Prof. Dr Steve Quarrie has been director for three years of the Consultative Bureau for International Projects of the former Ministry of Science and Technological Development (now Ministry of Education and Science), Republic of Serbia, to give help to Serbian scientists applying for European projects, mainly from FP7. He provided regular training courses to scientists on general skills needed to develop a successful career doing science and research, including how to write project proposals. These courses have also been given in Skopje, Macedonia and Krakow, Poland. He teaches general research skills to PhD students at the Faculty of Biology, Belgrade University, and is also a visiting Professor at the Business School, Newcastle University, UK. He has been a proposal evaluator for the European Commission in Brussels, and was a consultant for Serbia s first Accreditation Commission for Higher Education. He has taken part as an independent expert in several Tempus projects in Serbia and the Western Balkan region, providing expertise in quality control and improving lecturer teaching skills. He is a member of the Belgrade NGO Education Forum providing expertise in pedagogy and active teaching/learning methodology, as well as being a council member of the NGO Kreativa, which focuses on developing creative talents, involving schools in the broader community and improving teaching quality in schools.professor Quarrie is also an active researcher, being a world-respected authority on drought resistance in cereal crops, carrying out research on the genetic control of yield in wheat under environmentally stressed conditions at Newcastle University, Krakow, and Viterbo, Italy. For much of his UK-based research career he managed multi-partner international consortia of researchers. He has been living in Belgrade since 2001, and has Serbian citizenship. Dr. Juergen Henke has been acting as an international management consultant for enterprises and advisor for German and European governments in smart innovation strategies promoting the collaboration between research organisations and economic entities. Actually he is advising German research organisations and enterprises in global networking for innovation and research collaboration. From 2010 till 2012 he was the team leader for the Commission of the European Union in Serbia advising the Ministry of Finance and Economy of the Republic of Serbia in improving competitiveness and innovation of Serbian enterprises; Serbian faculties, research institutes and enterprises were assisted to apply jointly for EU funded research and innovation programmes with international partners. He was the Director of the German Management Academy in Celle (2001 2005) for international collaboration delivering management and innovation training and entrepreneurial internships for experienced and high-potential European entrepreneurs and managers.

Mr. Henke is organising collaboration between industry academia in EU research framework programmes, CIP, smart regional innovation initiatives, TEMPUS and national programmes. These activities are supported by peer based learning workshops, coaching and mentoring for research project profiling, promoting national / international networking and partner search for research consortia. He has provided advice to Governments and organisations in Poland, Slovakia, Turkey, Indonesia and Lebanon for institutional development, designing strategic actions for technology-driven development; he undertook legislation gap analysis for technology centres and transfer organisations, and drafting of legal documents for innovation support institutions. Development of business plans for and management of technology centres and business service organisations is part of his engagements. As team leader for various projects of EuropeAid and The World Bank he is very familiar with international donor rules and regulations. Dr. Thies Wittig, managing director of IT Consult GmbH, Germany, has been involved in about 25 EU-funded projects, as coordinator, partner or key expert. The main focus of his activities is on ICT research, IT policy development in emerging economies, and innovation support for SMEs. In the past he had been involved for over 10 years as a researcher in the area of Signal Processing and Artificial Intelligence in Process Control in the private industry. He built up extensive experience not only in the development of advanced IT systems but also in applying them to real-life processes. During this time he created and managed numerous European research projects in the IT domain from the very first Framework Programmes. In 1995 he founded his own company, IT Consult GmbH, managing and co-ordinating collaborative projects in the areas of ICT and IT application in water management. Amongst his activities are the training and coaching researchers for collaborative research within the EC Framework Programmes, creating research networks between Europe and Third Countries, or training and capacity building for SMEs in innovation and competitiveness, both within the FP and the CIP programmes of the EC. During the past 2 years he was working in Serbia in the context of the ICIP Project, where his focus was on awareness and training for the FP7 and CIP Eco-Innovation programmes.since the 90ies he has been a regular evaluator of proposals in the Framework Programmes, mainly in the ICT area. During the same period he acted as an independent reviewer of 17 RTD projects from the Information
