FEDERAL AND STATE FUNDED TRANSIT PROJECTS NOTE: On February 29, 2012, TxDOT issued a Memorandum to all MPOs with less than 200,000 population NOT to include any projects in their respective TIPs that contain FTA funding from Section 5310 (Elderly and Individuals with Disabilities), Section 5316 (Jobs Access and Reverse Commute, or JARC), and Section 5317 (New Freedom) grants. TxDOT is the recipient of these funds and will program and administer these funds for projects they will include in their State Transportation Improvement Plan (STIP). This allows TxDOT to program the projects on a broader, more regional basis. Abilene MPO FY 2013-2016 TIP Page 16 of 27

APPENDIX B RECENT HISTORY OF THE TIP AND TIP AMENDMENTS This Appendix contains the history of the TIP along with any amendments to it. In addition, information is provided about new, modified, or removed projects related to our Public Participation Plan. Information in this section details methods used concerning transportation or transit projects and how information about these projects are distributed to reach as many people as possible. Methods for disseminating information can include internet, newsletter, notification, and media. ADOPTED BY THE POLICY BOARD (Draft) FY 2013 TO FY 2016 TIP March 20, 2012 ADOPTED BY THE POLICY BOARD (Final) FY 2013 TO FY 2016 TIP April 24, 2012 COMMENTS RECEIVED Only one comment was received, an email on April 9, 2012 at 10:31 PM. The person had three basic questions/concerns: they noticed that the TIP did not contain any projects or funding for the Elderly and Disabled communities; they inquired about the status of the grant application previously submitted to obtain enunciation equipment; and they commented that they would like to get involved to the extent practical. Each question/concern was thoroughly explained and the person was satisfied knowing that his primary concerns were simply procedural changes, not funding changes; the grant has been received to purchase enunciation equipment and CityLink will soon be going out for bids to purchase, install, and test the equipment; and the person was invited to participate at any time and we would also include him on our email list to keep him updated.
