergraduae sudens responded ha hey have considered coninuing wih graduae school afer obaining heir Bachelor of Science in Nursing degree and over 90% of graduae sudens responded ha hey would ransfer o a DNP program alhough such ransfer would require addiional sudy. Program Qualiy The planned DNP curriculum follows he essenials developed by he American Associaion of Colleges of Nursing and he core compeencies for nurse praciioners developed by he Naional Organizaion of Nurse Praciioner Faculies. The U. T. Medical Branch Galveson DNP proposal reflecs a Bachelor of Science in Nursing (BSN)-DNP curriculum and a pos-maser of Science in Nursing (MSN)-DNP curriculum for MSN-prepared nurses who are already prepared as advanced pracice nurses. An MSN-exi opion will be available for sudens who do no coninue hrough he enire program. For BSN-DNP sudens, he curriculum emphasizes a srong clinical componen and he basic scienific foundaion for an MSN-prepared nurse. The insiuion plans o limi enrollmen in he DNP program for he firs wo years afer implemenaion, during which ime and beyond i will sill be graduaing MSN-prepared and advanced pracice regisered nurses. The U. T. Medical Branch Galveson School of Nursing employs a wide range of qualified faculy members wih credenials commensurae wih DNP educaion needs who are prepared o conduc clinical evaluaion of sudens a disance sies via eleconferencing. Wih implemenaion of he planned DNP parnership, U. T. Pan American and Prairie View A&M will each have a designaed faculy member o provide leadership and suppor for schools on heir campuses ha will provide classroom and disance learning resources.
