VETERANS SERVICE ADVISORY COMMITTEE Douglas County Board of Supervisors Thursday, August 2, 2018, 1:00 p.m., Courthouse Room 207C, 1313 Belknap Street, Superior, Wisconsin Meeting called to order by Chair Finendale. Paul Huber, Veterans Outreach and Recovery Program Coordinator, introduced. ROLL CALL: Present Marvin Finendale, Dennis Dalbec, Glen Erickson, Clint Mattson, Eual Moore. Absent: Jill Fortin, Mary Lou Bergman. Others present Paul Huber,, Ann Doucette, Pat Ryan, Cheryl Westman, Committee Clerk. APPROVAL OF MINUTES: Motion by Dalbec, second Erickson, to approve the minutes from the June 7, 2018, meeting. Motion carried. SUSPEND THE RULES: Motion by Dalbec, second Erickson to take up item 4.b. Motion carried. Acceptance of Donations: Doucette advised $1,500 is available in General Services to be utilized in 2018 or carryover to next year. Future donations given to on behalf of veterans organizations are deposited into an account set up by Finance Department. Budgetary transfers to release funds require approval from Administration Committee and County Board. Budgeting for anticipated donations in future years suggested. Veteran Transportation Services Recommendation: highlights. Reviewed - Erickson provided ACTION (REFERRAL): Motion by Moore, second Dalbec, to support recommendation from Veterans Service Officer to discontinue the Douglas County Veterans Van Service, and refer to Health and Human Services, Administration Committee and County Board. Motion carried. INFORMATIONAL: Veterans Service Officer Report: Total new veterans contact in June 2018 = 30; Total veterans contacted in 2018 = 2,113; and 2.9% decrease in claims from 2017. Erickson reviewed events/activities held recently: Lake Superior fishing and BWCA trip. Two are planned for this Saturday: Bong Center and the El Dorado (Walk for the Fallen). 5K Run for the Heroes planned for September; and Erickson and Skifstad to attend training in South Dakota. Veteran Outreach and Recovery Program Coordinator Introduction: Reception area conversion has been completed, and VORP Coordinator Huber has moved into the space. Veterans Office Modification Status: See above item. Homeless Veterans (Tiny Homes): Veterans village with tiny homes discussed - exists in warmer climates. Temporary placement until permanent housing becomes available is the goal. Veterans Service Advisory Committee, 8/2/2018 Page 1 of 2

October Festival: No news at this time may not occur in 2018. Veterans Needs/Care: Nursing care concerns discussed. Northwestern Wisconsin has limited facilities for veterans. Erickson 1316 N. 14 th Street, Suite 385 Phone (715) 395-1332 Fax (715) 395-1373 VSO Update September 27, 2018 What s Happening in the VSO: Claims Claims are relatively flat (-1.5% - 134 Claims 2017, 132 claims 2018) over the same period last year as of August 31, 2018. Conferences Attended: 1) National Association of County Veteran Service Officers Association Received accreditation training. Entire staff is eligible now eligible to be certified by Multiple National Veteran Organizations. 2) Wisconsin Veteran Service Commission Annual Conference Ron Leino and the VSO attended the 2019 conference. This was the first conference the VSC attended and became a member of the WI State Commission of County Veteran Service Commissioners. This one day conference was held at King Veterans Home in King, WI. Transportation Services Health & Human Services Committee approved recommendation to eliminate Douglas County Veteran Van Services and hold van through end of 2018. Veterans Budget approved by HHS without van service and referred to Administration Committee. Helping Veterans The SSRF is funded with a current balance of $17,677.54, with payouts for Veterans in Need equaling $4,844.74. Outreach Efforts Continuing with our outreach efforts with an attempt to find veterans and notify them of our office and what our mission is.
