13 From R&D to Public procurement of Innovation When it comes to R&D, Governments have been (and still are) playing an extremely important role in financing breakthrough innovations (so-called GPT s (General Purpose Technologies)). In fact, some argue that Governments have acted as natural born entrepreneurs by taking (extremely) high financial risks. (1) Contradiction However, when it comes to actually buying innovative solutions (after the R&D-phase), public organisations - more specifically in Europe - are typically very riskaverse and laggards in terms of adopting innovative solutions!! Public organisations should be stimulated to become early adopters of innovative solutions, thereby increasingly playing the role of reference customer. Awareness building 16 Often, public organisation are not aware of the (technological) innovative possibilities available on the market There is a strong need to bridge the knowledge gap between technology providers and public buyers 2 hands-on recommendations Regular technology-discovery markets (such as Meet-your-buyer event) should be organised Set-up a central Supplier Accreditation platform (cfr. 20 PCP : Pre-Commercial Procurement PCP = public acquisition of R&D services (commercial end-product or service not yet existing) Typical duration of PCP-project = 2 years No clear idea of solution space, but clear idea of problem space that is in need of solutions 70% funding by European Commission of the procured amount + 100% funding of coordination Example: 5 M PCP cofund grant EU contribution: Max 1,5 M for coordination + 3,5 M for PCP (procurement of 5 M) Example: 3 M PCP cofund grant EU contribution: Max 0,9 M for coordination + 2,1 M for PCP (procurement of 3 M) IP remains with the providers, but cities have usage rights 1. Process simplification EU-regulation allows to define alternative evaluation criteria (next to price and quality) in call for tender, eg. degree of innovation Call for action: all public organisations to include these alternative criteria in their future call for tenders Public tendering is a complex process, with a lot of formal hurdles, often too high for small innovative companies some recommendations: Reduced security amounts: often 5-10% of total tender-amount Smaller tender-lots: more feasible for small innovative companies Payment-terms: not more than 30 business days IPR-agreements: openness within public organisations to discuss transfer of IPR 1. Stimulating public procurement of innovation : 4. Target-setting 26 Public organisation should impose themselves targets for innovative procurement (cfr. SBIR in USA) Eg. 3% of total spent on procurement of externe products and services goes into direct procurement of innovative products and services technology exploration studies + living-lab tests joint PCP-projects This can be done without increasing existing budget and government spent, i.e. it is a mere re-allocation of existing budgets Strict follow-up of this target should be included in yearly strategic procurement evaluation exercise 1.
