Signing Deadlines and Reminders NLI must be signed by the PSA within 7 days of issuance. NLI must be filed with the Conference Office within 14 days of PSA signature. If a PSA signs on the 1st day of the period s/he must note both the DATE AND TIME of signature. Minors, those under 21, must have the signature of their parent or legal guardian on the NLI.
NLIs can be signed electronically provided the prospective student-athlete (PSA) and/or parent s signature is a replica of the actual signature (e.g., using mouse, stylus, finger to sign). Digital signatures are not a replica of the actual signature. PSAs can download apps to sign documents and send electronically. The director of athletics and/or financial aid authority signature can be a digital signature (e.g., authorized pdf stamp).
GW may not award an athletics aid without the NLI, as a PSA is not permitted to sign an athletics aid agreement before the initial NLI signing date in each signing period. For sports with initial signing dates in both November and April, an athletics aid agreement may not be signed before the November initial signing date, after the November signing period ends or before the April initial signing date.
High school early graduates (sports with an early signing period) PSAs graduating early from high school and enrolling midyear are permitted to sign a 2016-17 NLI with 2016-17 athletics aid. Institution can add spring 2016 aid with the NLI (multiyear aid) however we do not currently provide multiyear awards.
Nontraditional academic calendar PSAs recruited during the 2015-16 academic year and graduating December 2016 cannot sign an NLI until November 2016. Intended that PSAs signing NLIs during the 2015-16 signing year are positioned to enroll fall 2016. See also Division I NCAA Bylaw 13.9.2.2.1
If a PSA s parent or legal guardian is not available to sign the NLI due to extenuating circumstances, a cosigner must be approved in advance by the NLI office. The following information must be submitted: Name of PSA; Explanation of why parent or legal guardian is unable to sign NLI; and Name and relationship of individual (not a coach or athletics administrator) who has agreed to sign with the PSA.
In order for NLI to be valid: PSA and parent/legal guardian signing date and time (a.m./p.m.) Parent/legal guardian signature requirement under the age of 21. Signed within 7 days of issuance date. PSA and parent do not have to sign on same date. 7 day signing deadline does not apply if 7 days are not remaining in the signing period.
NLI and aid agreement must be submitted to the conference office within 14 days of final signature on NLI. Conference office must enter NLIs in the database in a timely manner to ensure visibility and to maintain accurate NLI records. Institution should check NLI Reports located under NLI tab on LSDBi. If NLI is declared invalid, PSA can sign again, if within a signing period.
Must cease contact with NLI signee and his or her family members once the PSA signs NLI with another institution. Any contact in excess of an exchange of a greeting would result in an NLI Recruiting Ban Violation regardless of the conversation. The conversation does not have to result in a recruiting discussion for a violation to occur.
NLI Release requests are initiated by the signee using the online NLI Release Request process located at www.national-letter.org. Once a release request is submitted, an email is sent to the director of athletics and senior compliance administrator as listed in the NCAA membership directory. The email provides the link to the release request for institutional decision. If an institution issues a no release decision and later wants to change the decision to a complete release or lift the recruiting ban, the NLI office must be contacted to unlock the release record and have the signee resubmit the release request. An institution can change a no release decision even after an appeal decision.
Binding NLI If a PSA does not show up for preseason practice or fall enrollment, the NLI remains binding. If a PSA quits the team, the NLI remains binding. If a PSA does not complete the admissions or NCAA Eligibility Center process, the NLI remains binding. With all of the above, the PSA did not fulfill the NLI agreement to attend GW for one academic year.
