As used herein, the term Scituate School Department shall mean and represent the Scituate School Committee. SUBMISSION OF QUALIFICATIONS and SEALED COST PROPOSALS (Qualifications Submission) All qualifications must be submitted in sealed envelopes and separately sealed cost proposals, plainly marked in the lower left-hand corner with the due dates, time, and the title of the work, service, material or equipment to which they relate endorsed thereon. Qualifications Submissions received after 3:00 pm will not be considered. Respondent assumes all responsible for submissions delivered by mail or commercial delivery service. Qualifications Submissions misdirected to other Town locations or which are otherwise not present in the Scituate School Department at the time of opening, for any cause, will be determined to be late and will not be considered. REQUIREMENTS, PRICES, WITHDRAWAL AND AWARDS Submissions of qualifications must be prepared in conformity with, and shall be based upon and submitted to all requirements of the specifications, together with all addenda thereto.
Price should not be part of the Qualifications Submissions. Respondents should be prepared to negotiate price with the School Committee, or Superintendent of Schools, or his/their designee if the Respondent is deemed qualified. It is the intent of the Scituate School Department to make an award in accordance with the specifications, based on qualifications of the Respondent. The successful Respondent will be notified at the earliest possible date by the school department soliciting the qualifications. The Scituate School Department reserves the right to negotiate a price for services outlined in the Qualifications Submission directly with the successful Respondent. REJECTIONS OF SUBMISSIONS The Scituate School Department reserves the right to reject the Qualifications Submission of any Respondent who has previously failed to perform properly, or complete on time with contracts of a similar nature, or who, in the opinion of the Scituate School Department, is not in a position to perform the contract, or who has habitually and without cause, neglected the payment of bills, or disregarded its obligations to subcontractors or employee, or fails to comply with any provision herein listed. The Scituate School Department can, at its discretion, waive any technicality, irregularity or informality in submissions whenever such rejections or waiver is in the best interests of the Scituate School Department. It will be the responsibility of each Respondent to familiarize themselves with the conditions listed herein and all additional requirements and specifications. Time Frame and Milestones The schools must be ready for full use by August 25, 2018. It is assumed that Owner s Project Manager Services ( OPM ) will commence June 1, 2018 and will be completed on or before September 31, 2018. Project Budget The total project budget is $4,900,000.00. This total budget amount includes: RIDE approved values - construction costs, A/E, OPM, FF&E, IT, financing, and any other project expenses. Project Funding Approved bond-funded projects include work at all five (5) Scituate School Department properties and work identified on the School District s Capital Improvement Plan. Statutory Compliance The project will be completed in compliance with all local/municipal and State entities having jurisdiction over the scope of work outlined above, as well as RIDE requirements. Terms of the Contract It is expected that a final candidate will be selected on April 6, 2018. Following this selection, the Scituate School Committee, the Superintendent of Schools, or their/his designee, will negotiate price terms with the successful Respondent and a contract will be executed between the Scituate School Department and the Respondent. The scope of the work may be modified by the Scituate School Department prior to beginning work on a given task. The Scituate School Department retains the option of granting a time extension of up to twelve (12) months with additional negotiated compensation, if funding is available, and if the level and scope of work is expanded by mutual written consent. OPM Project Scope This ( RFQ ) seeks applications to be the Owner s Project Manager ( OPM ) for the SSD s proposed school improvements and shall serve as Scituate School Department s agent and consultant during construction. The duties of the OPM shall include, but are not limited to: overseeing the project construction; ensuring compliance with the project plan; monitoring and compliance with project timeframe and budget. Included in these duties will be all ancillary responsibilities, including organization and communication with various involved parties. Ultimately, the OPM will be responsible for overseeing day-to-day construction of the project and ensuring coordination with all necessary parties and conformance with the project budget and schedule. For the purposes of this RFQ, the term owner s project manager shall mean an individual, corporation, partnership, sole proprietorship, joint stock company, joint Owner s Project Manager: Page 3 of 5
venture, or other entity engaged in the practice of providing project management services for the construction and supervision of buildings. Construction Oversight: Report regularly to Scituate School Department and all other necessary parties. Monitor the facilitation of bidding, qualifications, and securing of contracts with General Contractor ( GC ). Advise on any bid protests. Facilitate communication and relations with abutters and other interested local parties. Oversee Minority and Women Business Enterprise goal compliance and any other labor reporting requirements by the construction team. Review payment requisitions with Architect. Oversee protection of project materials. Ensure compliance with schedule and milestones. Oversee the securing of a Commissioning Agent and commissioning services. Owner Furnished Equipment ( OFE ) integration coordination oversite. Ensure that a safety plan is in place and that it is being followed by the GC. OPM representative shall be on site for a minimum of twenty (20) hours per week. Finalize Project Ensure timely completion of project. Drive securing final lien waivers and as-built plans. Ensure completion of punchlist. Drive the securing of Operations and Maintenance Manual(s) for the Scituate School Department, as well as any other necessary closeout information. Minimum Requirements In order to be eligible for selection, each Respondent must certify, in its cover letter, that it meets the minimum requirements. Any submission that fails to include such certification in its response, demonstrating that these criteria have been met, will be rejected without further consideration. The Owner s Project Manager shall be a person who is registered by the State of Rhode Island as an architect or professional engineer and who has at least 10 years experience in the design, construction and/or supervision of construction of public buildings: or, if not registered as an architect or professional engineer, the Owner s Project Manager must be a person who has at least 15 years experience in the design, construction and/or supervision of construction of public buildings in the State of Rhode Island. Evaluation Criteria In addition to the minimum requirements set forth above, all Respondents must demonstrate that they have significant experience, knowledge and abilities with respect to public construction projects, particularly involving the construction and renovation of K-12 schools in Rhode Island. The Scituate School Department will evaluate submissions based on criteria that shall include, but not be limited to, the following: 1. Relevant Experience: Past performance of the Respondent, if any, with regard to public and/or private, school projects across the Rhode Island. 2. Knowledge of Codes, Procurement and Sustainability Owner s Project Manager: Page 4 of 5
3. Project Understanding and Approach: Management approach 4. Project Team: Key personnel 5. Firm Qualifications / Capacity In order to establish a short list of Respondents to be interviewed, the Scituate School Department will base its initial ranking of Respondents on the above Evaluation Criteria. The Scituate School Department will establish its final ranking of the shortlisted. The Scituate School Department reserves the right to consider any other relevant criteria that it may deem.
