The Lompoc Valley Park, Recreation, and Pool Foundation (LVPRPF) approached the City Council in June 2012 with a presentation proposing a Motorsports Park at the Lompoc Airport. November 2012 Staff and members of the LVPRPF Subcommittee met with a representative of the State of California Department of Parks and Recreation, Off-Highway Vehicle Division to discuss possible funding of the Off-Highway Vehicle (OHV) portion of the proposed project only.
February 2013 City Council authorized an interim Kids Motorcycle Fun Park at River Park; and approved a MOU for development and temporary three (3) year operation, to March 02, 2016 March 4, 2013 Preliminary grant applications were submitted separately: LVPRPF for operation of the Kids Motorcycle Fun Park; and The City was the applicant for the Motorsports Park project at the Airport, per the State grant requirements. The development process includes funds for environmental review and initial construction and the funds can be utilized for up to three (3) years.
July 5, 2013 Final awards were posted on the State website LVPRPF for operation of the Kids Motorcycle Fun Park, in the amount of $44,913; and The City for development, in the amount of $998,107. Once awarded, the initial grant funds are distributed as reimbursements. August 6, 2013 The project was originally scheduled for Council consideration; however, additional time was needed for review of the documents by LVPRPF. November 19, 2013 City Council hearing regarding Memorandum of Understanding (MOU) and adoption of Resolution 5866(13) authorizing the City Administrator to proceed with the grant. December 30, 2013 Grant was signed by City Administrator and State Representative, funds available for Phase 1 Environmental Review.
October 21, 2014 project application submitted to City and status update provided to City Council November 20, 2014 letter mailed to LVPRPF advising them that their project application was incomplete and additional information needed to be provided Subsequent submittals on February 06 and March 11, 2015 Application remains incomplete
