POSITION DESCRIPTION Te Aho o Te Kura Pounamu Position: Qualifications Leader Wahanga: Curriculum Team Location: Portland Crescent Reporting to: Deputy Chief Executive - Ako Salary Level: Hay Level 17 POSITION SUMMARY The Qualifications Leader is responsible for the quality of Te Kura s qualifications provision including convening and organising internal exams moderation and quality assurance. The position holder is responsible for the monitoring of all qualifications data and ensuring that assessment guidelines and processes are adhered to and meet the New Zealand Qualifications Authority s (NZQA) requirements. The Qualifications Leader provides advice, support and professional development to Te Kura managers, Kaihautu Matauranga, Curriculum Leaders and teachers on the management of, and new developments in, Te Kura s provision of qualifications and the National Qualifications Framework and related assessment. The Qualifications Leader develops effective relationships with external stakeholders that contribute to improvements in assessment and qualifications for Te Kura. This includes liaison with New Zealand Qualifications Authority (NZQA) and preparing communications regarding internal and external examinations assessment and qualifications for students, parents and caregivers, other schools and other institutions. The role sits within the Curriculum Team. The Qualifications Leader works closely with the Manager Enrolment Services, Manager Finance and the Chief Advisor, Strategy and members of their teams as delegated. The position holder will carry out duties in a manner that supports the vision, strategic priorities and values of Te Kura and complies with all Te Kura policies and procedures. The Qualifications Leader is required to comply with all Te Kura health and safety policies and procedures. KEY ACCOUNTABILITIES Provide leadership in assessment and qualifications strategy, policies, practice and compliance Ensure the administration of Te Kura qualifications meet NZQA /Principal s Nominee requirements Lead the provision of qualifications for Te Kura students, according to their development, needs, interests and talents Lead Curriculum Leaders/Kaihautu Matauranga, Senior Teachers and teachers in best practice in implementing Te Kura Qualifications provision. Guide Curriculum Leaders/ Kaihautu Matauranga in ensuring the development and provision of a wide range of qualification pathways for students. Work collaboratively with Curriculum Leaders/Kaihautu Matauranga to develop programmes that prepare students for external examinations, and develop good moderation practices Manage the Te Kura assessment strategy and plan, and provide advice in regard to assessment in the National Qualifications Framework Maintain external relationships with regard to matters relating to qualifications and assessment Chair the Appeal s Committee Receive, respond and manage appeals, and provide advice and guidance in relation to appeal procedures and breaches Provide advice on the analysis of NCEA results/reports Contribute to the development of curriculum policies in consultation with the DCE Ako Monitor MoE/NZQA developments re NZQF and NCEAs and implications for Te Kura policies and procedures. Review and implement in association with the DCE Ako, assessment and qualification teaching guidelines, policies, processes and procedures Implement good practices across the school to ensure Te Kura s qualification consent to assess remains current Participate in cross school projects as required Lead the implementation of internal Te Kura examinations. Be the Principals Nominee for Te Kura for the purposes of coordinating contact with NZQA on qualifications and assessment matters Provide a first point of contact for NZQA in relation to high level queries and requests. Liaise with NZQA s School Relationship Manager (SRM) on a regular basis to establish and maintain a close working relationship Through NZQAs SRM maintain a close working relationship with the data team and special assessment team at NZQA Through the Enrolment Services Manager liaise with delegated employees who carry out specific administrative
functions of the Principal s Nominee for Te Kura including the application for Special Assessment Conditions, collection of NCEA fees, applications for financial assistance and registration for externally assessed standards. Liaise with the Enrolment Services Manager regarding administrative functions in relation to Special Assessment Conditions, collection of NCEA fees applications etc Ensure that all administration functions are audited to ensure accuracy of data is paramount as required by NZQA Ensure the findings of external and internal reviews and moderation are addressed Trouble shoot and manage complex issues and queries relating to qualification issues as required Prepare Te Kura for the Managing National Assessment (MNA) review as required Arrange subcontracting and MOU arrangements with schools who do not have consent to assess and have students enrolled as SD students Coordinated administration of Te Kura s internal examinations. Manage the schools assessment and qualifications practices Provide Quality Assurance of qualifications data and processes Ensure Te Kura s qualifications practices are compliant and of high quality, including the information sent to students, teachers and NZQA about qualifications. Review NZQF standards to ensure current versions are being assessed. Coordinate the implementation of the annual external moderation plan Prepare moderation reports for SLT and BOT. Ensure the assessment manual on internal moderation is current and relevant and the process followed Promote and lead the introduction of digital online assessment. Ensure Te Kura participates in trials and pilots offered by NZQA in moderation and assessment Advocate for the provision of online digital assessment for overseas students for both internal and external assessment. Ensure cross curricular assessment at Te Kura meets all NZQA requirements Ensure the quality provision of Te Kura s internal examinations. Ensure all Te Kura qualifications data is accurate and meets NZQA requirements working with delegated members of the Chief Advisor, Strategy s team Authorise reports and data for transfer to NZQA.
Contribute to improvements in Te Kura assessment and qualifications practice by providing information and professional development to relevant groups Deliver professional development, staff training and/or inform staff of changes and updates regarding qualifications requirements and Te Kura s internal examination processes Evaluate and disseminate up-to-date knowledge of teaching, assessment, evaluation and reporting methodologies Attend Secondary Qualifications Advisory Group meeting as required by DCE Ako. QUALIFICATIONS, ATTRIBUTES AND EXPERIENCE Education, skill, general knowledge and experience Thorough working knowledge of National Qualifications Framework (NQF), NZQA and consent to assess processes across the Secondary education sector Thorough knowledge and experience of the Secondary Pathways at NZQA Sound knowledge of assessment and testing theory and practice; and current evaluation practice.
