Statements & Search Criteria Statements Mission Statement The Boyle Landmark Trust, a non-profit advocate for historic preservation, endeavors to put back into use historic and historical structures so they may better serve our community and illuminate their important educational, social and cultural function. Background Statement Cecil Dulin Wallace founded Boyle Landmark Trust in January 1971. Perryville became the first major project of the Boyle Landmark Trust when the organization purchased many of the buildings along Merchant's Row. Boyle Landmark Trust saved, preserved and restored these buildings with the help of the Perryville Preservation Association. Thanks to Boyle Landmark Trust, buildings like the Karrick-Parks House and Greens Drug Store are still standing today, contributing critical elements of the famous and award-winning downtown Perryville Historic District. As her health began to fail, Mrs. Wallace's passion for saving landmarks became dormant, and the Boyle Landmark Trust also entered into a phase of less activity. In 2000, the trust was revived through the work of the current board and has continued Mrs. Wallace's work to save and revitalize structures in Boyle County. The Wilderness Road project, with the restoration of the Hemp Factory Office, was supported in 2003. Soon after, it was uncovered that the Boyle Landmark Trust owned the Willis Russell Memorial House, and not the historic society that had been in charge of maintaining the property. By this time, the Willis Russell Memorial House was in dire need of repairs and renovations, and the present work to stabilize the structure and preserve its historic elements began. The Boyle Landmark Trust continues to provide historic education and awareness to the community, and has hosted innumerable events, workshops, and lessons over the years. A plaque program' was launched in 2013 and has resulted in numerous plaques posted on historic structures in the county to signify a property's historic significance, and has spurred new research into our built environment to compile the information in the application for a plaque. In 2016, the Boyle Landmark Trust launched its newest initiative, to create a Revolving Fund for historic preservation in Boyle County. Impact Statement In 2016, Boyle Landmark Trust embarked on an ambitious effort to investigate the viability of a Revolving Fund dedicated to Historic Preservation in Boyle County. We have expanded those efforts in 2017, developing selection criteria, increasing organizational capacity and expertise, and beginning to raise funds for the Fund. BLT continues to work on rehabilitating the 1790s Willis Russell Memorial House log cabin, with a final round of fundraising underway to complete the work. The BLT Plaque Program continues to encourage and expand research into our community's built environment. BLT continues to be an advocate for the preservation of historic buildings, and held numerous meetings in 2017 to try to save the Boyle House and the Clay Building, always maintaining good relations with the landowners, agencies, government, and the public. Successful fundraising efforts in 2017 will result in the launching of the Revolving Fund, completing years-long restoration of the Willis Russell Memorial House, expanding staff capacity, and increasing our educational impacts in the community. Impact Impact Goals Boyle Landmark Trust works to protect historic properties and help foster the modern use of historic buildings in Boyle County. We advocate for the preservation of our historic structures and cultural landscapes, we educate the public about our shared history, we restore important buildings, and we do all of our work with an eye toward collaboration and partnerships. We build bridges from our significant history to our bold and modern future. 5
Programs Programs Willis Russell Memorial House Description Boyle Landmark Trust owns and is restoring the Willis Russell Memorial House, a 1790s log cabin in downtown Danville. Rehabilitation efforts by BLT has saved the building from collapse, and will return the property to productive use in the 21st century. The cabin is one of the only surviving structures from Kentucky's earliest days, and is one of the oldest structures still standing in its original location in Danville. The cabin is known as the Willis Russell Memorial House in honor of Willis Russell who started a very early school for African American children at or near the site around 1840. The cabin was likely built by Thomas Barbee in the 1790s. In recent years, the Willis Russell Memorial House has undergone significant repairs which were necessary to save it from deteriorating beyond the point of restoration. The building is now stable, but it is currently vacant as other improvements are needed to make it ready for productive use in the twenty-first century. Population Served,, Revolving Fund Description Category Boyle Landmark Trust is working with the community to create a Revolving Fund for historic preservation projects in Boyle County. Money is being raised to capitalize the Revolving Fund, and projects are being researched and vetted before the first Revolving Fund project is pursued. The goal of the Revolving Fund is to provide needed money to save historic properties and return them to productive use. Charitable dollars are being raised to capitalize the Fund, and then any proceeds generated by a Revolving Fund project will be returned to the Fund to capitalize the next project. It is hoped that the Revolving Fund can support private landowners to conserve more of our historic built environment and cultural landscapes before they are lost. Property owners must submit an application to BLT, which compiles historic information about the structure and any former residents known to history. Property owners my purchase either a bronze or aluminum plaque, and dozens are proudly displayed on historic buildings from one corner of the County to the other. Population Served,, 6
Education Description The Boyle Landmark Trust education program educates our community about our rich history. Members of the BLT Board often lead tours of historic properties and provide lessons to local schoolchildren. The significant archives of the BLT preserve important images and stories, which are drawn upon for educational outreach and materials. Multiple publications by BLT every year, including brochures, website, social media, books, and print articles provide a wealth of information free to the public. Workshops are frequently hosted by BLT, bringing in outside expertise or highlighting local talent to provide history or lessons on the work of historic preservation of buildings.
