Dear Ladies and Gentleman I want to begin by saying that we started this year with clear objectives for this governmental mandate, and as a result, it has been a year of true success for the KSF. We have faced challenges and found solutions, created a vision, turned it into concrete objectives, and worked hard, through many activities, to achieve them. Within this year we have made significant advancements for each and every objective we set for ourselves. 1. We have achieved the FOC Recommendation by COMKFOR. 2. We have created a new, unique, national identity for the KSF, and its new upcoming generations. 3. We have achieved the SPP with the Iowa National Guard. 4. We have made the first steps into finding a way into NATO, through and Individually Tailored Partnership Relationship. 5. We have organized the 1st Defense Ministerial Meeting in Kosovo, and signed a Joint Statement with all the participants. We have participated for the 1st time in a regional initiative such as the A5. 6. We have created the new KSF Strategy, and gotten it approved by the Government. Finally, we have set clear objectives for 2012, and the achievements of this year have laid stable grounds for us all, to jointly and successfully accomplish them. 5

OBJECTIVE I Achieve FOC within 2011; use existing KSF capabilities maximally, to guarantee security for the property and life of all the citizens of the Republic of Kosovo and to provide support to central and local institutions in accomplishing their tasks in the security area. 1. We have achieved Full Operational Capabilities (FOC) COMKFOR recommended FOC for KSF on November 22nd; 2. We have achieved approval of the KSF Pension Law; it was passed in the Parliament; 3. We have achieved the creation of Doctrines, Concepts and Standard Operating Procedures, in support of KSF Command & Control 4. We have completed successfully the recruitment campaign, selection, training and placement of the new recruits; 5. We have conducted several exercises: a. Field Training Exercise Rescuer 2011 by the Civil Protection Regiment; b. Command Post Exercise Agile Lion III 24-27 May 2011 c. Field Training Exercise Agile Lion IV 27-29 September 2011 6. We have conducted 11 Search & Rescue Operations; 7. We have conducted 11 Firefighting interventions; 8. We have carried out 7 Engineering projects in construction and road/infrastructure repair; 9. We have carried out numerous Demining and EOD operations in 11 locations where we have found 704 UXOs; 10. We have carried out 70 HAZMAT operations; 11. We have graduated the KSF Cadet Generation 2011 and we have selected Generation 2015; 12. We have carried out successfully the Officer and NCO training in country and abroad; 13. We have certified 13 KSF NCOs to operate heavy Engineering equipment; 14. We have drafted MOUs with important ministries in the Security Sector; 15. We have completed several planned infrastructure projects; 16. We have inaugurated the KSF driving school. 8

OBJECTIVE II Continue stand up/advancement of the KSF as a professional, nonpolitical, competent, dynamic, disciplined and multiethnic force; in line with the highest NATO standards, but with a national identity; distinguished as a proud security corps, ethical, reliable, well respected by all and full of esprit de corps. 1. We have included Values as an objective in the KSF Strategy; 2. We have achieved an increase in the participation of minorities in the KSF after the Recruitment Campaign; 3. We have named barracks/camps; 4. We have named units; 5. We have created the KSF Marching Band, which was inaugurated on November 22nd 2011; 6. We have changed KSF symbols/insignia; 7. We have provided medical assistance to returnees of the Serbian community; 8. We have established a library in cooperation with the National Library; 9. We have carried out environment cleaning operations (Batllava); 10. We have carried out humanitarian projects to help the communities; 11. We have assisted EULEX in searching for missing persons in 3 projects ( Peja, Livoç/ Gjilan and Zhilivoda/Obiliq); 12. We have carried out the Blood Donation Project by KSF members; 13. We have conducted important ceremonies: a. Ceremony of March 5 b. KFOR Commander Departure Ceremony c. COMKSF Change of Command Ceremony 14. We have conducted awareness lectures on Mines/UXOs, in different schools; 15. We have started broadcasting a regular monthly TV program on RTK called Our Force ; 16. We have marked June 12th, as the Anniversary of NATO Forces entering Kosovo, where we had guests from KFOR and RKS war veterans; 17. We have participated in the KFOR Change of Command with a KSF Unit. 9

OBJECTIVE III Empowering further the bilateral partnership with the US, EU countries, countries of the region and KFOR. 1. We have achieved the State Partnership with the U.S. National Guard of Iowa; a. We have had 3 visits in MKSF with Major General Timothy Orr of the U.S. National Guard; b. We have conducted 2 visits by the Minister of the KSF and the KSF Commander to Iowa National Guard and to the Office of the Governor of Iowa; c. We have had a visit by an assessment team of Iowa National Guard during FTX Agile Lion; d. KSF NCOs have been trained by the Iowa National Guard NCOs; 2. The Minister of the KSF and the KSF Commander have conducted an official visit to Pentagon and the U.S. State Department; 3. We have sent a KSF Security Attaché to the US; 4. We have increased the level of bilateral cooperation and selected 51 types of training with 11 countries: Albania, USA, UK, Lithuania, Turkey, Estonia, Germany, Netherlands, Japan, Slovenia, Hungary, etc.); 5. The Minister of the KSF and the KSF Commander have received Defense Ministers and Chiefs of General Staff at the MKSF; 6. We have deepened the cooperation between KFOR and KSF. 11

