ECC Board of Trustees Executive Summary Date: August 31, 2017 Subcommittee: Consent Agenda Item: Fees for Service for 2017 2018 ECC Law Enforcement Training Academy (LETA) This item is for: For Board's Approval Backup Documentation: Attached to this document Background Information: The Law Enforcement Training Academy (LETA) regularly uses experts in its field to provide training. The Basic Course for Police Training program trains sworn officers as well as candidates of the Preemployment Program. Pre employment candidates receive certification from the New York State Department of Criminal Justice Services to be employed by a police agency. In addition, through inservices, the LETA trains all local officers for state mandated and voluntary training. Experts utilized by the College consist of current and retired officers, court officials and civilians with previous law enforcement backgrounds. Their professional knowledge includes, but is not limited to, firearms, emergency vehicle operations, incident management, crime scene investigation and domestic violence. These subject matters alone require instructors to be state certified and well versed. The realm of law enforcement is constantly evolving and the need for up to date information is great and solidifies the need for Academy instructors who are proficient and professional in their field. Reasons for Recommendation: To provide competently trained officers throughout the region for public safety and to honor a memo of understanding between the college and Erie County. Fiscal Implications: An average of 25 Pre employment candidates are in the Academy s biannual Basic Course for Police Training. In 2016, there were 33 in service classes with 686 officers in attendance. Consequences of Negative Action: Inability to meet agreement requirements and community obligations.
