Report of Committees: (On file) a. Service Officer Report: JVC Williams briefed, per the National Commander Service Officer, over 8 Billion dollars in compensation and disability has been paid out to Veterans. b. Community Services & Buddy Poppy No report c. Membership SVC Riggs D5 has achieved 101.35% of Membership with a total of 1495 total Members d. Surgeon Comrade Farrell briefed on Mental Health Awareness, stating that Veterans have unique mental health needs, stressing that 30% of veterans deployed to Iraq and Afghanistan will require treatment for mental health conditions, 60% of Veteran suicides are among people age 50 or older, 18.5 % of service members returning from Iraq and Afghanistan will be diagnosed with PTSD and depression. Comrade Farrell gave 5 signs to look for: Personality changes, uncharacteristically angry, anxious, agitated or moody, withdrawal or isolation from other people, neglecting self-care and engaging in risky behavior and overcome with helplessness and overwhelmed by circumstances. Bottom line Look Out For Each Other e. VOD/PP/TA Comrade Holub Briefed that while our student from D5 did not win at the DPA level, she did a fantastic job and looks forward to trying again next year. Comrade Holub also stressed that we look for more student candidates for the next year s competition by July/August of 2019. Comrade Riggs briefed that he will be working this program next term for DPA. f. POW/MIA Comrade J. Maughmer No Report g. Bylaws Committee Report Comrade Kershaw No report h. Cooties SS F. Comrade or the family of a Comrade in Distress: Post 9951 reported that Comrade Aguilar Mother is under hospital care Post 10217 reported Comrade Lubin passed away 21 October 2018, Comrade Bragg is assisting Mrs. Lubin Post 10249 reported Comrade Wilhite passed away 14 November 2018 Post 10249 reported on Comrade Cox who is isolated without transportation near Nong Bua Lamphu. Post 12146 reported Chaplain Steuer s wife has been diagnosed with terminal cancer Post 12146 reported Comrade Cooperman s wife suffered a heart attack and is recovering well after a stent was installed near the heart 13. Reading of Bills: Three bills were submitted: Post 10249 in the amount 600 Baht for a memorial wreath, Post 10217 in the amount of 500 Baht for a memorial wreath (both are already budgeted, no motion is required), Post 9951 in the amount of 1500 Baht for flowers presented to the wife of Dr. Nick (this bill was covered by a previous motion at the last D5 meeting and does not require a further motion) 14. Unfinished Business Commander Marohl requested that he be CC d on any correspondence sent to DPA Commander Marohl gave a recap of the C of A held in Angeles City, Philippines. Reminder given to post 9951 and 12163 for officers who s membership is soon to expire. 15. New Business: v Commnader Marohl opened the floor for nominations of Officers for the 2019-202o term, nominations will remain open through the next D5 quarterly meeting in April 2019: Commander: D. Marohl (declined) R. Riggs, Post 9951 (accepted) Sr. Vice Commander: L. Williams, Post 12146 (accepted) Jr. Vice Commander: P. Jones, Post 12017 (accepted) Quartermaster: L. Holub, Post 12146 (accepted) Chaplin: G. Steuer, Post 12146 (email on file accepting nomination) Judge Advocate: E. Kershaw, Post 12146 (accepted) Surgeon: J. Farrell (declined) Trustee three year: D. Morgan, Post 12146 (accepted) Trustee one year: T. Friend Post 9951 (accepted) Note: Trustee 3 Year Rositer will move up to the Trustee 2 Year for the next term v Commander Marohl briefed the DPA Convention will be 9-13 June 2019, Fiesta Resort and Spa in Saipan, rooms will be $117per night and does NOT include

breakfast, the hotel will offer 10% for meal discounts v Convention book ads and payments will be sent to DPA QM Callaghan NLT 31 March 2019 v Post Delegates and letters must be sent to D5 Adjutant prior to the D5 Quarterly meeting in April v DPA National Community Service Award must be submitted to the D5 Commander by 25 March, only 1 submission per District is allowed, all other DPA awards must be submitted by 15 March 2019. v District meeting schedule for July: Tentatively scheduled for Cambodia awaiting confirmation by post 11575 v JVC Williams made a motion to purchase a Lotus Crystal plaque for our VASO Liz Salvador for the great help she has given to our District SO s on getting claims processed, the motion is not to exceed 4,800 Baht, the motion was seconded by Comrade Farrell, the motion passed v SVC Riggs briefed that he will submit a bid for the C of A, December 2019 v SVC Riggs made a motion NTE 2000 Baht for a 2 Memorial wreaths to be placed at US Monument and the ANZAC Memorial Cemetery, QM Holub seconded the motion, the vote passed v JVC Williams made a motion for the District to spend 3000 Baht as a hole Sponsor for the upcoming Udorn Thani Charity Golf Tournament, Comrade Smith seconded the motion, the vote passed 16. Good of the Order: v DPA JVC comments DPA JVC Stein congratulated everyone on the fantastic turnout for the D5 meeting and Social. JVC Stein stressed the importance of the Post and Districts working together will benefit all Veterans, it is the mission of the VFW to foster camaraderie and communication, membership will follow. JVC Stein stressed the importance of friendly Post, not only saying hi to new members at the installation but every time you see a Comrade. Ensure that all Post are holding installation ceremonies for new members and get new members involved in the Post. DPA JVC Stein wrapped up stating all Post need to have good, well trained Service Officers and if they have any problems to contact ADSO Williams. v D5 Commander Marohl reminded everyone that the next D5 meeting will be 19-20 April 2019 in Chiang Mai hosted by Post 12074 v Comm. Marohl informed everyone Thai Veterans Day Ceremonies will be held in many locations on February 3 and encourages all to attend your local ceremony. v Comm. Marohl presented DPA awards to Comrade Fitchett and ADSO Williams for their continuous hard work as SVO s helping Veterans and their spouses. v Comm. Marohl presented a DPA award for Comrade Butler for his continuous recruiting efforts v The 50/50 raffle was held by Post 10249, the split was 4450 and was donated to the members home Post of 9951 for the work.

17. Closing Ceremony: The meeting was closed by CDR Marohl IAW VFW ritual at 12:00. The next meeting of District V will be in Chiang Mai with Post 12074, 19-20 April 2019. For the Commander: Michael Cooperman Adjutant, District V Delbert N. Marohl Commander