OBJECTIVE IV Start the process of integration of the RKS in NATO and participate in all actions, activities and projects foreseen in this process, including participation in peacekeeping and humanitarian operations. 1. The Minister of the KSF and the KSF Commander have visited NATO HQ; 2. We have lobbied in NATO for the establishment of an Individually Tailored Partnership Relationship between NATO and RKS; 3. We have lobbied constantly, with ambassadors of countries in the region and the EU, for the RKS membership in NATO; 4. We have participated in a seminar, organized by the Republic of Albania, with civilian and military representation, on Kosovo s NATO membership. 12

OBJECTIVE V Constructing partnership rapport and trust between the Republic of Kosova and the military forces belonging to all the countries in the region, as well as becoming a member off and participating in all regional security and defense initiatives and projects; ex: the South-Eastern European Brigade (SEEBRIG), the Adriatic Charter, etc. 1. We have successfully organized and conducted the First Regional Defense Ministerial Meeting in the Republic of Kosovo, where subsequently, a Joint Statement was signed; 2. We have participated for the first time in the A5 meeting in Montenegro; 3. We have participated for the second time in the A5 meeting in Albania; 4. We have participated for the first time in the Regional Approach to Stockpile Reduction (RASR); 5. We have participated for the first time in the Joint Exercise in Krivolak, Macedonia; 6. We have participated for the first time in the Traditional March in Netherlands, where we also got the 1st Place; 7. We have participated in the Emergency Exercise in Slovenia (Search & Rescue Unit); 8. We have participated (Civil Protection Regiment /CPR) in the training for Extrication Techniques in Traffic Accidents, in Bulgaria; 9. We have signed an MOU with the Leadership of the Republic of Turkey General Staff; 10. We have conducted bilateral meetings with Regional Defense Ministers in RKS and their countries; a. We have had mutual visits with the Minister of Defense of Macedonia; b. We have hosted a visit from the Minister of Defense of Germany; c. We have hosted a visit from Admiral Samuel J. Locklear III - NATO; d. We have had bilateral visits and meetings with Admiral Montgomery on bilateral bases with the US; e. We have hosted the a visit from Admiral Stavridis - NATO; f. We have had hosted the visit of General Sir Peter Wall, Chief of the General Staff, on bilateral bases with the UK Etc. 13

OBJECTIVE VI (Strategic Security Sector Review). According to the decision of the Government of the Republic of Kosovo and recommendations of the Security Council, review the existing legislation and drafting new legislation; creation of a strategy and doctrines, organizational structures as well as definition of the mission and constitutional duties, as to stand up the KSF into a force with all the necessary capabilities, for the protection and security of our country and all its citizens. 1. We achieve the creation of a KSF Strategy and its approval by the Government; 2. We have created a Proposal for the Strategic Security Sector Review; 3. We have lobbied for the support of the KSF vision for the future. 15

OBJECTIVES OF THE MINISTRY FOR THE KOSOVO SECURITY FORCE FOR 2012 & SOME OF THE CONCRETE ACTIONS IN THEIR SUPPORT 1. Approval of foc by the NATO north atlantic council and maximum use of capabilities to execute its constitutional mission and assist civilian authorities and communities. Execution of operations (demining, search & rescue, firefighting, EOD, HAZMAT, etc.), Humanitarian projects, Training in the country and overseas, Stand up of the reserve component and the NCO Corps, Receiving additional duties in support of KFOR and civilian authorities, Extension of contracts and implementation of the Pension Law. 2. Continuation of the stand up and building of KSF values, identity and visibility. Unique KSF uniforms, Monthly KSF magazine, KSF television program, Force Museum, Force Dorms, Traditional celebration in Divjak on the 10th of June, Marking the Resistance Day on the 5th of March, Marking the Force Day on the 27th of November. 3. Strengthening bilateral partnership with the US, EU countries, regional countries and KFOR. Implementation of the State Partnership Program with the Iowa National Guard, USA, Assigning military attachés to at least four embassies, Signing of MoUs and SOFAs with countries which we haven t signed them yet, Mutual visits of ministers/different delegations, Training of leaders, officers, NCOs and units, Implementation of the advanced cooperation plan with KFOR. 4. Membership in the adriatic charter and cooperation as a part of the regional security structures and initiatives. Participation in the regional Field Training Exercise, Participation in the summer camp in Krivolak, in Macedonia, Participation in the traditional march in Netherlands, Participation in the military pilgrimage in Lourdes, France. 16

5. Establishing formal partnership relations with nato and participation in humanitarian and peace support operations. Implementing the process of self-evaluation of the professional integrity of KSF Formulating the NATO individual partnership and cooperation plan, NATO familiarization training PSO training Deployment to Humanitarian and Peace Support Operations 6.
