The San Diego Regional Fair Housing Resource Board (FHRB) is the voice of fair housing in the San Diego region and works to eliminate housing discrimination. FHRB is launching a contest in which you must create a 40-55 second video illustrating what fair housing is and what it means to you. SAN DIEGO REGIONAL FAIR HOUSING RESOURCE BOARD PUBLIC SERVICE ANNOUNCEMENT (PSA) CONTEST SUMMARY Who can enter the PSA Contest? Only currently enrolled students who attend high school or are currently enrolled college students (up to age 24) can compete in the Fair Housing PSA Contest. Participants under the age of 18 must have parental/guardian consent before submitting entries. Also, participants must be legal residents of the United States. How should the PSA be submitted for entry? PSAs must be submitted digitally. Entries may be submitted via mail (on CD/DVD or thumb drive) to: Fair Housing Program ATTN: PSA Contest North County Lifeline 200 Michigan Avenue Vista, CA 92084 Entries should be between 30-45 seconds in length and should discuss: What is Fair Housing? What does it mean to you? Entries must include the proper registration forms, waivers, compliance statements and releases. All entries must be received by the close of business February 28, 2012. Late entries will not be accepted. Can participants use other people's material? Entries must contain all original material (including music, images, etc.). No trademarked, copyrighted, or otherwise branded materials, logos, products, etc. may be used without express written permission from the owner, business, and/or organization. This can include logos on t-shirts, trademarked brands on products, etc. If entries contain copyrighted, branded, and/or trademarked materials without proper permission, those entries will be disqualified. Can participants use real-life experiences? Yes, FHRB encourages people to share their true stories. A completed Application with parental release (if applicant is younger than 18 years of age) must be submitted. All video participants must knowingly agree to appear in entries and must complete/sign the Video/Talent Release Form. These forms must be turned in along with the Applicant s entry. How will PSAs be judged? Who will judge? Entries will be judged by a panel of qualified Fair Housing professionals. Does it cost anything to enter the Fair Housing PSA Contest? There is no charge for submitting an entry. Can participants submit more than one entry? Yes. Participants may submit two entries per contest.
San Diego Regional Fair Housing Resource Board Public Service Announcement (PSA) Contest - Rules and Regulations 1. All entries must be produced as a video public service announcement. 2. Each entry must focus on Fair Housing rights. See www.sandiego.gov/cdbg/fairhousing for more details. 3. The length of each PSA should be between 30-45 seconds (not including the 10 second slate) 4. All entries should begin with a 10 second slate (or title screen ) that includes the following information: Lead producer s name School name School city Title of PSA Total running time (excluding the 10 second slate) 5. Each PSA must have one Lead Producer. Several students may work together on the project, but it must be submitted under only one name and any prizes will be awarded to the Lead Producer only. Participants can choose to divide the prize on their own terms if they choose. 6. Entries may be submitted via mail or in person (on CD/DVD or thumb drive) to: Fair Housing Program ATTN: PSA Contest North County Lifeline 200 Michigan Avenue Vista, CA 92084 The deadline for submissions is 5:00 pm PST on Thursday, February 28, 2013. Entries must ensure delivery by this deadline. Postmarks will not be considered. Winners will be announced no later than March 15, 2013. 7. All entries must be submitted in digital format. 8. No copyrighted materials (music, images, etc.) may be used for this contest unless you own the copyright or have a license to use the material for this contest. Written permission must be obtained and provided upon request for all copyrights materials. 9. No professional assistance is allowed. In the event of an Applicant under the age of 18 years, adults may assist with production, but are limited to verbal guidance only. Adults are allowed to be actors and/or camera operators, but not content contributors. 10. All appropriate forms must be submitted by the deadline of February 28, 2013 in order for an entry to be considered in the contest. Forms include a PSA Application with (parent/guardian signature for students under 18 years of age) and a Talent Release Form for each person who appears in the video. The entry package must include these forms. 11. Content must comply with all laws of the United States. Content must not (1) promote illegal behavior, (2) support racial, religious, sexual or other invidious prejudice, (3) advocate sexual or violent exploitation, (4) violate rights established by law or agreement, (5) invade the privacy of any person or
(6) be otherwise inappropriate as determined the Fair Housing Resource Board in its sole and conclusive determination. 12. The judges decisions are final. 13. The only compensation of submitting a video is the opportunity to be awarded a prize if the entry wins. FHRB will pay filmmakers no additional compensation nor be liable to the filmmaker under any circumstances. 14. Awards will be presented as follow High School Entries One (1) First Place: $1,000 One (1) Second Place: $500 Two(2) Honorable Mentions: $250 College Entries One (1) First Place: $1,000 One (1) Second Place: $500 Two(2) Honorable Mentions: $250 Local media will be contacted regarding the video contest and the winners. The winning PSA(s) may be aired on local television and will be placed on regional fair housing websites. 15. Students should keep at least one copy of their PSA. 16. Ownership of the underlying intellectual property of the project remains with the entrant, with the following exceptions: Entrants grant FHRB the rights to use their names, photographs, statements, quotes, testimonials and video submissions for advertising, publicity and promotional purposes without notification or further compensation. Entrants also grant FHRB the right to use, reproduce, reprint, distribute, perform and /or display the entrant s project video without further compensation or notification to the entrant. FHRB maintains the rights to reproduce, reprint, distribute, perform and display or exhibit the project for advertising, publicity and promotional purposes on their website, at conferences, or at any other venues. 17. By accepting the prizes, winners agree to hold FHRB harmless against any and all claims and liability arising out of the use of such prizes. Winner assumes all liability for any injury or damage caused from participation in the contest or use/redemption of any prize. 18.
