Short Summary This training session abempted to delve into the mysteries of local government and Labour Party structures. Our guest speakers Alison Spencer-Scragg, Chair of Labour North West & Regional Poli,cal Officer for Unite the Union, and Ma<hew Garlick, LCF Panel Co-ordinator, helped us understand how local government and Labour structures work. Mike Finn, Poli,cal Analyst and Lena Šimić, Walton CLP Poli,cal Educa,on Officer facilitated a workshop, You in the Labour Party Structures, and a follow-up discussion/sugges,ons on future training.

Who are the officers of the CLP? Each CLP has a set of execu,ve officers: Chair; Vice- Chair; Vice-Chair Membership; Secretary; Treasurer; Women s Officer. These all sit on the Execu,ve CommiBee and as the Labour Party operates a policy of gender balance, at least 50% of these officers must be women. In addi,on, the CLP can elect func,onal officers for specific areas of work, e.g. Poli,cal Educa,on Officer; Trade Union Liaison Officer; Equality Officers for BAME, Disability, LGBT and Youth; Fundraising Officer etc. from A Guide to How the Labour Party Works from Unite the Union
What is the Local Campaign Forum (LCF)? Local Campaign Forums are based on council boundaries, allowing several CLPs that are part of the same local authority area to meet together. Membership comprises the Leader and Deputy Leader of the Labour Group of Councillors, representa,ves from CLPs and trade unions. LCFs recruit and shortlist poten&al candidates for council elec&ons. They co-ordinate campaign ac&vi&es and develop the elec&on strategy locally. Liverpool Local Campaign Forum (LCF) LCF consists of 5 Liverpool cons,tuencies: Garston and Halewood, Riverside, Walton, Wavertree and West Derby Who sits on LCF? - Leader of the Council - Deputy Leader of the Council - Panel co-ordinator - 5 Cons,tuencies, each with 7 delegates (Campaign Coordinator, Secretary + 5 further delegates out of which Chair, Treasurer and TULO are recommended) - 5 Members of Parliament (MPs) - 3 Members of European Parliament (MEPs) - 5 delegates from Young Labour (1 from each Cons,tuency) - 5 delegates from Co-opera,ve Party (1 from each cons,tuency)
