1. PHILOSOPHY Leading Cities is a global non-profit organization that improves the quality of life in cities through the development of Smart Ecosystems. We define this ecosystem as: Sustainable economically, ecologically and sociologically Responsible empowering communities and projects that promote equity Inclusive establishing collaboration between academia, business, public administration, citizens and non-profit sectors (Q-helix) Our comprehensive approach combines theoretical thinking, applied science analysis, identification of disruptive technologies and social patterns, and the acceleration of solutions to generate real results and impact. 2

Develop the philosophy and aims of the Network in each local ecosystem by researching, analyzing, identifying and accelerating projects and solutions. 2. LEADING HUB

2.1 LEADING HUB DESCRIPTION In collaboration with Local Advisory Boards, Leading Hub is a convening space for reflection, analysis and action in the field of Smart Cities to identify major challenges/problems and emerging solutions to design and redefine the future of cities. Research Current analysis & benchmarking Results Redefining 21 st Century Cities Action Resolution through policy & technology 5

2.2 LEADING HUB PURPOSE Combine the efforts of the Local Advisory Boards of Leading Cities to: Convene Q-Helix - all 5 sectors of society (public, private, non-profit, academia and citizens). Identify, define & prioritize Smart City related problems & opportunities. Identify disruptive technologies and emerging social patterns. Generate coalitions of support from all 5 sectors of society, reducing opposition and increasing implementation. Global, Result-oriented, Think Tank - Leading Cities provides a critical link between theoretical thinking on a global scale and transformative change through local impact and results. 6

3. LEADING CITIES ACCELICITY PROGRAM

3.1 ACCELICITY Purpose: Accelerating society at the rate of innovation. The Leading Cities accelerator, AcceliCity, will provide critical mentorship and access to international markets and investment funding specific to the needs of Smart City solution providers. Program: Competitive global search for transformative Smart City solutions and emerging technologies Mentoring from global Smart City experts and practicioners Intensive Boot Camp: Access to funding opportunities- Pitch Day Access to pilot program opportunities- Demo Day Connections to entrepreneurship ecosystems Introductions to potential partners Global exposure in the Leading Cities Pavilion at the Smart City Expo World Congress in Barcelona, the world s largest Smart City event. 8

4. LEADING CONSULTING

4.1 CONVENE / ACCELERATE / IMPLEMENT Connecting the Leading Hub with AcceliCity, the objective is to materialize and commercialize the theoretical advances made by the Hub and accelerate Smart Cities startups to create real impact within communities based on the core goals of sustainability, responsibility and economic & social inclusion. 10

Leading Cities Governance AcceliCity Leading Cities AcceliCity program unites city challenges, innovative startups, new solutions, and critical funding to improve quality of life in cities. Leading Cities creates Smart Ecosystems by connecting cities, urban challenges, innovative solutions and capital. Smart Ecosystems Leading Consulting Leading Consulting provides invaluable insights and proven methodologies to city leaders and private industry. 12
