INTRODUCTION A metropolitan planning organization is a transportation policy-making organization made up of representatives from local governments and transportation agencies. The Federal Surface Transportation Assistance Act of 1973 required the formation of a metropolitan planning organization for any urbanized area with a population greater than 50,000, a requirement continued by all federal transportation legislation since that time including the most recent law, the Fixing America s Surface Transportation (FAST) Act. In 2003, the Governor of the State of Arkansas, acting by and through the Arkansas State Highway and Transportation Department (AHTD), designated the Jonesboro Area Transportation Study (JATS) Policy Committee to be the Metropolitan Planning Organization (MPO) for the metropolitan area. The study area is comprised of the cities of Bay, Bono, Brookland, Jonesboro, and some unincorporated parts of Craighead County (see map below). 1

The areas listed above agreed with the State to participate in the transportation planning process. The Jonesboro MPO has partnered with FTA, AHTD, local elected officials, JET, stakeholders and the public in order to identify and implement key projects that will increase the mobility of the region. Several projects currently underway, including the Parker Road extension, the Highway 18 railroad overpass, and the roundabout at the intersection of Airport and Aggie Roads, will enhance the mobility, safety, connectivity, and efficiency of the transportation system in the MPO area. The MPO has begun to collect and analyze information that will enable elected officials and stakeholders to make data driven decisions when selecting and implementing projects. In FY2016, the MPO updated both the Metropolitan Transportation Plan (MTP) and the Transportation Improvement Program (TIP). Within the next 1-2 years, the MPO will continue to collect and examine data compiled from various sources. Furthermore, MPO staff will work to create an infrastructure database for the entire region that aligns with existing land use and zoning plans, as well as statewide safety performance measures. This data, and other demographic and economic data gathered, will make the planning process more efficient by helping MPO Staff work with elected officials and local stakeholders to identify priorities and deficiencies of the region s current transportation system, as well as to evaluate the impact of existing and proposed projects. MPO Staff will also continue to partner with JET and local governments to identify and conduct studies that contribute to the development and implementation of projects within our short and long term planning documents. Lastly, we will focus on integrating multi-modal approaches and national planning emphasis areas in our short and long term plans and projects. The Jonesboro MPO has a two-committee organizational structure. The Transportation Policy Committee is the governing body, providing policy guidance and approving the work of the Technical Advisory Committee. The Policy Committee is composed of elected officials and appointees of member governments, a member of the JET Community Advisory Board, and representatives of the Arkansas State Highway and Transportation Department. The Technical Advisory Committee provides technical support and direction necessary in the transportation planning process. The members are appointed by the member entities because of their technical expertise in transportation planning. The Technical Advisory Committee can appoint ad hoc committees as needed. The Jonesboro MPO staff provides technical and administrative assistance to all MPO Committees. 2

TRANSPORTATION PLANNING PROCESS As the designated Metropolitan Planning Organization for the region, the Jonesboro MPO is responsible under Section 134 of Title 23, United States Code, for carrying out a Continuing, Cooperative and Comprehensive (3C) transportation planning process, resulting in plans and programs that provide for the development, operation and management of transportation facilities that will function as an intermodal transportation system for the metropolitan area. The FAST Act reinforces the idea that transportation planning must be continuing, cooperative, and comprehensive, but adds an emphasis on performance and outcome-based programming. When finalized, guidance from the US Department of Transportation and the Arkansas State Highway and Transportation Department will be used to develop local performance measures. The transportation planning process must explicitly address ten planning factors identified by the FAST Act: A. Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency; B. Increase the safety of the transportation system for motorized and non-motorized users; C. Increase the security of the transportation system for motorized and non-motorized users; D. Increase the accessibility and mobility of people and for freight; E. Protect and enhance the environment, promote energy conservation, improve quality of life, and promote consistency between transportation improvements and State and local planned growth and economic development patterns; F. Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight; G. Promote efficient system management and operation; H. Emphasize the preservation of the existing transportation system; I. Improve resiliency and reliability of the transportation system and reduce or mitigate stormwater impacts of surface transportation; and J. Enhance travel and tourism. In addition, the Jonesboro MPO will consider in the metropolitan planning process the Six Livability Principles adopted by the U.S. Department of Transportation, U.S. Department of Housing and Urban Development, and Environmental Protection Agency as a result of their Partnership for Sustainable Communities. These principles are: 1. Provide more transportation choices; 2. Promote equitable, affordable housing; 3. Enhance economic competitiveness; 4. Support existing communities; 5. Coordinate policies and leverage investments; and 6. Value communities and neighborhoods. 3

