Army Natinal Guard Ammunitin and Explsives Safety Standards By Order f the Secretaries f the Army and the Air Frce: H STEVEN BLUM Lieutenant General, USA Chief, Natinal Guard Bureau Official: GEORGE R. BROCK Chief, Plans and Plicy Divisin Summary. This regulatin prvides plicy and respnsibilities fr the Army Natinal Guard (ARNG) Ammunitin and Explsives (AE) Safety Standards. It prescribes standards and prcedures fr the use f ammunitin and explsives. Prvides frce prtectin guidance fr Cmmanders with an ammunitin r explsives missin. It sets explsives safety standards t prtect Army Natinal Guard Persnnel, the public, and the envirnment. It als sets frth prcedures fr transprting ammunitin r explsives ver the public highway. Applicability. This guidance applies t all Army Natinal Guard Persnnel within the ARNG with respnsibilities r invlvement with any part f ammunitin r explsives peratins. Prpnent and exceptin authrity. The prpnent f this regulatin is Chief, NGB-AVS-S. The prpnent has the authrity t apprve exceptins t this regulatin that are cnsistent with cntrlling law and regulatin. Management cntrl prcess. Identify prcedures and frmats fr managing AE Strage Licenses, Site Plans, Safety Submittals, unexplded rdinance (UXO) Awareness & Avidance Plans, Amnesty Prgrams, Handlers Training Certificatin Bards, and Safety Cuncils. c. Apply cmpsite risk management (CRM) t AE peratins. d. Sustain missin capability and validate Cmmand assessment and management f AE Safety thrughut the ARNG. e. This regulatin incrprates and updates the ARNG AE plicy in all previus All State Memrandums in this subject matter. Explsive Safety Plicy It is ARNG plicy t implement DD 6055.9-STD, AR 385-10, DA Pam 385-64, DA Pam 385-30 and t: a. Manage and cntrl AE expsures t the fewest essential persnnel, t nly necessary amunts f AE, and fr limited perids f time that are cnsistent with practical efficient peratins and accmplishing missin bjectives. b. Ensure Sldiers are supprted with apprpriate AE awareness training, materials, instructin and AE Surveillance expertise. c. Perfrm CRM t reduce the injury, lss f life, and damage assciated with the hazards f AE. (1) CRM des nt cnvey authrity t vilate (deliberate r nt) lcal, state, natinal, r hst natin laws. (2) CRM des nt justify disregarding regulatry restrictins and applicable standards. (3) CRM des nt justify bypassing risk cntrls required by law, such as life safety and fire prtectin cdes, physical security, transprt and dispsal f hazardus material and waste, r strage f classified material. Cmmanders may nt use mishap risk management t alter r bypass legislative intent. (4) When restrictins impsed by ther agencies adversely affect the missin, planners may negtiate a satisfactry curse f actin if the result cnfrms t the legislative intent. d. This regulatin cntains management cntrl prvisins and identifies key management cntrls that must be evaluated (see appendix B). 1-5. Applicability The ARNG AE Safety Prgram, Plicy and Guidance is fr NGB, State Jint Frce Headquarters, Mbilizatin Sites, Training Areas, Battalins, ARNG Sldiers mbilized and still under the cntrl f the ARNG (nt Title 10), United States Prperty and Fiscal Office (USPFO) facilities, armries, and Army Aviatin Supprt Facilities. Plicy applies t: a. All types f AE materials used, stred, handled and/r maintained at ARNG facilities. b. ARNG facilities and activities invlving AE use, strage, issue, receipt, surveillance, test, dispsal and/r maintenance. c. ARNG facilities and activities with expsure t ther AE strage and wrk sites. d. ARNG units string r using AE at lcatins ther than thse administered by the ARNG, if the regulatin and plicy standards f thse installatins are less stringent than thse f the ARNG. e. General public cnducting peratins and/r business with ARNG units r at ARNG sites and facilities. Sectin II Respnsibilities Public law and military regulatins assign varius degrees f authrity, respnsibility and accuntability at varius levels with regard t the apprpriate use, handling, transprtatin and/r strage f AE. The respnsibilities identified here are nt all inclusive but represent the principle respnsibilities fr ensuring a functinal AE Safety Prgram. 1-6. Chief, Natinal Guard Bureau (CNGB) Authrizes and/r apprves the executin f DD Explsive Safety Standards in accrdance with (IAW) DD 6055.9- STD and applicable safety, envirnmental, transprtatin, and ccupatinal health laws and regulatins. 1-7. Directr, Army Natinal Guard (DARNG) a. Directs and apprves ARNG AE Safety Prgram plicy assuring cmpliance with applicable safety, envirnmental, and ccupatinal health laws and regulatins. b. Establishes ARNG plicy and prvides resurces necessary t implement the ARNG AE Safety Prgram per AR 385-10, AR and DA Pam 385-64. c. Is the apprval authrity per this regulatin r when DD and Headquarters, Department f the Army (HQDA) explsive safety regulatins require NGB cmmander apprval. d. With regard t AE and use by nn-dd entities f real prperty under the jurisdictin f the NGB: (1) IAW Title 10 U.S.C. 2692 and when NGB is delegated authrity by the Assistant Secretary f the Army fr Installatins and Envirnment (ASA(I&E)); the DARNG determines the prpriety f nn-dd strage, dispsal and/r use f nn-dd AE when supprted by an apprved memrandum f agreement (MOA) that fulfills the requirements f Title 10 U.S.C. 2692. (2) When ASA(I&E) has nt delegated authrity t make determinatins IAW Title 10 U.S.C. 2692 (r delegated authrity has expired) the DARNG (r his/her delegated authrity) requests a determinatin frm the Office f the ASA(I&E) regarding the prpriety f nn-dd strage, dispsal and/r use f nn-dd AE when deemed apprpriate and supprted by an apprved MOA that fulfills the requirements f Title 10 U.S.C. 2692. 1-8. Chief, Aviatin and Safety Divisin (NGB-AVS) a. Is the apprval authrity where DD and HQDA request and/r require Army Service Cmpnent Cmmands/Direct Reprting Units/NGB review and/r apprval. b. Executes the requirements f the DD and HQDA AE Safety Prgram, develping written prgram plicy and guidance. Has staff respnsibility fr the ARNG AE Safety Prgram, identifying and/r requiring: (1) Resurces necessary t effect plicy and standards thrughut the ARNG IAW AR 385-10 and DA Pam 385-64. (2) Technically cmpetent persnnel (including requirements fr Quality Assurance Specialist Ammunitin Surveillance (QASAS). (3) Crdinatin with ther HQDA staff agencies and the State Adjutant General n DD and HQDA AE Safety Standards and the ARNG AE Safety Prgram. c. Chairs the ARNG AE Safety Cuncil, identifying key issues and directing ARNG crrective actins. 1-9 Chief Safety and Standardizatins Branch (NGB-AVS-S) a. Be respnsible fr evaluating and crdinating ARNG AE Safety staff actins and persnnel. b. Crdinate issues and actins with DD, HQDA, Federal and State Activities, Cmmands, Agencies, and Organizatins. c. Briefs NGB, ARNG Cmmand and staff, as necessary, t keep the leadership infrmed f explsive safety requirements and issues and the status f the ARNG AE safety prgram. d.
