Artist Opportunity The seeks proposals from professional mural artists or teams experienced with community engagement to create a mural in collaboration with local youth (ages 14-18). The lead artist/ team will engage with youth throughout the development and execution of the project and will be expected to lead workshops to develop appropriate local content and to mentor youth in the mural making process. The mural will be unveiled as part of National Youth Week (May 2019). Project Deliverables o Develop and lead a creative workshop for youth designed to identify artwork themes and to inform youth about the mural making process. This workshop will be delivered at four different locations (maximum). o Using information gathered during the workshops, develop a mural concept and present to youth for feedback (one in-person workshop/event) o Design, create and install mural in collaboration with youth Project Goals o Reflect a spirit of inclusivity throughout the entire process from concept development to final artwork o Provide youth participants with a tangible, hands-on opportunity to create a public art mural o Create a contemporary, professional mural using imagery inspired by the youth participants Roles and Responsibilities The selected artist/team will: o Develop a hands-on workshop to be delivered at four locations plus one workshop/event to present artwork concept o Create a mural design concept in collaboration with youth participants o Provide professional artistic services to develop, create and install the mural o Provide oversight and professional guidance of youth participants throughout workshops and mural creation process The will: o Conduct all promotion and outreach necessary to recruit youth to participate in the project; including all scheduling and communication with participants o Provide access to city-owned facilities for workshops and mural creation/installation process o Provide refreshments for all workshops o Coordinate a mural unveiling event in conjunction with Youth Week (May 1 7, 2019) 2
Artwork Location The mural will be installed on the exterior wall of the Burlington Student Theatre building (2131 Prospect St.). Founded in 1978, Burlington Student Theatre offers a range of performing arts opportunities to youth. The Student Theatre building also hosts organizations and events representing a variety of creative disciplines ranging from music to dance to visual arts. The exact placement and dimensions of the mural will be determined in consultation with the selected artist and youth participants. Budget The budget for this project is $18,000 (plus HST). This budget must include the following: o Artist fee, including design fee, production time, project management, etc. o All materials and equipment such as paint, panel, all mounting hardware, ladders/scaffolding, equipment rentals, etc. o All materials or equipment required for the youth engagement workshops o All costs associated with travel/transportation, insurance, site preparation, etc. Notes: o The will pay for all costs related to room rentals and refreshments for student engagement activities, workshops and mural unveiling event o The will pay for all costs related to outreach and promotion of this project o The will pay to hire a professional photographer to document the project (i.e. workshops and artwork documentation) o The will provide an anti-graffiti coating, which the artists will apply to the completed mural (if appropriate) Eligibility This competition is open to professional artists* residing in Canada. Artist collectives and/or artist-led teams are also encouraged to apply. The selected artist(s) must be able to regularly travel to Burlington, Ontario in order to facilitate workshops and complete the mural fabrication and installation process. The successful artist(s) will be required to submit a current Police Vulnerable Sector Check (PVSC) before signing a contract with the. * A professional artist is an individual who has specialized skills and/or training in his/her artistic discipline (not necessarily in academic institutions), has a history of public presentation and is critically recognized as an artist. 3

Please note an artwork concept is not required at this time. It is expected that the artwork concept is developed in collaboration with the youth participants. Proposals will be evaluated on the following criteria: o Quality and appropriateness of the proposal o Demonstrated experience in completing public art projects with equivalent budget o Demonstrated experience in community engagement, priority will be given to those with experience working with youth o Quality of overall past work 4
Application Deadline and Receipt All applications are due on or before Friday, Nov. 9, 2018 (by 4:00 p.m. in-person or 11:59 p.m. online). Incomplete applications or those received after the deadline will not be accepted. Faxed or emailed applications will not be accepted. All applicants will receive notice via email that their application has been received. It is the responsibility of the applicant to ensure that Cobalt Connects has received their application.
