General Eligibility Be a local QRIS consortium that is: Using: Quality Continuum Framework Tiered Rating Matrix that includes the 3 Common Tiers Implementation Guide Operating a QRIS on or before June 1, 2015 (rating ECE programs); subsequently, prior to release of RFA Inclusive of EC stakeholders

Use of Funds 1. Local QRIS block grants to CSPPs at Tier 4 or 5 2. Quality Improvement Activities for CSPPs not yet at Tier 4 Coaching, PD based on the CQI Pathways, training stipends, program incentives and Supplies 3. Assessment and access projects that do not exceed 20% of grant Include FCCHENs that provide CSPP services 8

$1,000,000 Local Block Grants & QIA $800,000 Assessment & Access $200,000 Local Block grants for CSPPs at Tier 4 and 5 Quality Improvement Activities may include, but not be limited to: 1. Program incentives 2. Training stipends 3. Staff providing quality improvement 4. Coaches 5. Contract(s) to provide quality improvement activities Assessment of Programs based on the Rating Matrix Elements, including: 1. CLASS Assessments 2. Environment Rating Scales Access activities may include, but not be limited to: 1. QRIS database 2. Communications

Infant/Toddler QRIS $24 M in 1-time funds for an Infant Toddler QRIS Block Grant To provide training, TA & resources to help I/T child care providers meet a higher tier of quality No more than 20% may go directly to child care providers Each QRIS county to receive a minimum grant of $25,000 Funds available until 6/30/17 10
