ARTICLE I - General Conditions and Requirements NOTICE IS HEREBY GIVEN that Fremont County Community College District operating as (CWC) is requesting quotes from vendors for ten (10) Apple Laptop computer systems, service agreements for these systems, and ten (10) licenses for Final Cut Studio Academic software packages to run on these systems. Quotes should include all shipping costs to our campus in Riverton, Wyoming. Exact specifications are included in this request for quotes below and cannot be substituted. These systems are for use in our television broadcasting and film production programs. The Chief Information Officer will receive quotes in Room MH210A, 2660 Peck Avenue, Riverton, Wyoming 82501, until 3:00 p.m., Wednesday, April 27th 2011. Late submittals will not be accepted. Responses shall be sealed and clearly marked RFQ-Ten Apple Laptops, Service, and Software. Responses will be opened and read publicly shortly after 3:00 p.m. in Room MH210A. A contract will not be awarded until the responses have been reviewed and either the administration or the board has authorized negotiation of the contract. RFQ documents can be obtained at the Information Technology Department located in Main Hall, 2660 Peck Avenue, Riverton, Wyoming 82501, or by calling Kelly Dempster, at 307-855-2196, or at http://www.findrfp.com/gov/list.aspx?id=57350. The college reserves the right to reject any and all responses and to waive any irregularities, formalities, or informalities in the RFQ process, and to award the contract as may be in the best interest of the college. 1. SUBMISSION OF PROPOSALS: It is the responsibility of the responder to carefully examine the document and be familiar with all of the requirements, stipulations, provisions and conditions. All changes, additions, or clarifications to the RFQ documents will be done with a numbered addendum. No responses will be considered in which any of the conditions or provisions have been modified. No oral or telephone interpretations of the RFQ documents shall be binding upon the College. Responses received after the time and date specified will not be considered and will be returned unopened to the firm. FAX AND EMAIL PROPOSALS WILL NOT BE ACCEPTED. SURETY: Bid Bond: N/A 3. CONTRACTOR PREFERENCE: Responders are advised that the resident contractor preference and State of Wyoming materials preference statutes contained in Wyoming Statutes Sections 16-6-102 and 16-6-106 and related statutes may apply to the submitted proposals to the extent required by law. Because of the nature of this RFQ, the extent and the manner to which statutes apply will be considered and evaluated with respect to each responsible proposal submitted. Those proposers claiming Wyoming residency should include a copy of their Wyoming Certificate of Residency. 4. ACCEPTANCE PERIOD: All quotes shall be firm for a period of one year from the date Quotes are due. 5. The college will review responses immediately after the response opening, and intends to award a contract to the selected vender within two weeks.. Award of the contract is contingent upon available funding and official approval. This quote cannot be assigned or transferred without the written consent of CWC. Where terms conflict, provisions contained within this RFQ take precedence. Minority business enterprises will be afforded full opportunity to submit a response and to contract with the college and will not be subject to discrimination on the grounds of race, creed, national origin, sex or handicap in consideration for an award. By submitting a quote, the firm certifies under penalty of perjury that it has not acted in collusion with any other firm. 7. PROPERTY OF THE DISTRICT: Quotes submitted as a response to this RFQ shall become the property of the College. Such Responses, as property of the College, are subject to public disclosure as prescribed by Wyoming statutes. Proprietary information must be identified and will be protected to the extent allowable by Wyoming law. 8. CONSIDERATION OF QUOTES: The College seeks a vendor that will act as a partner to the college in providing computer systems and software specified below that will help us in efficiently fulfilling our mission as a public community college in the State of Wyoming. In awarding the vendor for the RFQ, cost is only one factor in our evaluation. Total cost of ownership over the expected lifetime of this equipment is important to the college, and this includes many factors, some of which are historical repair frequencies of the manufacturer, terms of service contracts, ability of college personnel to efficiently contact manufacturer help desks, and order replacement parts. In all cases we require the ability to contact the customer support representatives of the manufacturer directly without having to work through any third-party vendors. 9.
