DEPARTMENT OF STATE - BUREAU OF INTERNATIONAL SECURITY AND NONPROLIFERATION SEAL BLAZON Shield: Azure, a bend sinister Argent, overall issuant from dexter chief a demi eagle s claw bendwise, clutching a crossbow and breaking a crossbow bolt bendwise sinister, all Proper. Crest: From a wreath Argent and Azure, a globe entoured by a laurel wreath Proper. Motto: A scroll Gules inscribed AD MINAS ARCENDAS Argent. SYMBOLISM Shield: The crossbow, initially an ancient technological leap in weaponry, personifies weapons of mass destruction, advanced conventional weapons, and delivery systems. The crossbow is aligned with the sinister bend to allude to the nefarious intentions of those who wish to develop, acquire, and use these weapons and systems. The bolt is broken by the eagle s claw to signify the bureau s mission to avert disaster and roll back proliferation where it has taken root. Crest: The laurel wreath encircling the globe symbolizes striving for worldwide peace through the implementation of international treaties and arrangements to reduce and eliminate threats posed by WMD and advanced conventional weapons, as well as shaping the international security environment by promoting regional security and deterrence initiatives such as sanctions and diplomatic outreach. Motto: The motto AD MINAS ARCENDAS which translates to TO PREVENT, HINDER, AND PROTECT FROM THREATS encapsulates the mission of the bureau by preventing the spread of powerful weapons and removing the capability where possible