The major products of the transportation planning process, in addition to the Unified Planning Work Program (UPWP) are the Public Participation Plan (PPP), Metropolitan Transportation Plan (MTP), and Transportation Improvement Program (TIP). Special reports, corridor/subarea studies, and analyses of transportation issues may also be produced on a regular basis. The Metropolitan Transportation Plan is the centerpiece of the metropolitan transportation planning process. Momentum 2040, the most recently adopted Metropolitan Transportation Plan update, was developed around the vision of a safe, accessible, efficient, connected, multimodal transportation system that fosters economic development and increased quality of life throughout the region. The 2040 Plan articulates a broad set of region-wide transportation goals, policies and actions that will aid in achieving the aforementioned vision. The Transportation Improvement Program is a prioritized list of transportation projects proposed for implementation during a four year cycle. Projects included in the Transportation Improvement Program must be consistent with the Metropolitan Transportation Plan, and are submitted for consideration by local governments, state transportation agencies, and transit operators. The Jonesboro MPO has recently adopted the FY2016-2020 TIP and will coordinate with AHTD to ensure the program s inclusion in the Statewide Transportation Improvement Program (STIP). This process is important because in order to proceed to implementation, all regionally significant projects, regardless of funding source, and all projects utilizing federal transportation funds, must be included in these two documents. Because public involvement is vital to the success of transportation planning, the Public Participation Plan defines a process for providing citizens and other interested parties with reasonable opportunities to be involved in the planning process. The public is informed of Jonesboro MPO plans and activities through a variety of methods as detailed in the Public Participation Plan. The plan was reviewed in February 2015 to assist in the development of Momentum 2040. An updated copy is available on the MPO website: http://www.jonesboro.org/191/metropolitan-planning-organization. UPWP OVERVIEW As its name suggests, the UPWP promotes a unified approach to transportation planning in order to achieve regional goals and objectives. The UPWP performs three distinct functions: 4

1. It describes the transportation planning activities that the metropolitan planning organization and other agencies propose to undertake during FY 2017 (July 2016 June 2017) to address regional issues and priorities; 2. It serves to document the proposed expenditures of federal, state, and local funds in support of various planning activities; and 3. It provides a management tool for the metropolitan planning organization and the funding agencies in scheduling major transportation planning activities, milestones and products. The FY 2017 UPWP has been developed by the Jonesboro MPO, with input from local governments, area transit agencies, the Arkansas State Highway and Transportation Department (AHTD), the Federal Transit Administration (FTA), and the Federal Highway Administration (FHWA). Current planning efforts in the area include the specific plans and projects listed above, along with data gathering and analysis, continued assessment and implementation of multi-modal transportation facilities, development of performance measures and performance-based programming, and community values assessments. These items will continue to be a focus for the MPO in FY2017-18, along with ensuring a regional approach to planning, and improving access to essential services. The major transportation planning work products for FY2017-18 include: Revision and update of memoranda of understanding/contracts for all MPO jurisdictions Development and analysis of various databases, including regional infrastructure mapping, demographics and population, traffic count data, and public comments Development of MPO performance measures Preparation of area bicycle/pedestrian plan Creation of regional mobility council tasked with establishing strategic regional transportation plan 1 1 The following recommended action items from Momentum 2040 can be addressed within the confines of this planning work program: 1) Establish a system of priorities for upgrading substandard highways/streets, replacement of deficient bridges, and construction of new highways/streets 2) Identify and document missing connections between functionally classified roads 3) Coordinate planning, design and construction of pedestrian and bicycle facilities with neighboring jurisdictions, school systems, and AHTD 4) Develop a regional pedestrian and bicycle transportation plan by 2020 5) Identify and document missing connections in the sidewalk network 6) Engage the public in a continuing dialogue about public transit 7) Coordinate railway facilities with other transportation modes and adjoining land uses to encourage desirable development patterns 8) Provide adequate safety protections where streets and railroads intersect and where grade separation is not feasible 5

FY 2017 UPWP TASKS Project #44.21.00 PROGRAM SUPPORT & ADMINISTRATION The objective of this task is to coordinate transportation planning activities at the MPO level with the Arkansas State Highway and Transportation Department (AHTD), the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), publicly owned transit services, and constituent members in the Jonesboro Metropolitan Planning Area. Records of all activities needed for the comprehensive, coordinated, and continuing transportation planning process will be maintained and updated as needed. The Jonesboro MPO will serve as a liaison between the MPO communities, transportation providers, abutting regions, government agencies, and the general public on transportation-related matters and assist with securing federal and state funding to perform transportation planning in the Jonesboro Metropolitan Planning Area. This task includes general study coordination and direction, preparation of the UPWP and Annual List of Obligated Projects (ALOP), staff hiring and development, record maintenance, preparation of expenditure and progress reports, as well as citizen participation and involvement in the planning process. Public participation includes, but is not limited to, maintaining an up-to-date Participation Plan, expanding and refining the MPO mailing and email lists, striving to notify and involve underserved populations, and gathering /tracking public comments. The MPO has worked over the last year to update the PPP and to be more intentional about reaching traditionally underserved populations. This will continue to be an area of focus in the coming fiscal year. WORK TASKS TASK #44.21.01 WORK PROGRAM DEVELOPMENT & ADMINISTRATION A. MPO Staff will continue to provide administrative, budgeting, and clerical duties required to perform work tasks. Staff will prepare FY2018 UPWP and FY2016 Performance and Expenditure Report document. B. The MPO staff, Policy Committee and Technical Advisory Committee members will participate in conferences, seminars, training workshops, webinars and meetings to keep acquainted with the latest regulations and techniques in the transportation planning field. C. The MPO Staff will work with member governments to review and amend the bylaws as needed. 6

D. The MPO Staff will also work to create an operations manual for the Jonesboro MPO, and memorandums of understanding in order to streamline processes and reduce areas of inefficiency. TASK #44.21.02 PUBLIC INFORMATION & CITIZEN PARTICIPATION A. MPO Staff will continue to adhere to established PPP, and revise as necessary, including the regular update of MPO contact lists. B. MPO Staff will utilize public meetings, workshops, civic clubs/organizational meetings, social media, surveys and other electronic tools (including Survey Monkey, webinars, and online transportation feedback forms) to encourage and gather public input. C. MPO Staff will continue to work with local governments to update MPO webpage, Twitter, and Facebook. D. MPO Staff will develop and maintain publications, including an annual newsletter. Project #44.22.00 GENERAL DEVELOPMENT & COMPREHENSIVE PLANNING The objective of this task is to develop, analyze, and maintain the data needed for transportation planning throughout the region. Demographic data from the Census Bureau [American Community Survey (ACS), the Census Transportation Planning Products (CTPP)], Traffic Counts from AHTD, and other data (such as crash data, health-related information, infrastructure inventory, etc.), will be gathered and used by the MPO and local governments to prepare and revise comprehensive plans, as well as project lists and priorities. The data will also be used to begin implementation of performance based planning, including the selection and reporting of performance goals. Furthermore, data collection and analysis will be used by the MPO to identify trends and gaps in connectivity that may result in lack of access to essential services for various populations. 3 Jonesboro MPO staff will continue to provide technical assistance to member governments as needed. WORK TASKS TASK #44.22.01 LAND USE/SOCIOECONOMIC DATA DEVELOPMENT A. MPO Staff will partner with local governments and AHTD to gather infrastructure, demographic, and traffic data. Staff will also seek (and possibly purchase) data gathered by outside agencies and entities. They will use the data to produce various reports and GIS maps that identify trends and gaps within the transportation system, and to improve the overall planning process. 4 B. MPO Staff will research and attend necessary training for data collection and analysis, and will also attend training events, conferences, meeting sand webinars related to various planning processes/procedures. TASK #44.22.02 GEOGRAPHICAL INFORMATION SYSTEM, GRAPHICS & MAPPING, PERFORMANCE MEASURES A. Staff will work to coordinate and establish performance targets with AHTD, partner governments, and public transportation providers. B. The MPO staff will participate in meetings with local governments, community boards and organizations in order to keep abreast of information on any major projects in the region. Another objective of this task is to facilitate the research and implementation of various planning studies and/or funding opportunities that may lead to future projects. 7 The MPO will partner with JET to begin the process of developing an area public transportation needs assessment. Activities discussed under other tasks, for example, updating and analyzing data, as well as developing performance measures, will support the implementation of Momentum 2040. Studies (2015) in conjunction with information gathered at local community workshops in preparation for the 2040 Metropolitan Transportation Plan update and other plan revisions. The MPO has developed its own Facebook and Twitter page, and has increased visibility using the new City of Jonesboro website. The MPO webpage and other means of social media and electronic engagement will be used to provide an opportunity for citizens to review, print, and comment upon all MPO documents and reports at their convenience. The MPO will partner with the Citizen Advisory Committee (CAC) and A-State to develop new branding tools, which will help citizens easily access information about upcoming events and studies. Additional advice on branding efforts will be sought from a team of local experts, including Arkansas State University faculty with expertise in this area. The main function o f the mobility council will be the creation and administration of a regional strategic transportation plan. In preparation for the plan development and implementation, MPO Staff will monitor and analyze existing conditions (i.e. traffic, public transportation, infrastructure condition, etc.). Project #44.25.00 TRANSPORTATION IMPROVEMENT PROGRAM The main objective of this task is the monitoring/amendment of the FY 2016-2020 Transportation Improvement Program (TIP), and creation of the Annual List of Obligated Projects (ALOP). In addition to working with the TIP, 10 Jonesboro MPO staff will also work with the MPO Technical Advisory Committee to create and maintain an ongoing project priority list based on the analysis of existing conditions.
